Yes, a permit is required to replace a roof in North Charleston, SC, issued by City of North Charleston - Building Inspection Department. Apply through the City's online permit portal; the Building Department asks for "A copy of Contractors State license", a "Letter of Authorization to pull permits if you are not the Contractor listed on Contractors State Card", landlord consent where the applicant does not own the property, a "Contract/invoice showing detailed scope of work with cost (include cost of materials and labor work)", and HOA or architectural review approval where applicable (City Code Section 5-17 lets the City refuse a permit without proof of covenant compliance). - state_level: Roofing is a named Residential Specialty Contractor classification of the South Carolina Residential Builders Commission: "Roofers: the installation, alteration and repair of materials common to the residential building industry that form a watertight, weather resistant surface for roofs and decks, including all accessories, flashing, valleys, gravel stops and roof insulation panels above the roof deck." A residential specialty contractor is one who contracts to do "construction work, repairs, improvement, or reimprovement which requires special skills and involves the use of specialized construction trades or craft, when the undertakings exceed five hundred dollars" (S.C. Code Section 40-59-20(7)), and "all residential specialty contractors must be registered, by the commission" (Section 40-59-220(A)). When the total cost of materials and labor for an undertaking for an individual property owner exceeds five thousand dollars, the specialty contractor must also furnish a surety bond approved by the Commission (Section 40-59-240(D)); a residential builder licence applies to undertakings over five thousand dollars (Section 40-59-20(6)). The permit office "shall refuse to issue a permit for an undertaking which requires licensure or registration under this chapter unless the applicant has furnished evidence that he is either licensed or registered in accordance with this chapter or exempt from the requirements of this chapter" (Section 40-59-280). The chapter does not apply to an owner who improves residential property for the owner's own or family occupancy, not for sale or rent, on the conditions Section 40-59-260 sets out, and it does not apply to a person licensed under Chapter 11 for that work (Section 40-59-270).
- city_level: City Code Section 5-33(a) provides that "Only contractors and sub-contractors licensed with the city and state may apply for and receive permits to perform work in the City of North Charleston", and that "Permits to construct, renovate, alter, repair must be obtained by an appropriately licensed contractor or sub-contractor unless such work is deemed in advance by the building official not to pose a threat to the safety of the public or to the property." Section 5-33(b)(1) excepts homeowners: "Homeowners may pull permits to directly and personally perform work on primary residence unless such work involves electrical and/or gas." Work on rental property may only be performed under a permit pulled by an appropriately licensed contractor or subcontractor (Section 5-33(c)). The Building Department's permit pages ask for "A copy of Contractors State license" with the application and state that "All contractors doing work in the City of N. Charleston must have a city business license." The city business licence is a general business licence; the contractor credential that applies to roofing is the state registration above.

Adopted code
City Code Section 5-75(c) (Ord. No. 2019-008, adopted Feb. 14, 2019; Chapter 5 as codified through Ordinance No. 2026-009) lists the South Carolina Residential Code among the codes "currently adopted by the State of South Carolina" and provides: "The City of North Charleston hereby adopts the South Carolina Building Codes as specified by the South Carolina Building Code Council including Chapter 1 and permissive codes. Any modifications of the existing international codes and permissible codes that are already approved by the state are automatically implemented upon state adoption and state implementation." The Building Inspection Department's page lists, under "Mandatory codes and the dates of their adoption and implementation", the "2021 International Residential Code, January 1, 2023" and "The 2009 International Energy Code, January 1, 2023". Chapter 5 adds no roofing provision of its own other than Section 5-313, which allows temporary roof coverings for up to ninety days. At the state level, S.C. Code Section 6-9-10(A) requires every municipality to enforce the building codes the Building Codes Council adopts and provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council states that "Only the modifications approved and listed on the Council's website are valid for use in the State"; its list of approved local modifications contains none for North Charleston and no roofing modification for any jurisdiction. The one South Carolina modification to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.)
Impact-resistant roofing
Not required — Neither the City's building chapter (Chapter 5 of the Code of Ordinances, including Section 5-75 adopting the South Carolina Building Codes) nor the South Carolina modifications to the 2021 International Residential Code amends the roofing chapter's impact provisions, and the Building Codes Council lists no approved roofing modification for the City; no UL 2218 or Class 4 impact requirement appears in the City's adopted code or its amendments. (The "Class 4 and 5 materials" named in the City's flood article are flood-resistant materials, not an impact rating.)
