The Building Office of Pulaski County, Virginia, part of the County's Community Development Department, administers the Virginia Uniform Statewide Building Code in the county, with permit applications, plan review and inspections handled at the County Administration Building in the Town of Pulaski. The Town of Dublin's own building-permits page says the County issues Dublin building permits and inspections as of May 1, 2025; the Town of Pulaski runs its own Building Department.

  • state_level: Virginia licenses contractors through the Board for Contractors (DPOR). Code of Virginia Section 54.1-1100, as amended in 2025: "'Class C contractors' perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is over $1,000 but less than $30,000, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is less than $250,000." Larger jobs fall in the Class B and Class A tiers. Roofing work is licensed under the Board's classifications and specialties, including the "Roofing contracting" (ROC) specialty of 18VAC50-22-30. Section 54.1-1111 makes anyone applying for a building permit furnish "either (i) satisfactory proof to such official or authority that he is duly licensed or certified under the terms of this chapter to carry out or superintend the same, or (ii) file a written statement that he is not subject to licensure or certification as a contractor or subcontractor pursuant to this chapter." Section 54.1-1101 A says the chapter does not apply to "7. Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period"; the record decides neither whether a reader is inside that exemption nor which class a given job falls in. Some older pages give a $10,000 floor for Class C; that figure predates the 2025 amendment.
  • county_level: Pulaski County publishes no contractor licence class of its own on the pages read. Its Residential Building Permit Application asks the general contractor for a "VA State License #" and a "Pulaski County License #", and asks whether the work is done by "Contractor" or "Homeowner". Its Owner's Affidavit, for an owner applying for a building permit, reads "I affirm that I am familiar with the prerequisites of Section 54-1.1111 of the Code of Virginia and I am not subject to licensure as a contractor or subcontractor." The Commissioner of the Revenue's 2026 Business Information at a Glance says "Contractors are required to obtain a Business License from the County of Pulaski. Contractors must provide their State Contractor License number. Also, the Contractor's Certificate of Workers Compensation Insurance form (61-A) must be completed ... License fee is based on contract amount. If gross contract is less than $100,000, a minimum license fee of $30.00 will apply. If contractor does not have a State Contractors License a Contractor Affidavit must be completed." The County's Application for Business or Professional License is figured on gross receipts and has a "VA Contractor No." line; a business licence is a local tax registration, not a trade credential.
Permit process note
Pulaski County has published no statement of its own that an ordinary residential reroof does or does not need a permit, so start from the statewide rule and check the wind-speed test before assuming a reroof is exempt. Virginia Construction Code Section 108.2 item 14.5 exempts "Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m 2 ) or less of roof covering in all groups and all wind zones." Item 14.6 exempts only "Replacement of 256 square feet (23.78 m 2 ) or less of roof decking" in those groups. Two exceptions let the building official require a permit: "for the installation of replacement siding, roofing and windows in buildings within a historic district designated by a locality pursuant to Section 15.2-2306 of the Code of Virginia" and "for any items exempted in this section which are located in a special flood hazard area." An owner may always ask for one: "when an owner or an owner's agent requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be required." The County's Information for Designers sheet prints a wind speed of 115 "MPH V3s" and does not say whether it is a nominal or an ultimate figure, so the record does not treat the 100 mph nominal test as met or failed; ask the Building Office at 540-980-7710 before starting a reroof. The work must meet the code with or without a permit. Where a permit is needed, the Building Office says "All permit documentation is REQUIRED at time of submittal" to the Building Office email address printed on its page, or the applicant may apply through the County's online Citizen Self Service permitting system (registration and user guides are linked from the page); the office is at 143 Third Street NW, Suite 1, Pulaski, open Monday - Friday 8:00 am to 5:00 pm. The Residential Permit Application asks who is doing the work ("Contractor" or "Homeowner") and says "Homeowners doing their own work MUST submit a Homeowners Affidavit"; it also says "Inspections require a 24 to 48 hour notice." The fee schedule charges a re-inspection fee of $50.00.

