  • state_level: Virginia licenses contractors through the Board for Contractors (DPOR). Code of Virginia Section 54.1-1100, as amended in 2025: "'Class C contractors' perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is over $1,000 but less than $30,000, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is less than $250,000." Larger jobs fall in the Class B and Class A tiers. Roofing work is licensed under the Board's classifications and specialties, including the "Roofing contracting" (ROC) specialty of 18VAC50-22-30. Section 54.1-1111 makes anyone applying for a building permit furnish "either (i) satisfactory proof to such official or authority that he is duly licensed or certified under the terms of this chapter to carry out or superintend the same, or (ii) file a written statement that he is not subject to licensure or certification as a contractor or subcontractor pursuant to this chapter." Section 54.1-1101 A says the chapter does not apply to "7. Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period". The County's Statement of Exemption from Contractor Licensing, which "All permit applicants who do not hold a valid state contractor's license are required to complete", lists that and the other exemptions for the applicant to check, including a contractor whose "total contract value of the work to be performed does not exceed $1,000.00". Some older pages give a $10,000 floor for Class C; that figure predates the 2025 amendment.
  • county_level: Powhatan County adds no contractor licence of its own. Its Residential Construction Permit Application asks for the contractor's "STATE DPOR LICENSE NO.", "CLASS" and "SPECIALTY CLASSIFICATIONS", and for a "BUSINESS LICENSE #" with its "LOCALITY". The County licence is the annual contractor license tax of County Code Section 18-108, which lists "roofing" among the contracting trades that "shall pay, for the privilege, an annual license tax as provided in the county's fee schedule"; a contractor based outside the county but in Virginia owes it only on business in the county "in excess of $25,000.00 per year", and a contractor applying for a County permit "shall, upon making application for such permit, exhibit to the proper county official the county license". That is a local tax licence, not a trade credential.
Permit process note
Check with the County before starting a residential reroof. Whether a full reroof of a one- or two-family home in Powhatan County needs a permit turns on the statewide rule, Virginia Construction Code Section 108.2 item 14.5, which exempts "Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m 2 ) or less of roof covering in all groups and all wind zones." The County states only an ultimate design wind speed ("115 mph ultimate design wind speed-3 second gust"), which is a different basis from the nominal speed in the exemption, and it publishes no statement applying the exemption to a reroof in the county; the exemptions list it links is an earlier edition's text. Item 14.6 exempts only "Replacement of 256 square feet (23.78 m 2 ) or less of roof decking" in those groups. Two exceptions let the building official require a permit: "for the installation of replacement siding, roofing and windows in buildings within a historic district designated by a locality pursuant to Section 15.2-2306 of the Code of Virginia" and "for any items exempted in this section which are located in a special flood hazard area." An owner may always ask for one: "when an owner or an owner's agent requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be required." The work must meet the code with or without a permit. Where a permit is needed, the applicant files the County's Residential Construction Permit Application (checking "ADDITION, ALTERATION, REPAIR, ACCESSORY STRUCTURES") at the Building Inspections office, 3834 Old Buckingham Road, Suite F; the Department accepts permit applications and fees between 9 A.M. and 4 P.M. Monday through Friday, is moving to electronic submittal ("preferably on a USB flash drive"), and says "Permit applications delivered in person will only be accepted if all necessary documents are present and fees are paid at the time of submittal." The application asks for the contractor's "STATE DPOR LICENSE NO." and notes "If the permit applicant does not hold a contractor license issued by the Virginia Department of Professional and Occupational Regulation, submit a Statement of Exemption from Contractor Licensing." Inspections are scheduled by telephone at 804-598-5622, option 1, or in person; the Department's FAQ gives plan review times of "8 business days for residential permits". Working without a required permit adds a fee of "$150.00 or 35% of the applicable permit fee, if greater" on the County's fee schedule.
Adopted code
The 2021 Virginia Uniform Statewide Building Code (13VAC5-63), effective January 18, 2024. For detached one- and two-family dwellings and townhouses, Section 310.6.1 of the Virginia Construction Code applies "The provisions of the IRC ... as amended by VCC Section 310.8, also referred to as the Virginia Residential Code (VRC)"; work on existing buildings falls under Part II, the Virginia Existing Building Code, whose reroofing section reads "602.3.2.1 Reroofing. Materials and methods of application used for recovering or replacing an existing roof covering shall comply with Chapter 15 of the VCC, except as modified by Section 302.1 and this section." The statewide code supersedes local building codes (Code of Virginia Section 36-98: "Such building code shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies."). The County's Building Inspections page states "We are now enforcing the 2021 Virginia Uniform Statewide Building Code, effective January 18, 2024," and its Building Codes page states "Powhatan County is currently under the 2021 Virginia Uniform Statewide Building Code." Powhatan County Code Section 14-31 requires the County's building department to "administer, supervise and enforce the Virginia Uniform Statewide Building Code" and provides that the code "shall apply to all buildings and structures which are constructed, altered, repaired or converted in use." Chapter 14 of the County Code (Buildings and Building Regulations), read in full, adds no technical roofing provision of its own.
