The City of Salida, Colorado contracts with the Chaffee County Building Department to administer all building permits within the municipality. Permits are first submitted to the city for zoning and fire safety review, then forwarded to the county. The city has adopted the 2021 I-Codes.

Building permits must be submitted to the city for review for zoning compliance and fire safety; following city review, permits are forwarded to the county for review and administration.
Adopted code
The City of Salida adopted the 2021 International Codes for Building, Residential, Existing Buildings, Plumbing, Mechanical, Energy Conservation, Fuel Gas and Property Maintenance, with the 2021 IECC and the 2021 National Electric Code.

Impact-resistant roofing
Not required — The City of Salida adopts the 2021 International Residential Code by reference at Salida Municipal Code Section 18-2-10, and its local amendments to that code are collected at Section 18-2-30. The amendment section was reviewed in full, including all thirty-six numbered items; none addresses impact resistance or requires UL 2218 Class 4 roof coverings. The only roofing-related reference in the City's amendments appears in Table R301.2(1), which requires ice barrier underlayment in accordance with IRC Section R905.1.2.
Wind design criteria
An ultimate design wind speed of 115 mph with no topographic effects, no special wind region and no wind-borne debris zone, in Seismic Design Category C unless a geotechnical study indicates otherwise. The City of Salida amends the climatic and geographic design criteria table, which also sets severe weathering and a termite probability of none to slight. Frost line depth is tiered by elevation: 24 inches below finished grade up to 8,000 feet, 30 inches from 8,001 to 10,000 feet, and 36 inches above that. Ground snow load is taken from the City's snow load map and elevation zone table rather than given as one figure.
Sales & use tax
8.65 percent combined: 2.9 percent state, 2.75 percent Chaffee County and 3 percent City of Salida. The City is state-collected and levies no use tax at all, so a roofing job carries no materials use tax deposit at permit issuance.
