STATE-SET AND LOCALLY ENFORCED, AND VALDOSTA PUBLISHES ITS OWN CURRENT LIST. Georgia has no local code adoption to look up. The International Residential Code, 2024 Edition, with Georgia Amendments 2026 is a mandatory state minimum standard code adopted by the Department of Community Affairs and effective January 1, 2026, and under O.C.G.A. 8-2-25(a) it binds any structure built in Georgia whether or not the local government chooses to enforce it locally. Compliance is therefore statewide and automatic; what is local is enforcement. Valdosta enforces and says so in terms on its Building Construction Codes page: "The City of Valdosta operates under the latest (Mandatory) code editions adopted by the Georgia Department of Community Affairs", then lists the 2024 International Residential, Building, Plumbing, Mechanical, Fuel Gas, Fire and Swimming Pool and Spa Codes with Georgia Amendments, the 2023 National Electric Code with Georgia Modifications, the 2015 International Energy Conservation Code, the 2024 Life Safety Code, the 2010 ADA Standards for Accessible Design, and the 2018 International Existing Building and Property Maintenance Codes. WHAT IS LOCAL IS THE ADMINISTRATION, AND IT IS JOINT. Valdosta administers those codes through Appendix J to its Land Development Regulations, "Local Administration and Enforcement Provisions of the International Building Code", made under an intergovernmental agreement dated July 1, 2000 between the City of Valdosta and Lowndes County that established a Joint Department of Community Development. Appendix J defines the Construction Codes it administers by reference to the codes "as adopted, amended, and revised by the Georgia Department of Community Affairs", so the local ordinance does not fix an edition and the City moved to the 2024 editions when the State did. APPENDIX U IS NOT ADOPTED, and Appendix J answers the appendix question with a general rule: "Appendices to the Construction Codes shall not be considered to be included within the definition of Construction Codes and enforced hereunder except when: (1) any provision of an appendix is specifically referenced in the code text; (2) an appendix to a code is specifically included in an administrative ordinance adopted by the Governing Authorities; or (3) an appendix to a code is specifically adopted by the Georgia Department of Natural Resources with the approval of the Board of Community Affairs." Appendix J was read in full, all eight articles, and it includes no appendix to the Residential Code, so the optional Appendix U "Disaster Resilient Construction", with its enhanced roof-deck sealing and shingle fastening, is not enforced here. Appendix J itself is dated July 7, 2011, so confirm with the Inspections Department that no newer administrative ordinance has replaced it before relying on a procedural detail.

Permits are issued at the Permit Office in the Inspections Department, City Hall Annex, 300 N. Lee Street, Valdosta, from 8:00 a.m. to 4:30 p.m. Monday to Friday, or bought online; the general number is 229-259-3506. ONLINE PERMITS ARE FOR CONTRACTORS ONLY and the City lists the types available that way as remodel or repair, plumbing, electrical and mechanical - which covers a reroof taken as a repair or remodel permit, so a registered contractor need not come to the counter. Inspections are scheduled and their status checked by the contractor through the same portal. Before a residential permit will issue, have ready the business licence for the jurisdiction where the work is being performed, your registration as a contractor with the City of Valdosta Business License Office, an Authorized Agent Form if the card holder will not be present, a zoning approval letter if the work is new construction or an addition, and a signed notarised Homeowner Affidavit where the homeowner is acting as contractor. Declare a realistic value: the permit valuation is the total value of the work including materials and labour, the Building Official may refuse the permit where the valuation is underestimated unless detailed estimates are produced, and the Building Official sets the final valuation. Under Appendix J section 4.8.5, work requiring a permit shall not commence until the permit holder or an agent posts the permit card on the premises. WATCH THE JURISDICTION LINE. The Inspections Department works under a joint arrangement covering Valdosta, Hahira, Lake Park, Dasher and unincorporated Lowndes County, and the City states that permitting in Lake Park or Hahira also needs an approval form from that city - so confirm which government the address falls under before you apply.
