Ohio regulates one-, two- and three-family dwelling construction statewide through the Residential Code of Ohio (RCO), adopted by the Ohio Board of Building Standards under Ohio Revised Code Chapter 3781 and codified at Ohio Administrative Code Chapter 4101:8. Parma's Building Department is at 6611 Ridge Road, Parma, OH 44129 (440-885-8030). Permits for windows, siding, roofing, and doors use a single combined application (form WSR08072026): the applicant states whether the property is commercial or residential and whether a registered contractor is being used (see registration_details), and, for roofing, whether the work is a tear-off or a reroof and the resulting total layer count (capped at two -- see roof_layer_limit). Nails must be used on the new roof and roof ice protection is required from the eave to 24 inches inside the exterior wall (both initialed requirements on the application). A separate temporary dumpster permit is required if a dumpster will be on site. The Building Department's own fee schedule (Codified Ordinance 185.04) prices a residential "Roofing and siding (houses and garages)" permit at $35.00 plus $5.00 per $1,000 of valuation (or part thereof); commercial roofing additions/alterations are priced separately at $75.00 plus $5.00 per $1,000 of valuation, with no $300 base fee. General building permits are valid 12 months from issuance and are void if no inspections have occurred; a $30 fee applies to re-issue a permit after a contractor abandons a job, and a $75 re-inspection fee applies for incomplete or defective work. Starting work without first obtaining the required permit triggers an administrative penalty under Parma Codified Ordinance 1501.15: $100 for a first offense, $300 for a second, and $500 for a third.

The contractor or applicant must call the Building Department for inspections 24 hours in advance as the project progresses, supplying the address and permit number. A final inspection must be completed and approved before the permit may be removed from its posted location at the job site.
