- state_level: Virginia licenses contractors through the Board for Contractors. Code of Virginia 54.1-1100 (as amended in 2025): "'Class C contractors' perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is over $1,000 but less than $30,000, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is less than $250,000." Classes B and A cover larger jobs. The Board's regulation defines "Roofing contracting" (ROC) as "the service that provides for the installation, repair, removal, or improvement of materials common to the industry that form a watertight, weather resistant surface for roofs and decks", and notes that the CBC and RBC classifications and the HIC and CIC specialties also provide for this function. Code of Virginia 54.1-1101 A 7 excludes "Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period". Under 54.1-1111 a permit applicant must furnish proof of licensure or "file a written statement that he is not subject to licensure or certification as a contractor or subcontractor pursuant to this chapter."
- county_level: Spotsylvania County sets no contractor licence of its own for roofing; Chapter 5, Article III of the County Code certifies plumbers, electricians and building-related mechanical workers only. The County's permit applications ask for a "Virginia State Contractor's License OR Landownership Affidavit", and a landowner doing the work himself signs a "Landownership Exemption for Licensure Statement" affirming he is "familiar with the prerequisites of Section 54.1-1111 of the Code of Virginia and I am not subject to licensure as a contractor or subcontractor." The Permit Center states that where land is owned by an LLC "the owner must hire all licensed contractors and may not perform their own work." Separately, County Code Sec. 11.1-15 requires a contractor applying for a permit to exhibit "the county license authorizing him to engage in the business for the year in which the permit is applied for"; that is the County business license, not a contractor credential.
Permit process note
Confirm with the Building Safety Office (540-507-7222) before starting a house reroof in Spotsylvania County. Virginia's statewide code exempts, under Virginia Construction Code 108.2, "14.5. Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m2) or less of roof covering in all groups and all wind zones." and "14.6. Replacement of 256 square feet (23.78 m2) or less of roof decking in Group R-3, R-4 or R-5 unless the decking to be replaced was required at the time or original construction to be fire-retardant-treated or protected in some other way to form a fire-rated wall termination." Two location branches apply: "1. Application for a permit may be required by the building official for the installation of replacement siding, roofing and windows in buildings within a historic district designated by a locality pursuant to Section 15.2-2306 of the Code of Virginia." and "2. Application for a permit may be required by the building official for any items exempted in this section which are located in a special flood hazard area." An owner may always ask for a permit: "when an owner or an owner’s agent requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be required." The County's design criteria give a wind design speed of 115 mph without saying whether it is the nominal speed item 14.5 uses, and the County publishes no statement of its own on house reroofs, so this record does not say whether an ordinary reroof here needs a permit. Where a permit is taken, residential applications are submitted at the Permit Center, 9019 Old Battlefield Boulevard (1st floor), in person or by carrier, except over-the-counter categories, which may be emailed; the application must carry a project value, and the County states that "In the State of Virginia, if the land is owned as an LLC, the owner must hire all licensed contractors and may not perform their own work." Inspections are scheduled through the County's eTRAKIT portal.
Adopted code
The 2021 Virginia Uniform Statewide Building Code (13VAC5-63), effective January 18, 2024, applies statewide; for one- and two-family dwellings and townhouses it incorporates the 2021 International Residential Code as amended by Virginia (the Virginia Residential Code), and existing buildings fall under the Virginia Existing Building Code. Virginia's statute provides that the USBC "shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies." Spotsylvania County Code Sec. 5-26(a) provides: "Volume I of the Virginia Uniform Statewide Building Code, as currently adopted and as amended in the future is incorporated by reference into this chapter." Chapter 5 of the County Code (Buildings and Building Regulations, read in full, codified through Ordinance No. 7-18, adopted May 26, 2026) adds no roofing provision of its own. The Building Safety Office's "Adopted Codes for Spotsylvania County" page lists, under "(Effective January 18, 2024)", the "2021 Virginia Construction Code" and "2021 Virginia Residential Code".

Impact-resistant roofing
Not required — Virginia's 2021 Uniform Statewide Building Code amendments to the International Residential Code (13VAC5-63-210) contain no UL 2218 or Class 4 impact requirement for roof coverings, and that code supersedes local building codes (Code of Virginia 36-98). Spotsylvania County Code Chapter 5 incorporates the USBC by reference and adds no roofing provision, and the County's Table R301.2(1) design criteria state no impact rating requirement. Insurer discounts for impact-rated shingles are not a code requirement.
Repair permit threshold
Virginia Construction Code 108.2 (2021 Uniform Statewide Building Code, 13VAC5-63, effective January 18, 2024) lists among ordinary repairs that need no permit application: "14.5. Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m2) or less of roof covering in all groups and all wind zones." and "14.6. Replacement of 256 square feet (23.78 m2) or less of roof decking in Group R-3, R-4 or R-5 unless the decking to be replaced was required at the time or original construction to be fire-retardant-treated or protected in some other way to form a fire-rated wall termination." Its Exceptions: "1. Whether a full house reroof in Spotsylvania County falls inside item 14.5 turns on the nominal design wind speed: the County's own Table R301.2(1) prints a wind design speed of 115 mph without saying whether that figure is nominal or ultimate, and this record does not convert it. The Building Safety Office publishes no statement on whether a house reroof needs a permit; its "About the Building Safety Department" page says only that "The Spotsylvania County Code (Chapter 5) requires that a building permit be obtained for any building or structure in Spotsylvania County from the Building Official to do the following: Alter Construct Convert Demolish Enlarge Repair". The County's July 1, 2025 fee schedule has no roofing line, its over-the-counter miscellaneous application offers no roofing category, and its list of minimum required residential inspections by project type has no roofing project. Replacing more than 256 square feet of roof decking on a house needs a permit under item 14.6.

Deck & sheathing requirements
No county-specific rule. Virginia's amendments to the International Residential Code in the 2021 Uniform Statewide Building Code (13VAC5-63-210) do not amend the roof sheathing provisions (R803), so the 2021 IRC's roof-sheathing provisions apply unmodified to work under the Virginia Residential Code; Spotsylvania County Code Chapter 5, read in full, adds no sheathing or decking provision. Replacing more than 256 square feet of roof decking on a house or townhouse, or any fire-rated decking, requires a permit (Virginia Construction Code 108.2, item 14.6).
Sales & use tax
5.3% general sales and use tax in Spotsylvania County (Virginia Tax, "Sales and Use Tax Rates by Locality" workbook, "Jan 2026 - Present" block, "From January 1, 2026 to Present": Spotsylvania, locality code 51177, General Sales 5.3%). That is the 4.3% state rate (Code of Virginia 58.1-603) and the 1% local option tax (58.1-605). A roofing contractor is treated as the consumer of the materials: Virginia's regulation says "the law treats every contractor as the user or consumer of all tangible personal property furnished to the contractor or by the contractor in connection with real property construction, reconstruction, installation, repair, and similar contracts" and that a contractor "does not pass the sales or use tax on to anyone else as a tax" (23VAC10-210-410). So the rate is paid on materials when bought, repair and replacement alike; the roofer's labor on the house is not taxed to the homeowner.
