Inspection requirements
The reroof permit application lists three required inspection stages: "Tear off," "Mid Roof," and "Date of FINAL INSPECTION," in addition to final approval sign-off from the Building Inspector.
Adopted code
The 2018 editions of the International Building, Residential, Mechanical, Fuel Gas, Plumbing, Existing Building and Fire Codes, adopted by reference by Ordinance No. 345, which repealed the Town's prior adoptions under Ordinance 302 and carries local amendments to each adopted code.
Ice & water shield
Required — Required town-wide. The Town of Silver Plume completes International Residential Code Table R301.2(1) at Section 5(G) of Ordinance No. 345, and the completed table answers "Ice Shield Underlayment Required" with "YES". The Town also inspects for it specifically: its roofing inspection list requires a "Mid-roof inspection of ice and snow shield required 4 feet up from exterior walls." About ice & water barrier
Mid-roof inspection
Required — Required on every roofing permit, and specifically to check the ice and snow shield. Section 8 of Ordinance No. 345 provides that "The Town of Silver Plume has established additional roofing inspections within the Town. For roofing permits within the Town of Silver Plume, the following inspections shall be required: 1. Tear off inspections (sheathing). 2. Mid-roof inspection of ice and snow shield required 4 feet up from exterior walls. 3. Final inspection prior to issuance of Certificate of Occupancy." A roofing job in Silver Plume is therefore inspected three times, not once.
Impact-resistant roofing
Not required — The Town of Silver Plume adopted the 2018 editions of the International Building, Residential, Mechanical, Fuel Gas, Plumbing, Existing Building and Fire Codes by reference through Ordinance No. 345. That ordinance was reviewed in full, including its amendments to the International Residential Code at Sections R101.1, R104.10.1, R105.1, R108.5, R112.1, R301.2, R401.2 and R405.1; none addresses impact resistance or requires UL 2218 Class 4 roof coverings. The ordinance does establish Town-specific roofing inspections at Section 8 - a tear-off inspection of the sheathing, a mid-roof inspection of the ice and snow shield required four feet up from exterior walls, and a final inspection - which govern inspection sequence rather than the impact rating of the roof covering.
Wind design criteria
A design wind speed of 100 mph in Seismic Design Category B. The Town of Silver Plume completes International Residential Code Table R301.2(1) at Section 5(G) of Ordinance No. 345, and the completed table sets a ground snow load of 100 pounds per square foot, severe weathering, a frost line depth of 40 inches, a slight to moderate termite hazard, an air freezing index of 2,500 and flood hazards per Town Ordinance No. 340. At roughly 9,100 feet the 100 pound ground snow load is among the highest in the corpus and is a structural figure, separate from the wind speed.
Sales & use tax
8.55 percent combined: 2.9 percent state, 2.65 percent Clear Creek County and 3 percent Town of Silver Plume. The Town is state-collected and levies no use tax at all, so a roofing job carries no materials use tax deposit at permit issuance. Rates read from the Colorado Department of Revenue publication DR 1002, January 2026 edition.
