The Building Department of Rockbridge County, Virginia enforces the Virginia Uniform Statewide Building Code in the county from the County Administrative Office Building at 150 South Main Street in Lexington, with plan review, permit issuance and inspections. It also issues the building permit for work in the Towns of Glasgow and Goshen, on a permit endorsement form from the town. The independent Cities of Lexington and Buena Vista are separate jurisdictions.

Code of Virginia Section 54.1-1100, as amended in 2025: "'Class C contractors' perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is over $1,000 but less than $30,000, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is less than $250,000." Larger jobs fall in the Class B and Class A tiers. Roofing work is licensed under the Board's classifications and specialties, including "Roofing contracting" (ROC), which 18VAC50-22-30 defines as "the service that provides for the installation, repair, removal, or improvement of materials common to the industry that form a watertight, weather resistant surface for roofs and decks." Section 54.1-1111 makes anyone applying to a county building official for a permit furnish "either (i) satisfactory proof to such official or authority that he is duly licensed or certified under the terms of this chapter to carry out or superintend the same, or (ii) file a written statement that he is not subject to licensure or certification as a contractor or subcontractor pursuant to this chapter." Section 54.1-1101 A says the chapter does not apply to "7. Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period"; the Rockbridge County Building Department has an owner affidavit for that purpose ("If owner is acting as “Self” contractor the “OWNER’S AFFIDAVIT” must be signed."). This record does not decide whether any reader falls inside that exemption. Some older pages give a $10,000 floor for Class C; that figure predates the 2025 amendment.
  • county_level: Rockbridge County's Building Department page states, under a notice marked effective January 1, 2020, "ALL PERMITS WILL REQUIRE A CURRENT COPY OF A VIRGINIA STATE CONTRACTORS LICENSE FOR THE GENERAL AND ALL SUB-CONTRACTORS". Its Permit Application Package asks each contractor for a "State License" and a "County License" with expiration dates, and says the licensed person performing the work "must assume responsibility for the work and complete the information on application. (Must be the actual license holder)." The County sets no contractor licence class, bond or examination in the pages and Code sections this record read. The only county licence the County Code sections read here set for contractors is the annual business license tax of Section 19-51: "an annual license fee of thirty dollars ($30.00) or ten cents ($0.10) per one hundred dollars ($100.00) of gross receipts, whichever is greater", with a workers' compensation certification required at application by Section 19-22 E. The Building Guidelines say "A contractor may be liable for a business license in Rockbridge County, so please check with the Commissioner of Revenue office". A business license is a local tax registration, not a trade credential.
Permit process note
Rockbridge County's Building Department has published no statement on whether an ordinary reroof of a house needs a permit, so this record gives no yes or no. The statewide rule that decides it, Virginia Construction Code Section 108.2 item 14.5, exempts "Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m 2 ) or less of roof covering in all groups and all wind zones." Item 14.6 exempts only "Replacement of 256 square feet (23.78 m 2 ) or less of roof decking in Group R-3, R-4 or R-5". Two exceptions let the building official require a permit: "for the installation of replacement siding, roofing and windows in buildings within a historic district designated by a locality pursuant to Section 15.2-2306 of the Code of Virginia" and "for any items exempted in this section which are located in a special flood hazard area." An owner may always ask for one: "when an owner or an owner's agent requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be required." The County states no nominal design wind speed for the county, and its only general permit sentence is "Permits must be obtained to construct, enlarge, alter, repair, convert, or demolish any building in Rockbridge County", so the record does not apply item 14.5 for the County. The work must meet the code with or without a permit. Where a permit is issued, the applicant files the County's Permit Application Package (or, for electrical, plumbing, mechanical or fire-protection work, its Trade Permit Application) with the Building Department at 150 South Main Street, Room 109, Lexington, telephone 540-463-9361; the Department's page states "ALL PERMITS WILL REQUIRE A CURRENT COPY OF A VIRGINIA STATE CONTRACTORS LICENSE FOR THE GENERAL AND ALL SUB-CONTRACTORS", and an owner doing the work signs the "OWNER’S AFFIDAVIT". For work in the Town of Glasgow or the Town of Goshen the page adds that "a completed permit endorsement form is required from the Town Manager's Office in Glasgow or Goshen before any building permit can be issued by the County Building Department." Inspections are scheduled by telephone with the permit number, giving one to two days' notice.
