Registration details
- license: No town contractor-license or registration requirement is stated on the Planning & Zoning page, the Forms page (whose permits and licenses list contains business, short-term-rental, RV/camper, and land-use forms, but no building or contractor items), or the Building Permit Coversheet, so no Town contractor-license requirement is confirmed.
Permit process note
The Planning & Zoning page publishes the Town's "Building Permit Coversheet." Its checklist states all items "must be completed or paid for the permit to be processed": the Poncha Springs Coversheet complete, a Chaffee County application complete, warranty deed, all site plans and architectural/structural drawings, Town of Poncha building and utility fees, Salida sewer paid, use tax paid, and a cost breakdown signed by the applicant and the City of Salida. The coversheet's zoning-criteria section (zone, setbacks, building type, height, lot coverage) is reviewed and signed by the Town Planner. The document does not name roofing or re-roof work specifically, so no roofing-specific permit requirement is asserted at the town level; the operative building-permit application is Chaffee County's (see the Chaffee County entry).
Impact-resistant roofing
Not required — The Town of Poncha Springs adopts the 2021 International Building Code and the 2021 International Residential Code at its Municipal Code building chapter, codified through a republication of June 23, 2025, and the Colorado Energy Office's statewide building code adoption record lists the same 2021 edition for the Town. The amendment lists were reviewed in full. The Town regulates roof coverings heavily, and every provision is a fire classification. Section 1505.1 is amended so that all roof coverings shall be Class A, wood shakes and shingles are not permitted except for exempted replacement or repair, and a structure with a nonconforming roof covering is allowed one replacement or repair of twenty-five percent or less of the roof area before the entire covering must be brought into conformance, with an exception for metal and concrete roofing systems and for emergency repairs under ten square feet. Table 1505.1 and Sections 1505.3 and 1505.4, covering Class B and Class C roofing assemblies, are deleted. Section R902.1 is amended in parallel terms for residential construction. None of these provisions requires impact resistance, and the chapter contains no reference to UL 2218 or Class 4 roof coverings.