Repair permit threshold
The City states no dollar, area or percentage threshold below which roof work needs no permit. Its Building Department lists roof work among the work it inspects: "The following are required inspections: If an inspection is not called for whether rough, final, etc. you are subject to lose City or State license. This includes all new construction, renovations and roof work (must provide a ladder)." The City's enacted fee schedule (Chapter 5, Appendix A, Ord. No. 2019-008) prices roofing by valuation under the heading "BUILDING/FENCES/DEMOLITION/SITE CLEARING/ACCESSORY STRUCTURES/COMMUNICATION STRUCTURES/SOLAR PANELS/GRADING/POOLS/ROOFING/ETC.", starting at "Application filing fee $1,000.00 or less $30.00 (non-refundable)"; that row is a fee tier, not an exemption. City Code Section 5-16(b) makes it a misdemeanor to "erect, construct, add, alter, demolish, excavate around, alter grading of, or move any structure, without first obtaining proper permits", and Section 5-75 adopts the state codes "including Chapter 1", the International Residential Code's administrative chapter with its permit and repair provisions (Section R105). Even a temporary roof covering after storm damage is a permitted item: "Temporary coverings on roofs due to storm damage, deterioration, repairs, or renovation are permitted for a maximum of ninety (90) days ... Permit is issued for a time limitation to be established by the building official depending on the damage of the structure." (Section 5-313.)
Wind design criteria
South Carolina's modification to IRC Section R301.2.1 requires buildings to be "constructed in accordance with the previously published maps by the South Carolina Building Codes Council", and adds that "The local building official may delineate the wind design category within their jurisdiction provided that it does not surpass those provided on the Applied Technology Council (ATC) website." The Council's approved Charleston County wind and seismic map (2021 code cycle, based on the 2015 International Residential Code) shows a 140 mph wind-speed line inland of North Charleston and a 150 mph line offshore, with the City lying between them. The map states: "Wind speed, shown in miles per hour, applies at all points along the length of its corresponding (blue) line. Interpolation between wind speed lines is determined by the AHJ as permitted by Figure R301.2(4) of the International Residential Code." Parts of the City lie in Dorchester and Berkeley Counties, whose own approved maps carry 130 and 140 mph lines (Dorchester) and a 140 mph line (Berkeley). The City publishes no design-criteria table of its own, so the wind speed for a specific address is the Building Inspection Department's call under the map note. Asphalt shingles must be designed for wind speeds in accordance with Section R905.2.4 (South Carolina modification to Section R301.2.1).
Roof layer limit / recover
Two layers maximum. The 2021 International Residential Code, Section R908.3.1.1 Roof recover not allowed, bars a roof recover "Where the existing roof has two or more applications of any type of roof covering", as well as where the existing roof or covering is water soaked or deteriorated to the point it is not an adequate base, or is slate, clay, cement or asbestos-cement tile. The South Carolina modifications to the 2021 IRC do not change the reroofing section, and the City's building chapter (Chapter 5 of the Code of Ordinances, read in full) adds no reroofing rule of its own, so the base rule applies unmodified.
Deck & sheathing requirements
North Charleston applies the 2021 International Residential Code with South Carolina modifications. Neither the City's building chapter (Chapter 5 of the Code of Ordinances, read in full) nor the South Carolina modifications amend the roof sheathing provisions (Section R803), so the base IRC provisions on roof sheathing apply unmodified.
Sales & use tax
North Charleston lies in three counties and the rate follows the county portion where the materials are delivered. Per SCDOR form ST-575, South Carolina Sales Tax Rate by Municipality (Rev. 2/5/26), the total rate is 9% in the Charleston County portion (6% state plus Education Capital Improvement, Transportation and Local Option taxes, codes 5101, 1010 and 2656), 9% in the Berkeley County portion (6% state plus Education Capital Improvement, Transportation and Local Option taxes, codes 5081, 1008 and 2658), and 7% in the Dorchester County portion (6% state plus the Transportation Tax, code 1018). ST-575 marks North Charleston as a municipality located in more than one county and tells businesses to "check with your local municipal government" for the appropriate rate. South Carolina taxes the roofer, not the homeowner's contract: Reg. 117-314.2 provides that building materials "when purchased by builders, contractors, or landowners for use in adding to, repairing or altering real property are subject to either the sales or use tax at the time of purchase", and its list of building materials names "roofing materials". Repair and replacement work are treated alike.