Adopted code
The 2021 Virginia Uniform Statewide Building Code (13VAC5-63), which the Virginia Administrative Code history note shows amended effective January 18, 2024 (Volume 40, Issue 9). For detached one- and two-family dwellings and townhouses, Section 310.6.1 of the Virginia Construction Code applies "The provisions of the IRC for detached one-family and two-family dwellings and townhouses as amended by VCC Section 310.8, also referred to as the Virginia Residential Code (VRC)"; work on existing buildings falls under Part II, the Virginia Existing Building Code, whose reroofing section reads "602.3.2.1 Reroofing. Materials and methods of application used for recovering or replacing an existing roof covering shall comply with Chapter 15 of the VCC, except as modified by Section 302.1 and this section." The statewide code supersedes local building codes (Code of Virginia Section 36-98: "Such building code shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies."). Rockbridge County's Building Department page carries the banner "EFFECTIVE JANUARY 18, 2025 ... ALL CONSTRUCTION WILL FOLLOW THE 2021 VIRGINIA CODES" and says "Rockbridge follows 2021 USBC / ICC Codes". The County prints January 18, 2025 where the state's history note shows January 18, 2024. County Code Section 7-1 adopts "the Virginia Uniform Statewide Building Code ("USBC"), 2003, Edition, Part I, The Virginia Construction Code, including all future editions thereof and all amendments thereto"; the County's Permit Application Package still says its inspectors "inspect for compliance with the Uniform Statewide Building Code and the 2018 International Building Code". Chapter 7 of the County Code (Buildings and Building Safety Regulations, Sections 7-1 through 7-5, read in full) adds no technical roofing provision of its own.
Mid-roof inspection
Not required — Rockbridge County's Building Department publishes no roofing inspection. Its "RESIDENTIAL/COMMERCIAL REQUIRED INSPECTIONS" sheet, read in full, lists twelve numbered items under the heading "MINIMUM INSPECTIONS", from Erosion and Sediment Control and Footings through Framing, Insulation and the Electrical Meter Base and Panel to the Final Erosion and Sediment Control Inspection and the Final Inspection with the Certificate of Occupancy, and has no roofing, underlayment or roof-deck stage; its framing inspection is "BEFORE covering any materials." If a permit is issued for a reroof, the statewide rule says "any related inspections shall be required" (Virginia Construction Code Section 108.2), and the inspections on it would be those the Department sets.
Impact-resistant roofing
Not required — Virginia's statewide building code (13VAC5-63), which a county may not amend, carries no UL 2218 or Class 4 impact requirement for roof coverings in its Virginia amendments to the International Residential Code (Virginia Construction Code Section 310.8) or its existing-building reroofing rules. Rockbridge County's Chapter 7 (Buildings and Building Safety Regulations), read in full, adds none, and neither do the Building Department's page, its fee schedule, its inspection sheet or its Permit Application Package, all read; no UL 2218 or Class 4 impact requirement appears in the code the County enforces. Insurers may still offer discounts for impact-rated shingles; that is not a code requirement.
Repair permit threshold

The exemption does not relax the code itself ("this section shall not be construed to exempt such activities from other applicable requirements of this code"). Item 14.5 turns on the nominal design wind speed of the area. Rockbridge County's Building Department publishes no nominal design wind speed for the county and no statement of its own on whether a residential reroof needs a permit, so this record does not say which side of the 100 mph line the county falls on or whether item 14.5 applies to a given reroof there. What the Department says in its Permit Application Package is general: "Permits must be obtained to construct, enlarge, alter, repair, convert, or demolish any building in Rockbridge County." Its one-page fee schedule has no roofing line; the residential line reads "RESIDENTIAL: NSFD, ACCESSORY BUILDINGS, ADDITIONS, REMODELING" at "0.37% OF ESTIMATED PROJECT COST ($40.00 MINIMUM FEE)" for a project cost up to $100,000. Roof decking over 256 square feet is outside item 14.6. For violating the building code it adopts, County Code Section 7-4 provides that a violation "shall be deemed a misdemeanor" punishable by "a fine of not more than two thousand five hundred dollars ($2,500.00)", with a civil-penalty alternative of $100 for a first offense and $150 for each later one. Owners and roofers can settle the question before starting with the Building Department at 540-463-9361.
Deck & sheathing requirements
No county-specific rule. Virginia's amendments to the International Residential Code (Virginia Construction Code Section 310.8, 13VAC5-63-210) do not amend the roof sheathing section (R803), and Rockbridge County's Chapter 7 (Buildings and Building Safety Regulations), read in full, adds no sheathing or decking provision, so the base 2021 IRC roof-sheathing provisions apply unmodified to work under the Virginia Residential Code. For reroofing an existing house, the Virginia Existing Building Code sends materials and methods to Chapter 15 of the Virginia Construction Code (602.3.2.1) and adds "602.3.2.2 Structural and construction loads. Structural roof components shall be capable of supporting the roof covering system and the material and equipment loads that will be encountered during installation of the systems." Permit line: replacing more than 256 square feet of roof decking on a house is outside the statewide exemption (Virginia Construction Code 108.2 item 14.6).
Sales & use tax
5.3% general sales and use tax in Rockbridge County (Virginia Tax, "Sales Tax Rates by Locality" workbook, "Jan 2026 - Present" sheet, "January 1, 2026 - Present": Rockbridge, code 51163, General Sales 0.053). That is the 4.3% state tax (Code of Virginia Section 58.1-603) and the 1% local option tax (Section 58.1-605); the row's 0.053 total leaves no room for a regional or school-tax add-on in the county's rate. The independent Cities of Lexington (code 51678) and Buena Vista (code 51530) are separate localities with their own rows, each also at 0.053. Food and personal hygiene items are taxed at 1%.
