The Town of Oak Creek's own website (townofoakcreek.colorado.gov) has no Building Department page of its own; its "Resources" navigation menu links out to "Routt County Building Dept." The Routt County Regional Building Department's Town of Oak Creek page states: "Routt County Regional Building Department provides Building Department services for the Town of Oak Creek Colorado for all Residential and Commercial Buildings and Structures," and lists a "Town of Oak Creek Building Code Ordinance ICC 2021 Editions" and a "Town of Oak Creek Permit Application Plan Review Processes and Time-Frames" document among its linked forms. All permit applications for Oak Creek go through the county's process (CityView portal, per Routt County's building services description), with plan review and inspections performed by county staff. Two policy documents published on the county's Building Codes & Policies page -- a "Residential Commercial Building Roofing and Window/Door Replacement Permit Fee Policy" and a "Roofing Permit Required Inspection Policy," both effective January 1, 2024 -- have now been read in full (both are text-native PDFs, not scans). Not required — The Town of Oak Creek's Ordinance No. 667, introduced, read, approved and ordered published on October 26, 2023 and effective January 1, 2024, was read in full. It adopts the 2021 editions of the International Building Code with Appendix Chapters C, E and J, the International Residential Code with Appendix Chapters B, C, E, F and Q, the International Existing Building, Mechanical, Energy Conservation, Plumbing, Fuel Gas and Property Maintenance Codes and the International Wildland-Urban Interface Code, together with the National Electrical Code as adopted by the State Electrical Board and the Colorado Model Electric and Solar Ready Code, superseding the codes adopted by Ordinance No. 656. Its amendment schedule was read in full. Of the Wildland-Urban Interface Code the Town adopts only listed sections of Chapter 5, deleting Chapters 3, 4 and 6 and every appendix, and it amends Section 504.2, Roof Assembly, to read that "All Roofs in both residential and commercial buildings for new construction, additions, alterations, repairs, or replacements under permit must have Class A Roofing Materials Installed," excepting historic registered properties where the preservation authorities disallow a fire-retardant-treated or composite wood shake roof. Section 504.2.1 requires valley flashing of not less than 26 gage corrosion-resistant metal over a 36-inch-wide mineral-surfaced cap sheet, and Section 504.10 requires roof, soffit and wall vents to be covered with non-combustible corrosion-resistant mesh against ember penetration. Those are fire classifications and ember-resistance details, independent of impact rating. The Residential Code amendments add an ice barrier at Section R905.1.2. Neither the adopted codes nor any Town amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard.
