  • state_level: Georgia licenses residential contractors at state level and there is no roofing or specialty licence to hold. O.C.G.A. 43-41-17(a) provides that no person may engage in the business of residential contracting without a current, valid residential contractor licence, a requirement in force since July 1, 2008, and 43-41-2(9) makes a person a residential contractor once the higher of the work total value or the compensation for it "exceeds $2,500.00" on that job. That figure is per job, not annual, and it is not specific to roofing. Two exceptions reach ordinary roofing work and neither is a dollar test. First, the repair exception at 43-41-17(g), whose scope the State Licensing Board set by Ga. Comp. R. & Regs. r. 553-8-.01: "repair" there means "fixing, mending, maintenance, replacement or restoring of a part or portions of real property to good condition", and the exception is conditioned on written disclosure to the owner that the person is not licensed, on no supervision being delegated to anyone but employees, on the work not affecting life-safety requirements or structural integrity, and on obtaining the permits and inspections the local authority requires. Whether a full tear-off and replacement is a "repair" within that definition is a legal question this record does not answer. Second, the specialty-contractor exception at 43-41-17(f), which provides that "Nothing in this chapter shall preclude a specialty contractor from offering or contracting to perform or undertaking or performing for an owner limited, specialty, or specific trade contractor work". As first enacted in 2004 the subsection went on to exclude work that put any part of the job under anyone other than the contractor's direct employees; Senate Bill 115 of 2007 struck that condition out. In its place the subsection directs that "The board shall, by rule or policy, identify specialty contractors or other criteria to determine eligibility under the exemption of this subsection" (Senate Bill 115 set a January 1, 2008 deadline for that, which Senate Bill 503 of 2024 deleted), and it lets an exempt specialty contractor take on work that would otherwise need a licence "where the total scope of the work to be performed is predominantly of the type for which such specialty contractor is duly recognized as exempt under this subsection by the board, provided that such other work involved is incidental to and an integral part of the exempt work performed by the specialty contractor and does not exceed the greater of $10,000.00 or 25 percent of the total value at the time of contracting of the work to be performed". No rule identifying specialty contractors appears in the Georgia Administrative Code, but the board has published policy on its own site, sos.ga.gov. Its "Traditional Specialty Contractors Policy Statements" (revised 03/06/20) list Flat Roofing, Sheet Metal Roofing, Shingles and Shakes, and Gutters and Downspouts among the specialty categories, and state that "Traditional specialty contractors will not be required to carry a residential or general contractor license but will be required to comply with all applicable national, state, and local codes and ordinances." Its "Limited Service Specialty Contractors Policy Statements" (revised 01/31/12) list "Re-Roofing of Existing Structures" as a separate limited-service category whose allowable work is rooftop equipment, demolition and remediation, adding: "You may be required to hold a contractor license if your company exceeds this scope of work." Both documents say "The following list is under development and subject to change." So a roofer whose job is predominately shingle, flat or sheet-metal roofing, with any other work incidental to it and inside the statute's $10,000.00-or-25-percent limit, is within the board's published specialty categories, which the board says do not require the residential or general contractor licence; a job that goes beyond that scope can bring the licence requirement back. The list is the board's policy rather than a rule and can change, so where a job is marginal, put its scope to the board before bidding. The sanction is what makes this worth settling before signing: under 43-41-17(b) a contract made by an unlicensed contractor for work that requires a licence is unenforceable by that contractor, with no lien or bond claim.

The International Residential Code, 2024 Edition, with Georgia Amendments 2026 is a mandatory state minimum standard code adopted by the Department of Community Affairs and effective January 1, 2026, and under O.C.G.A. 8-2-25(a) it binds any structure built in Georgia whether or not the local government chooses to enforce it locally. Compliance is therefore statewide and automatic; what is local is enforcement. Valdosta enforces and says so in terms on its Building Construction Codes page: "The City of Valdosta operates under the latest (Mandatory) code editions adopted by the Georgia Department of Community Affairs", then lists the 2024 International Residential, Building, Plumbing, Mechanical, Fuel Gas, Fire and Swimming Pool and Spa Codes with Georgia Amendments, the 2023 National Electric Code with Georgia Modifications, the 2015 International Energy Conservation Code, the 2024 Life Safety Code, the 2010 ADA Standards for Accessible Design, and the 2018 International Existing Building and Property Maintenance Codes. WHAT IS LOCAL IS THE ADMINISTRATION, AND IT IS JOINT. Valdosta administers those codes through Appendix J to its Land Development Regulations, "Local Administration and Enforcement Provisions of the International Building Code", made under an intergovernmental agreement dated July 1, 2000 between the City of Valdosta and Lowndes County that established a Joint Department of Community Development. Appendix J defines the Construction Codes it administers by reference to the codes "as adopted, amended, and revised by the Georgia Department of Community Affairs", so the local ordinance does not fix an edition and the City moved to the 2024 editions when the State did. Appendix J itself is dated July 7, 2011, so confirm with the Inspections Department that no newer administrative ordinance has replaced it before relying on a procedural detail.
