Roofing questions: North Kingstown, RI

Is ice & water shield required in North Kingstown, RI?

Yes. Required statewide. Rhode Island replaces the International Residential Code's Table R301.2(1) with its own table for the whole state, and that table reads "Ice Shield Underlayment Required" "Yes" (510-RICR-00-00-2, R301.2). Section R905.1.2, adopted unchanged, then requires an ice barrier "for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes," consisting of "not fewer than two layers of underlayment cemented together, or a self-adhering polymer-modified bitumen sheet," extending "from the lowest edges of all roof surfaces to a point not less than 24 inches (610 mm) inside the exterior wall line of the building," and on roofs of 8:12 slope or steeper also "not less than 36 inches (914 mm) measured along the roof slope from the eave edge of the building." The rule does not apply to "Detached accessory structures not containing conditioned floor area." On a tear-off, an ice barrier membrane adhered to the deck may stay and be covered with an additional layer (R908.3, Exception). Everything above is Rhode Island state law, the same in every city and town. In North Kingstown the Code Enforcement Department, according to its own page, issues building permits and is responsible for the administration and enforcement of the Rhode Island State Building Code.

Is drip edge required in North Kingstown, RI?

Yes. Required on shingle roofs. Rhode Island adopts the 2021 International Residential Code with "Chapter 9 is adopted with no changes" (510-RICR-00-00-2), so Section R905.2.8.5 applies as published: "A drip edge shall be provided at eaves and rake edges of shingle roofs." Segments overlap by at least 2 inches, the drip edge extends at least 1/4 inch below the roof sheathing and at least 2 inches back onto the deck, it is fastened at no more than 12 inches on center, and "Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges." A reroof is held to the same chapter: "Materials and methods of application used for recovering or replacing an existing roof covering shall comply with the requirements of Chapter 9" (R908.1). Everything above is Rhode Island state law, the same in every city and town. In North Kingstown the Code Enforcement Department, according to its own page, issues building permits and is responsible for the administration and enforcement of the Rhode Island State Building Code.

Can you roof over an existing roof in North Kingstown, RI?

Two layers at most. Rhode Island adopts the 2021 International Residential Code with "Chapter 9 is adopted with no changes" (510-RICR-00-00-2), so its reroofing section, R908, applies as published. Section R908.3.1.1 says "A roof recover shall not be permitted where any of the following conditions occur," and the third condition is "Where the existing roof has two or more applications of any type of roof covering." So one existing layer may be covered once, and a roof that already has two layers is torn off to the deck. The same section also bars a recover "Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing" and "Where the existing roof covering is slate, clay, cement or asbestos-cement tile." A tear-off means "the removal of existing layers of roof coverings down to the roof deck" (R908.3). Cities and towns may not enact building codes of their own (R.I. Gen. Laws 23-27.3-100.1.7). Everything above is Rhode Island state law, the same in every city and town. In North Kingstown the Code Enforcement Department, according to its own page, issues building permits and is responsible for the administration and enforcement of the Rhode Island State Building Code.

Do roofing contractors need a license or registration in North Kingstown, RI?

Yes.

What building code does North Kingstown, RI use?

The Rhode Island One and Two Family Dwelling Code (RISBC-2, 510-RICR-00-00-2), which "adopts and incorporates as the Rhode Island One & Two-Family Dwelling Code the provisions of the International Residential Code (IRC), 2021 edition," effective December 1, 2025, and which applies "to the construction, alteration, enlargement, replacement, repair, equipment, use and occupancy and location of detached one-and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories in height" (R101.2). The State's adoption says "Chapter 8 is adopted with no changes" and "Chapter 9 is adopted with no changes," so the roof framing, sheathing and roof assembly rules apply as the International Code Council publishes them. The same code applies in every city and town: the State Building Code applies "to all buildings and structures" (R.I. Gen. Laws 23-27.3-101.0), and "the local cities and towns shall be prohibited from enacting any local building codes and ordinances in the future" (23-27.3-100.1.7). A 2026 act requires a newer edition: "The 2024 IRC, including any amendments thereto adopted by the building code standards committee ("BCSC"), shall take effect" for one- to three-family dwellings "not later than January 1, 2027" (P.L. 2026, ch. 377, adding subsection (f) to 23-27.3-100.1.5).
