Adopted code
THE 2024 INTERNATIONAL RESIDENTIAL CODE WITH VILLAGE AMENDMENTS, BY ORDINANCE 2026-008, EFFECTIVE MARCH 1, 2026. The Village's Building Code Information page says "Applications submitted on or after March 1st must be designed in accordance with the following," listing "2024 International Building Code" and "2024 International Residential Code," and points to "Ordinance 2026-008 for a full list of local amendments." Section 5-56 of the ordinance's Exhibit A says "The regulations of the 2024 edition of the International Code Council (ICC) International Residential Code for One and Two Family Dwellings" are "hereby adopted," and Section 5-2 gives "The effective date of this code is March 1, 2026" and the adoption ordinance date as February 3, 2026. The roof amendments replace R902.1 (shingles to be "architectural laminated random-tab type shingles (30-year warranty minimum) or wood shakes"), R905.1.2 (ice barrier) and R905.2.8.5 (drip edge), and R801.3 requires that "Roofs of all buildings shall have the means of concentrating storm water."
Drip edge
Required — REQUIRED BY THE VILLAGE'S OWN IRC AMENDMENT. Ordinance 2026-008 amends Section R905.2.8.5: "A drip edge shall be provided at eaves and rake edges of shingle roofs," segments "shall be overlapped not less than 2 inches," drip edges "shall maintain a minimum of" three-eighths of an inch clearance from the fascia board, and they "shall be mechanically fastened to the roof deck" at not more than 12 inches on center. "Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges." About drip edge
Ice & water shield
Required — REQUIRED BY THE VILLAGE'S OWN IRC AMENDMENT. Ordinance 2026-008 replaces Section R905.1.2: "An ice barrier that consists of a self-adhering polymer modified bitumen sheet, shall be used in lieu of normal underlayment and extend from the eave's edge to a point at least 24 inches (610 mm) inside the exterior wall line of the building and along all valleys," and "For cathedral ceilings and for roof slopes less than 4:12, self-adhering polymer modified bitumen sheets shall extend from the eaves edge to the ridge." The Village's Table R301.2 also answers "Ice Barrier Required" with Yes. About ice & water barrier
Impact-resistant roofing
Not required — NOT REQUIRED BY THE VILLAGE'S BUILDING CODE. Chapter 5 of the Vernon Hills Village Code, Buildings and Building Regulations, as adopted by Ordinance 2026-008 (all 81 pages of Exhibit A, Secs. 5-1 through 5-381), was read in full and contains no UL 2218, Class 4 or hail requirement. Its roof-covering amendment, Section R902.1, calls for "architectural laminated random-tab type shingles" with a 30-year warranty minimum, or wood shakes, but sets no impact rating.
Wind design criteria
115 MPH DESIGN WIND SPEED, PER THE VILLAGE'S OWN TABLE R301.2. Ordinance 2026-008 inserts into Table R301.2 a ground snow load of 30 lbs/sq.ft., a wind speed of 115 mph, topographic effects No, special wind region No, windborne debris zone No, seismic design category B, weathering Severe, a frost line depth of 42 inches, termite Moderate to Heavy, a winter design temperature of -4 degrees Fahrenheit, ice barrier required Yes, an air freezing index of 1800 and a mean annual temperature of 48 degrees Fahrenheit.
Roof layer limit / recover
TWO LAYERS MAXIMUM, PER THE VILLAGE'S OWN ROOF PERMIT SHEET. The over-the-counter permit sheet's roof requirements say "Maximum layers - 2" and "Existing roofing removal- all decayed wood must be removed and replaced." Ordinance 2026-008, the Village's current building code, does not amend the IRC's reroofing section, so the count rests on the department's own written sheet.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Vernon Hills job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.

Building permits in the Village of Vernon Hills, Illinois, in Lake County, are handled by the Building Division of the Community Development Department at Village Hall, 290 Evergreen Drive. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Vernon Hills's roofing rules are its own: Ordinance 2026-008 adopts the 2024 International Residential Code with Village amendments, effective March 1, 2026, including its own ice barrier, drip edge and shingle rules. A roof is an over-the-counter permit; this listing covers the office's contact details, the Village's own statements on code and permits, and the rules state law sets for every Illinois roofer.