Drip edge
Required — STATE-GOVERNED, NOT LOCALLY SET, and it applies in Valdosta exactly as it applies everywhere else in Georgia. The International Residential Code is one of the codes Georgia designates as a mandatory state minimum standard, so under O.C.G.A. 8-2-25(a) it binds construction here whether or not the City chooses to enforce it locally, and the Department of Community Affairs states that the mandatory codes are applicable to all construction whether or not they are locally enforced. The mandatory residential standard today is the International Residential Code, 2024 Edition, with Georgia Amendments 2026. Code section 18-41 provides that "The city does hereby adopt, for enforcement, the latest edition of the following state minimum standard codes as adopted and amended by the state department of community affairs", listing ten and naming the "International Residential Code for One- and Two-Family Dwellings" sixth. That is a floating adoption fixing no edition, so the City moved to the 2024 editions when the State did. THE GEORGIA AMENDMENT PACKET DOES NOT TOUCH THE ROOFING CHAPTER. The Department of Community Affairs amendment packet for the 2024 IRC carries no amendment to Chapter 9, Roof Assemblies: its full text is archived in this project and was measured rather than skimmed, at zero occurrences of any R9-hundred section number and zero of the phrase "Chapter 9". So the Chapter 9 drip-edge provision at Section R905.2.8.5 stands as written for Georgia. BOTH OF THE CITY'S OWN BUILDING INSTRUMENTS WERE RE-OPENED IN FULL FOR THIS ENTRY, NOT TAKEN FROM AN EARLIER REPORT. The second is Appendix J to the Land Development Regulations, "Local Administration and Enforcement Provisions of the International Building Code", dated July 7, 2011 and made under the intergovernmental agreement between the City of Valdosta and Lowndes County that established a Joint Department of Community Development. It was downloaded and read in full for this entry, all twenty-four pages and all eight articles, 73,415 characters of extracted text. It too returns zero hits for "drip", zero for "R905", zero for the phrase "Chapter 9" and zero for "shingle"; its only four occurrences of a word beginning "roof" are inspection-stage descriptions of the frame and rough-in inspections, which are made after the roof and framing are in place. Appendix J amends no technical code provision. APPENDIX U IS NOT ENFORCED HERE, AND APPENDIX J'S OWN APPENDICES CLAUSE IS WHAT ANSWERS IT. The definition of CONSTRUCTION CODES in Appendix J section 1.1 closes: "Appendices to the Construction Codes shall not be considered to be included within the definition of Construction Codes and enforced hereunder except when: (1) any provision of an appendix is specifically referenced in the code text; (2) an appendix to a code is specifically included in an administrative ordinance adopted by the Governing Authorities; or (3) an appendix to a code is specifically adopted by the Georgia Department of Natural Resources with the approval of the Board of Community Affairs." Neither Appendix J nor Code chapter 18 includes any appendix to the Residential Code. Appendix U, the Disaster Resilient Building Code IRC Appendix, is adopted by the State as optional, and its own section AU101.3.1 limits it to new development and to substantial improvements to existing development. The operative ICC text of R905.2.8.5 sits behind the ICC paywall; this record does not restate it and does not rely on any third-party republication of it. What is recorded is the sourced fact that the requirement is in force in Valdosta unamended. No permit exemption qualifies this in Valdosta: the City states on its own permitting page that a building permit is required to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure and that this "includes, but is not limited to, roofs", and roofing appears nowhere in Appendix J's list of work exempt from permit. Mid-roof inspection
Not required — Valdosta ordinance sets out no in-progress roofing inspection. Appendix J section 4.8.6 lists the required inspections and was read in full: Building is foundation, frame and final; Electrical is underground, rough-in, temporary power and final; Plumbing is underground, rough-in and final; Mechanical is underground, rough-in, equipment change out and final; Gas is rough piping, final piping and final; Energy is foundation, frame and final. The frame inspection is "To be made after the roof, all framing, fireblocking, and bracing are in place", which is a structural stage on new construction rather than a check on a roof covering as it goes down, and there is no dry-in, felt, underlayment or tear-off stage anywhere in the list. Two things keep this from meaning "nobody will look at your roof". Section 4.8.3 lets the Community Development Director "make, or cause to be made, the inspections required by Section 4.8.6", and section 4.8.7 requires a written release before work proceeds past an inspection point. Schedule and track your own inspections through the City permitting portal, and read the inspection sequence attached to your own permit rather than this list.
