Village of Tinley Park Building Division
Building permits in the Village of Tinley Park, Illinois, in Cook and Will Counties, are handled by the Building Division of the Community Development Department at Village Hall, 16250 S. Oak Park Ave.; the Division says the Village has a professional service agreement with Lakeside Consultants to conduct plan reviews and inspections. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Tinley Park's roofing rules are its own: the Division's page lists the 2024 International Residential Code among its current Village codes. This listing covers the office's contact details, the Village's own statements on code and permits, and the rules state law sets for every Illinois roofer.

Registration details
- state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
- city_level: A VILLAGE CONTRACTOR LICENSE OR PROOF OF THE STATE LICENSE BEFORE ANY PERMIT. The Village's Contractor Licensing page says "All contractors doing work in the Village of Tinley Park must be licensed with the Village or State (proof of state licensed required) prior to starting work" and "Permits will not be issued unless all contractors noted on the permit are licensed," with licenses "valid from January 1 to December 31 of each calendar year." It lists "General - $200" and "Sub-Contractor -$100." The Building Permits page adds that "Current copies of the roofing and plumbing licenses must be submitted prior to the issuance of a permit."
Permit process note
THE VILLAGE'S CURRENT PAGE AND ITS HOSTED 2022 CODE TEXT POINT DIFFERENT WAYS ON A RE-ROOF PERMIT. The Village's Building Permits page says "The Village of Tinley Park accepts online permit applications on BS&A Online" and, under "Contractors: Apply here for the following projects," lists "Roofing, Siding, HVAC/Furnace, Water Heater, Sewer Repair, Plumbing (does not required plan reviews)." It quotes the Village's Building Code: "A permit shall be obtained before beginning construction, alteration, or repair." The Building Code of the Village of Tinley Park (2022), as the Village hosts it, amends IRC Section R105.2 to read: "Reroofing for Single Family Detached structures are exempt from permit." The Division's page says the code was "Revised and adopted July 20, 2026"; that revision was not read for this record, so this record does not state whether a single-family re-roof needs a permit today. The Building Division's own page tells owners to "check with the Building Department at 708-444-5100 to make sure whether a permit is or is not required." The Village's Permit Fees page says "Permits are usually processed within 7-10 business days" and "Inspection fees are included in the permit cost."
Adopted code
THE 2024 INTERNATIONAL RESIDENTIAL CODE, PER THE BUILDING DIVISION'S OWN PAGE; THE HOSTED ADOPTING TEXT IS THE EARLIER 2022 CODE ON THE 2021 IRC. Under "Village of Tinley Park Comprehensive Building Code," the Division's page reads "Revised and adopted July 20, 2026" and lists among its "Current Village Codes" the "Village of Tinley Park Building Codes 2022" and the "2024 International Residential Code for One and Two Family Dwelling including Appendix F." The adopting text the page links is the Building Code of the Village of Tinley Park (2022), which adopts the "International Residential Code (2021), including Appendix F Radon Control Methods" and amends its roof drainage section (R903.4) to require gutters and downspouts "When a building is provided with a basement, or crawl space." The July 20, 2026 revision and any amendments it makes to the 2024 IRC's roof provisions were not read for this record. The Village's Code of Ordinances is hosted off the Village's site and was not read.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Tinley Park job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.
