City of Simpsonville - Building Permits

Yes, a permit is required to replace a roof in Simpsonville, SC, issued by City of Simpsonville - Building Permits. The City of Simpsonville has published no reroof-specific guidance. Its Code requires a building permit for "changing a structure in any manner" at an estimated cost of $500.00 or more and states "This provision does not include repairs made to any existing structure." (Section 8-3(a)); it does not define repairs, so confirm with the permit office before roof work starts. Apply online through the City's Evolve Public portal, which the City uses "to apply for a permit, request an inspection, and search for permits"; a first-time applicant creates an account there, and the portal states "All sub contractors are required to have separate City business license." The City's Building Permits Acknowledgement states: "All contractors need a current Simpsonville Business License & state license." Under the City's fee schedule a "Reinspect Fee- $35.00" is "Charged after the 2nd failed re-inspection", and "All Permits are Non-Refundable and Non-Transferable". The City's Public Works department "does not collect construction or building materials and debris, including but not limited to roof shingles"; contractors hired by residents to work on their house are responsible for removing the debris they generate. Questions go to 864-967-9526; City Hall is at 425 E. Curtis Street.

  • state_level: Roofing is a named Residential Specialty Contractor classification of the South Carolina Residential Builders Commission: "Roofers: the installation, alteration and repair of materials common to the residential building industry that form a watertight, weather resistant surface for roofs and decks, including all accessories, flashing, valleys, gravel stops and roof insulation panels above the roof deck." A residential specialty contractor is one whose undertakings "exceed five hundred dollars" (S.C. Code Section 40-59-20), and "all residential specialty contractors must be registered" by the commission (Section 40-59-220(A)). When the cost of an undertaking for an individual property owner "exceeds five thousand dollars, the residential specialty contractor must obtain an executed bond" (Section 40-59-220). The permit office "shall refuse to issue a permit for an undertaking which requires licensure or registration under this chapter unless the applicant has furnished evidence" of that licence, registration or exemption (Section 40-59-280). Section 40-59-260 states that the chapter "does not apply to an owner of residential property who improves the property" where the owner does the work himself, with his own employees, or with licensed or registered contractors, the structure is for the owner's or family's own occupancy and not for sale or rent, and the general public does not have access to it; Section 40-59-270 states that the chapter "does not apply to a person licensed under Chapter 11" for that work.
  • city_level: The City's Building Permits Acknowledgement states: "All contractors need a current Simpsonville Business License & state license." The City's building chapter (Chapter 8 of the Code of Ordinances, read in full) sets no contractor licence or registration of its own; Section 8-3(d) provides that "When the treasurer shall so require, the applicant for a building permit" must "execute and deliver a good and sufficient bond of indemnity in the sum as may be required by the council."

Adopted code
The City of Simpsonville's building chapter (Chapter 8 of the Code of Ordinances, codified through Ordinance No. 2026-03, enacted April 14, 2026) adopts by reference the International Residential Code, the International Building Code and eight other technical codes (Section 8-41, Ordinance No. 2016-06 as amended by Ordinance No. O-2025-11, December 9, 2025), names no edition, and states (read on September 26, 2026, before the January 1, 2027 date set for implementing the 2024 edition): "The currently adopted codes enforced in the City of Simpsonville are those, which the State of South Carolina has mandated by legislation and as posted by the South Carolina Labor, Licensing and Regulation Building Codes Council (www.llr.sc.gov/BCC/)." The adopted codes "include the South Carolina Modifications". At the state level, S.C. Code Section 6-9-10(A) provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications (S.C. Code of Regulations 8-1200 et seq.) is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council's list of approved local modifications carries no modification for the City of Simpsonville. The "SC Building Codes" link on the City's permit portal opens an undated older copy of the Council's "Building Codes in Effect for South Carolina" notice, which lists the 2018 editions, implemented January 1, 2020, as the mandatory codes. The one South Carolina change to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.)
Impact-resistant roofing
Not required — Neither the City of Simpsonville's building chapter (Chapter 8 of the Code of Ordinances, including Section 8-41 as amended by Ordinance No. O-2025-11) nor the South Carolina modifications to the 2021 International Residential Code amends the roofing chapter's impact provisions, and the Building Codes Council lists no approved local modification for the City; no UL 2218 or Class 4 impact requirement appears in the City's adopted code or its amendments.
Repair permit threshold
Section 8-3(a) of the City of Simpsonville Code of Ordinances states: "Any person building a dwelling, mercantile building, or any other type of structure, or changing a structure in any manner in the city, if the building consists of an estimated cost of $500.00 or more, must first secure from the treasurer a building permit. This provision does not include repairs made to any existing structure." The Code does not define "repairs" and names no roof work either way, and the City has published no statement applying that sentence to reroofing or to roof repair. Section 8-41 separately adopts the International Residential Code with the South Carolina modifications as the City's code, "providing for the issuance of permits and collection of fees therefore." The City's Building Permits Fee Schedule prices a building permit by value of construction, "1,000 or less- $15.00" and "1,001-100,000- $15.00 for the first 1,000 + $5 for each additional thousand or fraction thereof", with no separate roofing line and no stated exemption. Ask the City's permit office (864-967-9526) whether a particular roof repair needs a permit before the work starts.
Roof layer limit / recover
Two layers maximum. The 2021 International Residential Code, Section R908.3.1.1 Roof recover not allowed, bars a roof recover "Where the existing roof has two or more applications of any type of roof covering", as well as where the existing roof or covering is water soaked or deteriorated to the point it is not an adequate base, or is slate, clay, cement or asbestos-cement tile. The South Carolina modifications to the 2021 Residential Code do not change the reroofing section, and the City of Simpsonville's building chapter (Chapter 8 of the Code of Ordinances, read in full) adds no reroofing rule of its own, so the base rule applies unmodified.
Deck & sheathing requirements
The City of Simpsonville applies the 2021 International Residential Code with South Carolina modifications. Neither the City's building chapter (Chapter 8 of the Code of Ordinances, read in full) nor the South Carolina modifications amend the roof sheathing provisions (Section R803), so the base Residential Code provisions on roof sheathing apply unmodified.
Sales & use tax
6%, the state sales tax with "No Local Tax Imposed", for Simpsonville in Greenville County, per SCDOR form ST-575, South Carolina Sales Tax Rate by Municipality (Rev. 2/5/26). South Carolina taxes the roofer, not the homeowner's contract: Reg. 117-314.2 provides that "Building materials when purchased by builders, contractors, or landowners for use in adding to, repairing or altering real property are subject to either the sales or use tax at the time of purchase", and its list of building materials names "roofing materials". Repair and replacement work are treated alike.

The City of Simpsonville issues its own building permits for construction inside the city limits of Simpsonville, South Carolina, in Greenville County. Building permit applications, fee payments and inspection requests go through the City's online Evolve Public portal; the City's forms page links the Building Permit Application to that portal, and its Building Permits Acknowledgement refers to "the issuance of a City permit".