Impact-resistant roofing
Not required — No impact-resistant or hail-rated roof covering is required in Valdosta. Neither the Georgia State Amendments packet to the 2024 International Residential Code nor Appendix J to the Valdosta Land Development Regulations, the City local administration and enforcement ordinance, contains any UL 2218, Class 4, Class IV or FM 4473 impact requirement. The Georgia packet does not amend the Code roofing chapter at all, and Appendix J was read in full and searched for each of those four terms with no occurrence of any of them; it writes no technical roofing content whatever. Valdosta has not adopted Appendix U Disaster Resilient Construction, whose roofing content is about water barriers and fastening rather than impact in any event. An insurer may still offer a premium credit for an impact-rated shingle in south Georgia, but that is an insurance matter and not a code requirement here.
Repair permit threshold
VALDOSTA NAMES ROOFS ON ITS OWN PAGE AND SETS NO DOLLAR FLOOR. Answering its own question "When do I need a permit?", the City writes: "Per current ICC codes, a building permit is required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure. This includes, but is not limited to, roofs, accessory buildings, signs, in-ground pools, towers, manufactured homes, industrialized buildings (DCA), curb cuts (site work/paving), foundations, slabs, patios, and other types of miscellaneous repairs." So roof work is inside the permit requirement by the City own statement, and no minimum value is set. The ordinance behind it is Appendix J section 4.1.1: "Any owner authorized agent or contractor who desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system, the installation of which is regulated by the Construction Codes, or to cause any such work to be done, shall first make application to the Community Development Director and obtain the required permit for the work." Its exemption list, sections 4.1.1.1 to 4.1.1.27, was read in full - thirteen building items covering accessory structures under 120 square feet, fences under six feet without a permanent foundation, oil derricks, retaining walls under four feet, small water tanks, "Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work", stage sets, shallow prefabricated pools, nursery shade cloth structures, playground equipment, window awnings, low movable partitions and bona fide agricultural buildings, plus fourteen electrical, gas, mechanical and plumbing items - and roofing appears nowhere in it. PRACTICAL EFFECT: get a permit for roof work in Valdosta, repair as well as replacement. Two related Valdosta rules matter at the same moment. The permit valuation you declare is the "total value of work, including materials and labor", the Building Official may deny the permit if the valuation is underestimated unless you produce detailed estimates, and the Building Official sets the final valuation. And a homeowner may buy a permit only for work they will do themselves on a home they will occupy, under O.C.G.A. 43-41-17(h), with a notarised Home Owner Permit Affidavit - the City states that in Georgia "it is illegal for a homeowner to purchase a permit for someone else to do the work."
Roof layer limit / recover
Set by the state code, not by Valdosta. The residential code in force is the 2024 International Residential Code with the Georgia Amendments 2026, and the Georgia amendment packet makes no change to the Code roofing chapter, so the base International Residential Code reroofing and roof-recover provisions apply as published and Georgia adds no layer cap of its own. Base-code rule, read at 2024 International Residential Code Section R908.4, Roof recover, Exceptions, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. On the local side, Valdosta writes administration rather than technical content: Appendix J to the Land Development Regulations, "Local Administration and Enforcement Provisions of the International Building Code", was read in full - all eight articles, definitions, purpose and scope, the powers and duties of the Community Development Director, permits, tests, the Construction Board of Adjustment and Appeals, severability and penalties - and it contains no technical roofing provision of any kind, let alone a limit on roof-covering layers. Its only mentions of a roof are the points in the required-inspection list at which framing is examined. Appendix U Disaster Resilient Construction is not enforced here under the Appendix J appendices rule, so nothing in that appendix bears on the question either. Answer the layer question out of the base Code and confirm it with the Inspections Department when you take the permit.