Ice & water shield

Mid-roof inspection
Not required — Powhatan County publishes no roofing inspection. Its chart "POWHATAN COUNTY REQUIRED BUILDING & PLANNING INSPECTIONS", printed in its residential permit packets, lists every inspection by permit type, from Pre-Construction, Initial Erosion, Footing and Foundation through Framing/Structural, the rough and final trade inspections, Veneer, Insulation, Final Erosion and Final Build, and has no roofing, underlayment or roof sheathing inspection; for a "Residential - Alteration" permit it marks Framing/Structural, the rough trades, Veneer, Insulation, the final trades and Final Build, each "Required Inspection (Dependant on Scope of the Work)". Where a reroof is permitted, the County sets its inspections on that permit.
Impact-resistant roofing
Not required — Virginia's statewide building code (13VAC5-63), which a county may not amend, carries no UL 2218 or Class 4 impact requirement for roof coverings in its Virginia amendments to the International Residential Code (Virginia Construction Code Section 310.8) or its existing-building reroofing rules. Powhatan County's Chapter 14 (Buildings and Building Regulations), read in full, and the design information on its Building Codes page add none; no UL 2218 or Class 4 impact requirement appears in the code the County enforces. Insurers may still offer discounts for impact-rated shingles; that is not a code requirement.
Repair permit threshold

Working without a required permit costs extra: "Working without a required building permit. Fees are in addition to the regular permit fee", at "$150.00 or 35% of the applicable permit fee, if greater". Powhatan's zoning ordinance provides for a Historic Overlay (H) District (County Code Section 83-410), inside which "no development shall occur on such land without issuance of a certificate of approval"; whether a given property lies in one is a zoning map question for the County.
Wind design criteria
Powhatan County's Building Codes page, under "Design Information", gives these entries: "Ground Snow Load: 20/25 based on Figure R301.2(6) of the VRC"; "Wind Speed: 115 mph ultimate design wind speed-3 second gust"; "Seismic Category: C"; "Weathering: Severe"; "Frost Depth: 18 inches"; "Termite: Moderate to Heavy"; "Winter Design Temperature: 16.5 Degrees Fahrenheit"; "Mean Annual Temperature: 56.7 Degrees Fahrenheit"; "Ice Barrier underlayment: No"; "Flood Hazards: (1973)"; "Air Freeze Index: 1500 or less based on Table 403.3(2) of the VRC"; and "Shrink/Swell Soil: Per local GIS mapping". The 115 mph figure is labelled an ultimate design wind speed. The statewide reroof permit exemption is written against a nominal design wind speed of 100 mph, which is a different basis, so the two numbers are not directly comparable and the County publishes no nominal figure.
Deck & sheathing requirements
No county-specific rule. Virginia's amendments to the International Residential Code (Virginia Construction Code Section 310.8, 13VAC5-63-210) do not amend the roof sheathing section (R803), and Powhatan County's Chapter 14 (Buildings and Building Regulations), read in full, adds no sheathing or decking provision, so the base 2021 IRC roof-sheathing provisions apply unmodified to work under the Virginia Residential Code. For reroofing an existing house, the Virginia Existing Building Code sends materials and methods to Chapter 15 of the Virginia Construction Code (602.3.2.1) and adds "602.3.2.2 Structural and construction loads. Structural roof components shall be capable of supporting the roof covering system and the material and equipment loads that will be encountered during installation of the systems." Permit line: replacing more than 256 square feet of roof decking on a house needs a permit (Virginia Construction Code 108.2 item 14.6).
Sales & use tax
6% general sales and use tax in Powhatan County (Virginia Tax, "Sales Tax Rates by Locality" workbook, "January 1, 2026 - Present" sheet: Powhatan, code 51145, General Sales 0.06). That is the 4.3% state tax (Code of Virginia Section 58.1-603), the 1% local option tax (Section 58.1-605) and the 0.7% regional tax of the Central Virginia area; Virginia Tax's rates page lists Powhatan in its 6% "Central Virginia" group with Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent and Richmond City. Food and personal hygiene items are taxed at 1% statewide. Virginia treats the roofing contractor as the consumer of the materials: "Unless otherwise noted, the law treats every contractor as the user or consumer of all tangible personal property furnished to the contractor or by the contractor in connection with real property construction, reconstruction, installation, repair, and similar contracts" (23VAC10-210-410). So the roofer pays the tax on shingles and other materials when buying them and "does not pass the sales or use tax on to anyone else as a tax"; "If a supplier of a contractor doing work in Virginia does not collect the Virginia tax from the contractor, the contractor will be liable for the use tax on the contractor's purchases from the supplier." Repair and full replacement are treated alike.
