The same page later states plan review by Shums Coda "is based on the 2018 International Building Code." No separate IRC edition is cited on the town's Building Permits page.

Not required — The Town of Paonia adopts the 2018 International Building Code and the 2018 International Residential Code at Municipal Code Chapter 18, Building Regulations, by Ordinance No. 2022-09 effective January 10, 2023, and the Town's own building permits page states the same 2018 edition. The chapter is codified through Ordinance No. 2025-08 and its amendment list was reviewed in full. The Town amends two roofing sections, neither of which concerns impact resistance. Section R908.3.1.1, governing when a new roof covering may not be applied over an existing one, is amended so that the prohibition on a third covering does not apply where that covering is metal panels installed with appropriate length fasteners. A new Section R908.7 is added requiring attic ventilation to comply with Section R806. A further amendment waives an engineer's review of the roof structure for an added covering whose installed weight does not exceed three pounds per square foot with staggered fasteners. No amendment requires an impact rating, and the chapter contains no reference to UL 2218 or Class 4 roof coverings.

Roof layer limit / recover
Paonia Municipal Code § 18-2-30(o) amends IRC Section R908.3.1.1 (Roof cover not allowed) item #3 to read: "Where the existing roof has two or more applications of any type of roof covering unless the third covering is metal panels and appropriate length fasteners are used" - i.e. a maximum of two existing roof-covering layers before a recover is disallowed and tear-off is required, with an exception permitting a third layer specifically for metal panel roofing installed with appropriate length fasteners.