Deck & sheathing requirements
Set entirely by the state code. The Georgia amendment packet to the 2024 International Residential Code makes no change to the Code roofing chapter, so the base International Residential Code provisions on the deck beneath a roof covering apply as published. Valdosta local ordinance, Appendix J to the Land Development Regulations, was read in full and prescribes no roof-deck material, thickness, span or fastening; it is an administrative and enforcement ordinance rather than a technical one. The City has not adopted Appendix U Disaster Resilient Construction, which is where Georgia keeps its enhanced roof-deck sealing and shingle fastening. What Appendix J does impose is a rule about covering work up. Section 4.8.7 requires a written release before work continues past an inspection point, and the framing inspection at section 4.8.6.2 is "To be made after the roof, all framing, fireblocking, and bracing are in place, all concealing wiring, all pipes, chimneys, ducts, and vents are complete." That sequence is written for new construction; on a reroof, agree with the Inspections Department what will be looked at and when before you sheet over anything.
Sales & use tax
8% in Valdosta. The Georgia Department of Revenue rate chart in force for July 1 through September 30, 2026 lists jurisdiction code 092 "Lowndes" at 8%, combining the 4% Georgia state rate with the local components the chart marks LOST, Educational, SPLOST and TSPLOST 1. Valdosta lies wholly within Lowndes County and Lowndes is not one of the counties the chart splits by city, so 8% applies across the city. The Department of Revenue has already published the chart taking effect on October 1, 2026 and the Lowndes County row is unchanged at 8% in it, so the figure holds through that reissue. For the roofer, Ga. Comp. R. & Regs. r. 560-12-2-.26(1) makes anyone who contracts to furnish materials and perform services improving real property "the consumer of all tangible personal property used or consumed in performing such contract" and who "shall pay the tax thereon at the time of purchase, use, storage or consumption in this State, whichever occurs first" - so the tax on the shingles is the contractor tax, paid at the supplier, and not a line the homeowner is charged as a resale item. The same rule requires every contractor improving real property in Georgia to file for a Certificate of Registration on Form CRF-002 before its first construction activity in the state, which is a tax registration and not a contractor credential.

Yes, a permit is required to replace a roof in Valdosta, GA. VALDOSTA NAMES ROOFS ON ITS OWN PAGE AND SETS NO DOLLAR FLOOR. Answering its own question "When do I need a permit?", the City writes: "Per current ICC codes, a building permit is required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure. This includes, but is not limited to, roofs, accessory buildings, signs, in-ground pools, towers, manufactured homes, industrialized buildings (DCA), curb cuts (site work/paving), foundations, slabs, patios, and other types of miscellaneous repairs." So roof work is inside the permit requirement by the City own statement, and no minimum value is set. The ordinance behind it is Appendix J section 4.1.1: "Any owner authorized agent or contractor who desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system, the installation of which is regulated by the Construction Codes, or to cause any such work to be done, shall first make application to the Community Development Director and obtain the required permit for the work." Its exemption list, sections 4.1.1.1 to 4.1.1.27, was read in full - thirteen building items covering accessory structures under 120 square feet, fences under six feet without a permanent foundation, oil derricks, retaining walls under four feet, small water tanks, "Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work", stage sets, shallow prefabricated pools, nursery shade cloth structures, playground equipment, window awnings, low movable partitions and bona fide agricultural buildings, plus fourteen electrical, gas, mechanical and plumbing items - and roofing appears nowhere in it. PRACTICAL EFFECT: get a permit for roof work in Valdosta, repair as well as replacement. Two related Valdosta rules matter at the same moment. The permit valuation you declare is the "total value of work, including materials and labor", the Building Official may deny the permit if the valuation is underestimated unless you produce detailed estimates, and the Building Official sets the final valuation. It was downloaded and read in full for this entry, all twenty-four pages and all eight articles, 73,415 characters of extracted text. It too returns zero hits for "drip", zero for "R905", zero for the phrase "Chapter 9" and zero for "shingle"; its only four occurrences of a word beginning "roof" are inspection-stage descriptions of the frame and rough-in inspections, which are made after the roof and framing are in place. Appendix J amends no technical code provision. APPENDIX U IS NOT ENFORCED HERE, AND APPENDIX J'S OWN APPENDICES CLAUSE IS WHAT ANSWERS IT. Appendix U, the Disaster Resilient Building Code IRC Appendix, is adopted by the State as optional, and its own section AU101.3.1 limits it to new development and to substantial improvements to existing development.
