Adopted code
2018 International Building, Existing Building, Residential, Fire, Mechanical, Plumbing, and Fuel Gas Codes; 2012 International Energy Conservation Code; and the 2023 National Electrical Code.
Ice & water shield
Not required — An earned negative read from the instrument itself, not inferred from silence: the city's completed IRC Table R301.2(1) at Ch. 15.04.030(B) (Ord. 7, Sec. 1, 2021) states "Ice Barrier Underlayment Required: NO," and 2018 IRC R905.2.7.1 applies the ice-barrier requirement only where that table entry requires it. No other amendment in Ch. 15.04.030 touches R905. About ice & water barrier
Impact-resistant roofing
Not required — The City of Delta's Municipal Code, Title 15, was read in full. Section 15.04.010 adopts by reference the 2018 International Building, Existing Building, Residential, Fire, Mechanical, Plumbing and Fuel Gas Codes together with the 2012 International Energy Conservation Code, and Section 15.04.030, enacted by Ordinance 7 of 2021, carries the City's itemized amendments to each of them. Every amendment was read. They address permit administration, fees and expiration, contractor licensing, appeals and enforcement. The only roofing content is an exemption at Building Code Section 105.2 relieving repair of one square or less of shingles from the permit requirement, together with two plumbing amendments governing vent stacks where they pass through the roof. No amendment touches Chapter 15 of the Building Code or Chapter 9 of the Residential Code, and neither the adopted codes nor any City amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland-urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.
Repair permit threshold
One square (100 square feet) per building. The city's amendments to its adopted 2018 codes at Ch. 15.04.030 (read from the city's own Title 15 PDF, which carries the full amendment lists) add IRC Section R105.2 Exception #11 and IBC Section 105.2 Exception #14, both reading: "Shingle repair or replacement work not exceeding one square (100 square feet in area) of covering per building." Shingle work above one square requires a permit on both the residential and commercial side; the IBC amendment also adds "siding" to IBC Exception #7.
Wind design criteria
City of Delta's completed IRC Table R301.2(1) (Climatic and Geographic Design Criteria), adopted within Ch. 15.04.030(B) of the city's Title 15 (Ord. 7, Sec. 1, 2021): Ground Snow Load 30 psf; Wind Speed (V) 115; Topographic effects No; Seismic Design Category B; Weathering Severe; Frost Line Depth 18 inches; Termite Slight to Moderate; Winter Design Temperature 6 degrees F; Ice Barrier Underlayment Required No; Flood Hazards 8/19/2010; Air Freezing Index 1000; Mean Annual Temperature 50 degrees F.
Sales & use tax
7.9% combined (state 2.9% + Delta County 2% + City of Delta 3%; no RTD/SCFD/RTA district applies to Delta County). The City of Delta is a home-rule municipality and self-collects its own sales tax; City of Delta Municipal Code § 3.04.040(a): "There is hereby levied and there shall be collected and paid a three percent sales tax..." The Delta County component is per Colorado Department of Revenue form DR 1002 (rev. 06/19/19), which lists Delta County's state-collected county sales tax rate at 2%. Re-verified 2026-08-27 against the January 2026 edition of Colorado Department of Revenue form DR 1002, read from a rendered image of its tables rather than from extracted text: the state, county and city figures above match that edition exactly. Where the text above names the June 19, 2019 revision of DR 1002, that describes the edition the figure was originally taken from and is not a current citation.