The 2021 Virginia Uniform Statewide Building Code (13VAC5-63), effective January 18, 2024. For detached one- and two-family dwellings and townhouses, Section 310.6.1 of the Virginia Construction Code applies "The provisions of the IRC ... as amended by VCC Section 310.8, also referred to as the Virginia Residential Code (VRC)"; work on existing buildings falls under Part II, the Virginia Existing Building Code, whose reroofing section reads "602.3.2.1 Reroofing. Materials and methods of application used for recovering or replacing an existing roof covering shall comply with Chapter 15 of the VCC, except as modified by Section 302.1 and this section." The statewide code supersedes local building codes (Code of Virginia Section 36-98: "Such building code shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies."). Pulaski County's Building Office page reads "As of, January 18, 2024 Pulaski County will adopt the 2021 Virginia Construction Code and Virginia Residential Code." The Building Department's Summary of Code Changes in the 2021 Virginia Statewide Building Code says "The effective date is January 18, 2024" and, of the changeover from the 2018 edition, that applicants could choose the 2018 or the 2021 edition until January 18, 2025 and that after that date the 2021 code is enforced. The County's Information for Designers sheet prints "2021 VA Uniform Statewide Building Code Effective1/18/2025" and lists the 2021 International Residential Code and 2021 International Existing Building Code among the referenced codes; the same sheet's opening line still reads "in accordance with the 2018 editions of the Virginia USBC, the International Building Code, and the International Residential Code."
Ice & water shield
Required — The County's Information for Designers sheet ("Local Design Criteria for Pulaski County"), in its Residential 1 & 2 Family Construction Design Parameters, answers "Yes" under "Ice Shield Req?". The sheet does not say how far up the roof the ice barrier must extend, so use the building code and the shingle manufacturer's installation instructions for the detail. Impact-resistant roofing
Not required — Virginia's statewide building code (13VAC5-63), which a county may not amend, carries no UL 2218 or Class 4 impact requirement for roof coverings in its Virginia amendments to the International Residential Code (Virginia Construction Code Section 310.8), in the Virginia Construction Code, or in the Virginia Existing Building Code reroofing section (602.3.2.1). Pulaski County's Information for Designers sheet (its local design criteria table) has no impact-rating entry, and the Building Office's pages, Summary of Code Changes and permit application add none; no UL 2218 or Class 4 impact requirement appears in the code the County enforces. Insurers may still offer discounts for impact-rated shingles; that is not a code requirement.
Repair permit threshold

Pulaski County's Information for Designers sheet ("Local Design Criteria for Pulaski County") gives these Residential 1 & 2 Family Construction Design Parameters: Ground Snow Load 25 psf; Wind Speed "MPH V3s" 115; Seismic Design Category B; Weathering Severe; Frost Depth 24"; Termite "Moderate-Heavy"; Decay "Slight-Moderate"; Winter Design Temp 16 degrees F; "Ice Shield Req?" Yes; Flood Hazards "FEMA Map". Its Commercial Construction Design Parameters list the same 25 psf ground snow load, "MPH V3s" 115, Ss 28%g, S1 8%g, 24" frost depth and Severe weathering. The sheet labels the 115 figure a 3-second-gust speed and does not say whether it is a nominal or an ultimate design wind speed, which are different bases, so do not compare it directly with the 100 mph nominal-speed line in the statewide reroof permit exemption. It prints no wind exposure category. The sheet's opening line says it is "in accordance with the 2018 editions of the Virginia USBC, the International Building Code, and the International Residential Code", while its code-edition box names the "2021 VA Uniform Statewide Building Code Effective1/18/2025".
Deck & sheathing requirements
The County's published material read for this record states no county-specific deck rule. Virginia's amendments to the International Residential Code (Virginia Construction Code Section 310.8, 13VAC5-63-210) do not amend the roof sheathing section (R803), and a county cannot amend the statewide code (Code of Virginia Section 36-98), so the base 2021 IRC roof-sheathing provisions apply unmodified to work under the Virginia Residential Code. Pulaski County's Information for Designers sheet, Building Office page, Residential Permit Application and fee schedule contain no roof-deck provision. For reroofing an existing house, the Virginia Existing Building Code sends materials and methods to Chapter 15 of the Virginia Construction Code (602.3.2.1). Permit line: replacing more than 256 square feet of roof decking on a house needs a permit (Virginia Construction Code 108.2 item 14.6).
Sales & use tax
