Drip edge
Required — Florida Building Code, Residential, 8th Edition (2023), Section R905.2.8.5: "Provide drip edge at eaves and gables of shingle roofs." Eave drip edges extend 1/2 inch below the sheathing and 2 inches back onto the roof, are installed over the underlayment, and are mechanically fastened at a maximum of 12 inches on center (4 inches on center where the allowable stress design wind speed is 110 mph or more or the mean roof height exceeds 33 feet). This applies to shingle roofs. Mid-roof inspection
Required — North Port's Chapter 1 administrative code (City Code Section 14-20(b), Ordinance No. 2015-10, Exhibit A, Section 110.3): "4. Roofing inspection. To be made as a minimum of two inspections and shall include the following building components", listed as dry-in, insulation, "Roof coverings (including In Progress as necessary)", flashing and final. Its sheathing inspection is "To be made either as part of a dry-in inspection or done separately at the request of the contractor after all roof and wall sheathing and fasteners are complete", and "Sheathing fasteners installed and found to be missing the structural member (shiners) shall be removed and properly reinstalled prior to installation of the dry-in material." The City's Re-Roofing Mitigation Affidavit (revised May 2026) names a "148 Roof in Progress inspection" in Accela; re-roofing projects that elect the electronic in-progress inspection upload the signed affidavit and 8 to 12 time-stamped photos (roof elevations, deck anchor spacing, drip edge and flashing, valley flashing, secondary water barrier, final covering fasteners, product in its packaging on the roof, and the permit card on the roof and in front of the house). The Florida Building Code's required-inspection list (Section 110.3) also includes a "Roofing inspection" covering at a minimum dry-in, insulation, roof coverings and flashing.
Impact-resistant roofing
Not required — North Port City Code Chapter 14 (which adopts the Florida Building Code by reference) and the City's Chapter 1 administrative amendments (Ordinance No. 2015-10, Exhibit A) contain no roof-covering provision, and no UL 2218 or Class 4 impact requirement appears in them, in the Florida Building Code's residential roofing chapter or the Existing Building volume's reroofing provisions, or in the City's Re-Roofing Mitigation Affidavit and Product Approval Specification Sheet. The "impact resistant coverings" named in the City's permit and inspection sections are windborne-debris protection of windows and doors, not roof coverings. An insurer's discount for an impact-rated roof is not a code requirement.
Repair permit threshold
North Port lists no general roof-repair exemption. The building exemptions in the City's Chapter 1 administrative code for the Florida Building Code (City Code Section 14-20(b), Ordinance No. 2015-10, Exhibit A, Section 105.2) are finish work, stage sets, small above-ground pools, agricultural shade cloth, playground equipment and movable fixtures, none of them roof work; its Section 105.2.2 adds: "Ordinary minor repairs or installation of replacement parts may be made with the prior approval of the building official without a permit", provided they do not cut structural members or alter egress. The City's Hurricane and Tropical Storm Recovery Permitting Guide (Revision 1, September 11, 2025) lists among "Post-storm repairs exempt from permitting": "Replacement/repair of roof covering (by licensed roofing contractor) not exceeding $2,000 in value and not more than two roofing squares", and lists "Roof repair, recovering, reroofing" among post-storm permits that may be exempt from fees, depending on a local emergency order and the Building Official's recommendation. State law adds a dollar test that does not reach roofing in North Port. Section 553.79(1)(g), Florida Statutes (effective July 1, 2026): "A local government that issues building permits shall exempt an owner of a single-family dwelling or the owner's contractor from the requirement to obtain a building permit to perform any work valued at less than $7,500 on the owner's property"; it does not apply to "Work on a property that is partially or entirely located in a flood hazard area as defined by the Florida Building Code" or to "Any electrical, plumbing, structural, mechanical, or gas work performed on property containing a single-family dwelling", and needs "a written request for exemption to the local enforcement agency with a copy of the contract or other documentation demonstrating the nature and the value of the work to be performed." The City's HB 803 policy states: "A permit IS still required for: The following types of work are not eligible for this exemption, regardless of cost", including "Structural work (Railings, guards, pool barrier/fences, windows and doors, siding, soffits, roofing, elevated decks, structural screen enclosures, and sheds, are all items with structural requirements and considered structural)". The Florida Building Code, Existing Building (Section 706.1.1) also limits partial work: "Not more than 25 percent of the total roof area or roof section of any existing building or structure shall be repaired, replaced or recovered in any 12-month period unless the roof covering on the entire existing roof system or roof section is replaced or recovered to conform to the requirements of this code", except that where the existing roof was built, repaired or replaced under the 2007 Florida Building Code or later, "only the repaired, replaced, or recovered portion is required to be constructed in accordance with the Florida Building Code in effect".
Roof layer limit / recover
Florida Building Code, Residential, 8th Edition (2023), Section R908.3: "New roof coverings shall not be installed without first removing all existing layers of roof coverings where any of the following conditions occur: ... 3. Where the existing roof has two or more applications of any type of roof covering." Tear-off is also required where the existing roof is water soaked or deteriorated, where it is wood shingle or shake, slate, clay, cement or asbestos-cement tile, where blisters are not cut and secured, and where the existing covering cannot meet the securement provisions. One re-cover over a single existing layer is therefore the most the code allows. North Port's building code chapter (City Code Chapter 14 and its Chapter 1 administrative amendments, Ordinance No. 2015-10, Exhibit A), read in full, does not touch the reroofing sections, and the City's re-roof forms state no layer number of their own. Deck & sheathing requirements
On a house not originally permitted under the Florida Building Code, a reroof triggers deck re-nailing and a secondary water barrier. Florida Building Code, Existing Building, 8th Edition (2023), Section 706.7: "When a roof covering on an existing structure with a sawn lumber, wood plank or wood structural panel roof deck is removed and replaced, the following procedures shall be permitted to be performed by the roofing contractor: (a) Roof-decking attachment shall be as required by Section 706.7.1. (b) A secondary water barrier shall be provided as required by Section 706.7.2. Exception: Structures permitted subject to the Florida Building Code are not required to comply with this section." Existing 8d nails qualify only if at least 0.113 inch in diameter and 2-1/4 inches long, and sawn lumber or plank decking up to 12 inches wide "secured with at least two nails (minimum size 8d) to each roof framing member it crosses shall be deemed to be sufficiently connected". North Port enforces this with its Re-Roofing Mitigation Affidavit (revised May 2026), "Required for all roof replacements on structures with sawn lumber, wood plank or wood structural panel roof decks built prior to March 1, 2002": the signer certifies "Roof Deck Attachment per FBCE 706.7.1" and "Secondary Water Barrier per FBCE 706.7.2", and, for such houses with an insured value (or, if uninsured, just valuation) of $300,000 or more, "Roof to Wall Connections per FBCE 706.8.1". The affidavit is signed by a licensed contractor, engineer, architect or Chapter 468 building inspector who "did personally inspect the work"; property owners and home inspectors cannot sign it. Section 706.8 of the Existing Building code applies the roof-to-wall upgrade to houses in the wind-borne debris region and caps it at a 15 percent increase in the cost of reroofing. North Port's Chapter 1 administrative code also requires shiners (sheathing fasteners that miss the framing) to be removed and reinstalled before the dry-in material goes on.
Sales & use tax
7% combined on materials: the 6% Florida state sales and use tax plus Sarasota County's 1% discretionary sales surtax (effective September 1, 1989, with an expiration date of December 31, 2039, per the Florida Department of Revenue's Form DR-15DSS for calendar year 2026).
