  • state_level: Virginia licenses contractors through the Board for Contractors (DPOR). Code of Virginia Section 54.1-1100, as amended in 2025: "'Class C contractors' perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is over $1,000 but less than $30,000, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is less than $250,000." Larger jobs fall in the Class B and Class A tiers. Roofing work is licensed under the Board's classifications and specialties, including the "Roofing contracting" (ROC) specialty of 18VAC50-22-30. Section 54.1-1111 makes anyone applying for a building permit furnish "either (i) satisfactory proof to such official or authority that he is duly licensed or certified under the terms of this chapter to carry out or superintend the same, or (ii) file a written statement that he is not subject to licensure or certification as a contractor or subcontractor pursuant to this chapter." Section 54.1-1101 A says the chapter does not apply to "7. Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period"; Wise County's Building Permit Application carries an "AFFIDAVIT FOR BUILDING WITHOUT A LICENSED CONTRACTOR" for an owner applying without a licensed contractor. Some older pages give a $10,000 floor for Class C; that figure predates the 2025 amendment.
  • county_level: Wise County's building-code article (County Code Chapter 5, Article II, read in full) sets no contractor licence, bond or examination of its own. Its Building Permit Application asks for the contractor's name, "License", "Class/Type" and "Expiration", its Permits & Fees FAQ says that if you are site building "you will need your contractor's and tradesman's (electrician, plumber, heater pump installer) address, phone number and license number", and its Building & Zoning page links to the state Board for Contractors under "Apply for a Contractor's License". The County's site carries the notice "BEWARE OF UNLICENSED CONTRACTORS" with the tip "1. Hire only licensed contractors." The Taxation chapter of the codified County Code (through May 9, 2019) lists in a cross-reference "local license tax for building contractors, § 5-41 et seq."; the codified Section 5-41 is the property maintenance code adoption, so this record states no County business licence tax. A business licence is a local tax registration, not a trade credential.
Permit process note
Whether an ordinary reroof of a one- or two-family home needs a permit in Wise County depends on the statewide rule, and the County has not said. Virginia Construction Code Section 108.2 item 14.5 exempts "Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m 2 ) or less of roof covering in all groups and all wind zones." Item 14.6 exempts only "Replacement of 256 square feet (23.78 m 2 ) or less of roof decking in Group R-3, R-4 or R-5" (with the fire-retardant-treated exception in its text). Two exceptions let the building official require a permit: "for the installation of replacement siding, roofing and windows in buildings within a historic district designated by a locality pursuant to Section 15.2-2306 of the Code of Virginia" and "for any items exempted in this section which are located in a special flood hazard area." An owner may always ask for one: "when an owner or an owner's agent requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be required." The County publishes no design wind speed and no statement about reroofs. Its Permits & Fees page lists "Projects That Don't Require a Building Permit" ("General maintenance work", "Insulation and storm doors and windows", "Painting", "Repair of porches, steps, or walks") without naming roofing, and says a permit "is required for any new construction, enlargement or major renovation of a structure", including "Structural Alterations to Any Existing Buildings". Its floodplain page says "Much of Wise County is in the Floodplain". Ask the Building & Zoning Department (276-328-7119) about your address before starting. The work must meet the code with or without a permit. Where a permit is needed: the Building Permit Application (a Word form on the County's Forms & Applications page) asks for the owner, the project site, tax ID, flood plain, the value of the work, and the contractor's name, license number, class or type and expiration, and it carries an "AFFIDAVIT FOR BUILDING WITHOUT A LICENSED CONTRACTOR" for owners. Apply at the County Courthouse, 206 East Main Street, Room 220, Wise, Virginia, or by mail to P.O. Box 570, Wise, VA 24293. The fee schedule adds a 2% levy to the fees. The same office issues permits for the Towns of St. Paul, Coeburn, Pound, Wise, Appalachia and Big Stone Gap; the independent City of Norton has its own department. County Code Section 5-24 makes a violation of the building code article a misdemeanor punishable by a fine of not more than $1,000, with each day a separate offense.
Adopted code
The 2021 Virginia Uniform Statewide Building Code (13VAC5-63), effective January 18, 2024. For detached one- and two-family dwellings and townhouses, Section 310.6.1 of the Virginia Construction Code applies "The provisions of the IRC ... as amended by VCC Section 310.8, also referred to as the Virginia Residential Code (VRC)"; work on existing buildings falls under Part II, the Virginia Existing Building Code, whose reroofing section reads "602.3.2.1 Reroofing. Materials and methods of application used for recovering or replacing an existing roof covering shall comply with Chapter 15 of the VCC, except as modified by Section 302.1 and this section." The statewide code supersedes local building codes (Code of Virginia Section 36-98: "Such building code shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies."). Wise County's Building & Zoning page states "Enforcement of the provisions of the Virginia Uniform Statewide Building Code (VaUSBC) shall be the responsibility of the local building department (Sec. 36-105 VAC). We currently enforce the 2021 VaUSBC for all buildings and structures, existing or new, in the towns of St. Paul, Coeburn, Pound, Wise, Appalachia, Big Stone Gap, and the unincorporated areas of Wise County. (The City of Norton has their own Building and Zoning Department.)" County Code Section 5-25 adopts "the Virginia Uniform Statewide Building Code, as adopted and promulgated by the Virginia Board of Housing and Community Development and as hereafter amended from time to time." Article II of Chapter 5 (Building Code, Sections 5-21 through 5-35), read in full, adds no technical roofing provision of its own. The County's online code is codified through an amendment of May 9, 2019 (Supplement 19); it still defines use groups by "the 1981 BOCA Basic Building Code" (Section 5-22) and its Section 5-41 (Ord. No. 1-2019) adopts "the Virginia Property Maintenance Code, 2015, Part III of the Virginia Uniform Statewide Building Code". The County's page above is its current statement of the edition it enforces.
