Impact-resistant roofing
Not required — The City of Delta's Municipal Code, Title 15, was read in full. Section 15.04.010 adopts by reference the 2018 International Building, Existing Building, Residential, Fire, Mechanical, Plumbing and Fuel Gas Codes together with the 2012 International Energy Conservation Code, and Section 15.04.030, enacted by Ordinance 7 of 2021, carries the City's itemized amendments to each of them. Every amendment was read. They address permit administration, fees and expiration, contractor licensing, appeals and enforcement. The only roofing content is an exemption at Building Code Section 105.2 relieving repair of one square or less of shingles from the permit requirement, together with two plumbing amendments governing vent stacks where they pass through the roof. No amendment touches Chapter 15 of the Building Code or Chapter 9 of the Residential Code, and neither the adopted codes nor any City amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland-urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.
Repair permit threshold
One square (100 square feet) per building. The city's amendments to its adopted 2018 codes at Ch. 15.04.030 (read from the city's own Title 15 PDF, which carries the full amendment lists) add IRC Section R105.2 Exception #11 and IBC Section 105.2 Exception #14, both reading: "Shingle repair or replacement work not exceeding one square (100 square feet in area) of covering per building." Shingle work above one square requires a permit on both the residential and commercial side; the IBC amendment also adds "siding" to IBC Exception #7.
