Section 54.1-1101 A says the chapter does not apply to "7. Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period".

Materials and methods of application used for recovering or replacing an existing roof covering shall comply with Chapter 15 of the VCC, except as modified by Section 302.1 and this section." The statewide code supersedes local building codes (Code of Virginia Section 36-98: "Such building code shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies."). Waynesboro City Code Sec. 18-26 (Ord. No. 2020-49, 8-24-20) reads: "All building, construction, reconstruction, alteration, maintenance, repairs, and all materials and appliances used in connection with building work, must conform to the rules and regulations of the Virginia Uniform Statewide Building Code (the "building code"), as promulgated and updated from time to time by the Virginia Board of Housing and Community Development". The Building Division's FAQ, answering "What are the current building codes in effect?", lists "2021 Virginia Residential Code (VRC)", "2021 Virginia Construction Code (VCC)" and "2021 Virginia Existing Building Code (VEBC)" among others. Chapter 18 of the City Code (Buildings and Building Regulations), read in full as codified through Ordinance No. 2026-13 of June 8, 2026, adds no technical roofing provision of its own.
Mid-roof inspection