Mid-roof inspection
Not required — Wise County publishes no roofing inspection. Its Building & Zoning page says "There are 7 minimum required inspections:" and lists the footer inspection, the temporary electrical service inspection, reinforced concrete beams or columns and slabs, rough-in for framing, electrical, plumbing, and mechanical, required insulating materials before covering up, the new electrical service inspection, and the final inspection; none is a roofing, roof-covering, underlayment or sheathing inspection. The seven called inspections printed on its Building Permit Application likewise run from footings to final inspection. If an owner asks for a permit for a reroof, the statewide rule says "any related inspections shall be required", and the County sets them on that permit.
Impact-resistant roofing
Not required — Virginia's statewide building code (13VAC5-63), which a county may not amend, carries no UL 2218 or Class 4 impact requirement for roof coverings in its Virginia amendments to the International Residential Code (Virginia Construction Code Section 310.8) or its existing-building reroofing rules. Wise County's building-code article (County Code Chapter 5, Article II, Sections 5-21 through 5-35, read in full), which adopts the Virginia Uniform Statewide Building Code, its Permits & Fees page and its Building Permit Application add none; no UL 2218 or Class 4 impact requirement appears in the code the County enforces. The County's online code is codified through May 9, 2019. Insurers may still offer discounts for impact-rated shingles; that is not a code requirement.
Repair permit threshold

The exemption does not relax the code itself ("this section shall not be construed to exempt such activities from other applicable requirements of this code"). Wise County's Building & Zoning Department has not published a statement on whether a residential reroof needs a permit, and its pages and code print no design wind speed, so the exemption's 100 mph nominal wind-speed condition is not answered by anything the County publishes. What the County does say, on its Permits & Fees page: "A Building Permit is required for any new construction, enlargement or major renovation of a structure within the County including but not limited to the following:", and the list that follows includes "Structural Alterations to Any Existing Buildings" and "Any Interior/Exterior Work Involving Utility Replacement". Under "Projects That Don't Require a Building Permit" it lists "General maintenance work", "Insulation and storm doors and windows", "Painting" and "Repair of porches, steps, or walks". Neither list names roofing or re-roofing. Its fee schedule has no roofing line; it lists "Residential Remodel: $0.08 per square foot with a min. of $40" and, as fee exemptions, "Churches; local, state, and federal agencies; farm use; ordinary repairs", and adds "An additional 2% levy fee also applies." County Code Section 5-27 makes it unlawful "to build, remodel or add to a structure without the proper building, electrical, plumbing and mechanical permits, as required by the code adopted by section 5-25", and Section 5-28(a) of the codified text (through an amendment of May 9, 2019) says "Any work with a value of less than one thousand dollars ($1,000.00) shall not require a fee for a building permit." The County's floodplain page says "Much of Wise County is in the Floodplain" and "The Building and Zoning Department can determine if the property is in the floodplain or not", so the special flood hazard area exception may apply to a given property.
Deck & sheathing requirements
No county-specific rule. Virginia's amendments to the International Residential Code (Virginia Construction Code Section 310.8, 13VAC5-63-210) do not amend the roof sheathing section (R803), and Wise County's building-code article (County Code Chapter 5, Article II, Sections 5-21 through 5-35, read in full) adds no sheathing or decking provision, so the base 2021 IRC roof-sheathing provisions apply unmodified to work under the Virginia Residential Code. For reroofing an existing house, the Virginia Existing Building Code sends materials and methods to Chapter 15 of the Virginia Construction Code (602.3.2.1) and adds "602.3.2.2 Structural and construction loads. Structural roof components shall be capable of supporting the roof covering system and the material and equipment loads that will be encountered during installation of the systems." Permit line: replacing more than 256 square feet of roof decking on a house is outside the statewide exemption in Virginia Construction Code 108.2 item 14.6.
Sales & use tax
5.3% general sales and use tax in Wise County (Virginia Tax, "Sales Tax Rates by Locality" workbook, "January 1, 2026 - Present" sheet: Wise, code 51195, General Sales 0.053). That is the 4.3% state tax (Code of Virginia Section 58.1-603) and the 1% local option tax (Section 58.1-605); Wise County is in none of the regional add-on areas, and Virginia Tax's rates page puts it in the 5.3% "Everywhere else" group. The independent City of Norton is a separate locality (code 51720) with the same 5.3% general rate. Food and personal hygiene items are taxed at 1% statewide. Virginia treats the roofing contractor as the consumer of the materials: "Unless otherwise noted, the law treats every contractor as the user or consumer of all tangible personal property furnished to the contractor or by the contractor in connection with real property construction, reconstruction, installation, repair, and similar contracts" (23VAC10-210-410). So the roofer pays the tax on shingles and other materials when buying them and "does not pass the sales or use tax on to anyone else as a tax"; "If a supplier of a contractor doing work in Virginia does not collect the Virginia tax from the contractor, the contractor will be liable for the use tax on the contractor's purchases from the supplier." Repair and full replacement are treated alike.
