Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.

Adopted code
THE 2021 INTERNATIONAL RESIDENTIAL CODE WITH CITY AMENDMENTS, PER THE CITY'S ADOPTING ORDINANCE AS THE CITY POSTS IT. Section 5-31 of the City's 2021 ICC Model Codes Adopting Ordinance says the International Residential Code "is hereby adopted as the Residential Code of the City of Urbana, Illinois," with "the additions, insertions, deletions, and changes prescribed in Section 5-33." Section 5-33 amends Section R-105.2, "Work exempt from Permit: Exceptions 1, 2 and 10 are deleted," and amends Table R-301.2(1). The City's Codes and Ordinances page says "The following codes have been adopted by the City of Urbana," lists "Residential Code Requirements - 2021 International Residential Code," and says the adopting ordinance "Contains all relevant local changes to codes listed below." The posted ordinance does not show an ordinance number or adoption date.
Ice & water shield
Required — REQUIRED, IN THE CITY'S ENACTED AMENDMENTS. The City's amended Table R-301.2(1) in Section 5-33 of its adopting ordinance says "Ice Shield Underlayment: Ice shield underlayment is required." This rests on the adopting ordinance as the City posts it on its own site. About ice & water barrier
Impact-resistant roofing
Not required — NOT REQUIRED BY THE CITY'S BUILDING ORDINANCE. The City's 2021 ICC Model Codes Adopting Ordinance, as the City posts it (98 pages, Articles I through XIII, covering the building, residential, electrical, plumbing, mechanical, property maintenance, flood hazard, mobile home and fire prevention codes), was read in full and contains no UL 2218, Class 4, hail or impact resistance requirement for roof coverings.
Repair permit threshold
The Building Safety Division's page draws the line by scope, not by area or dollar amount: a permit is required "when you are re-sheathing a roof or changing a roof's pitch," and "Shingle replacement or an overlay by itself does not require a permit."
Wind design criteria
The City's amended Table R-301.2(1), "Climatic and Geographic Design Criteria," in Section 5-33 of its adopting ordinance sets "Ground Snow: 20 pounds per square foot," "Wind Speed: Minimum design wind speed shall be 107 mph 3 second gust," seismic zone B, a weathering index of severe, "Frost Line Depth: 32 inches below grade minimum" and "Winter Design Temperature: Four degrees below zero (-4)." The table does not state a wind exposure category.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Urbana job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.

Building permits in the City of Urbana, Illinois, in Champaign County, are handled by the Building Safety Division of the City's Community Development Services Department at City Hall, 400 South Vine Street. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Urbana's roofing rules are its own: the City's adopting ordinance for the 2021 ICC model codes, which the City posts on its own site, adopts the 2021 International Residential Code with City amendments. The Division's page says a shingle replacement or overlay by itself needs no permit; this listing covers the office's contact details, the City's own statements on code and permits, and the rules state law sets for every Illinois roofer.
