The Rhode Island One and Two Family Dwelling Code (RISBC-2, 510-RICR-00-00-2), which "adopts and incorporates as the Rhode Island One & Two-Family Dwelling Code the provisions of the International Residential Code (IRC), 2021 edition," effective December 1, 2025, and which applies "to the construction, alteration, enlargement, replacement, repair, equipment, use and occupancy and location of detached one-and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories in height" (R101.2). The State's adoption says "Chapter 8 is adopted with no changes" and "Chapter 9 is adopted with no changes," so the roof framing, sheathing and roof assembly rules apply as the International Code Council publishes them. The same code applies in every city and town: the State Building Code applies "to all buildings and structures" (R.I. Gen. Laws 23-27.3-101.0), and "the local cities and towns shall be prohibited from enacting any local building codes and ordinances in the future" (23-27.3-100.1.7). A 2026 act requires a newer edition: "The 2024 IRC, including any amendments thereto adopted by the building code standards committee ("BCSC"), shall take effect" for one- to three-family dwellings "not later than January 1, 2027" (P.L. 2026, ch. 377, adding subsection (f) to 23-27.3-100.1.5). Drip edge
Required — Required on shingle roofs. Rhode Island adopts the 2021 International Residential Code with "Chapter 9 is adopted with no changes" (510-RICR-00-00-2), so Section R905.2.8.5 applies as published: "A drip edge shall be provided at eaves and rake edges of shingle roofs." Segments overlap by at least 2 inches, the drip edge extends at least 1/4 inch below the roof sheathing and at least 2 inches back onto the deck, it is fastened at no more than 12 inches on center, and "Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges." A reroof is held to the same chapter: "Materials and methods of application used for recovering or replacing an existing roof covering shall comply with the requirements of Chapter 9" (R908.1). Required — Required statewide. Rhode Island replaces the International Residential Code's Table R301.2(1) with its own table for the whole state, and that table reads "Ice Shield Underlayment Required" "Yes" (510-RICR-00-00-2, R301.2). Section R905.1.2, adopted unchanged, then requires an ice barrier "for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes," consisting of "not fewer than two layers of underlayment cemented together, or a self-adhering polymer-modified bitumen sheet," extending "from the lowest edges of all roof surfaces to a point not less than 24 inches (610 mm) inside the exterior wall line of the building," and on roofs of 8:12 slope or steeper also "not less than 36 inches (914 mm) measured along the roof slope from the eave edge of the building." The rule does not apply to "Detached accessory structures not containing conditioned floor area." On a tear-off, an ice barrier membrane adhered to the deck may stay and be covered with an additional layer (R908.3, Exception). Impact-resistant roofing
Not required — No impact-resistance requirement under state law. Rhode Island's residential code, the 2021 International Residential Code as the State adopts it (510-RICR-00-00-2), contains no hail or impact rule for roof coverings: neither UL 2218 nor a Class 4 rating appears in its chapters, its referenced-standards chapter or its adopted appendices, and the State's amendments do not mention either. Cities and towns may not enact building codes of their own (R.I. Gen. Laws 23-27.3-100.1.7), so none can add one. An owner may still choose an impact-rated roof covering. Wind design criteria
Set by the State for each city and town. Rhode Island deletes the International Residential Code's wind maps and substitutes its own "Rhode Island Snow Load, Wind Speed and Frost Depth Table" (510-RICR-00-00-2, section 2.4), which lists a basic wind speed for every municipality by risk category; a house is ordinarily Risk Category II. For New Shoreham, the table lists a ground snow load of 25 psf and basic wind speeds of 124 mph (Risk Category I), 134 mph (#) (Risk Category II), 143 mph (*) (Risk Category III) and 149 mph (*) (Risk Category IV). For asphalt shingles, Section R905.2.4.1 (adopted unchanged) requires shingles "tested in accordance with ASTM D7158" that "meet the classification requirements of Table R905.2.4.1 for the appropriate ultimate design wind speed," with packaging labelled to show it. Section R908.3.1.1 says "A roof recover shall not be permitted where any of the following conditions occur," and the third condition is "Where the existing roof has two or more applications of any type of roof covering." Deck & sheathing requirements
State rules from the base code. Rhode Island adopts the 2021 International Residential Code with "Chapter 8 is adopted with no changes" and "Chapter 9 is adopted with no changes" (510-RICR-00-00-2), so Section R803, Roof Sheathing, applies as published. Lumber roof sheathing follows Table R803.1: over rafters or beams 24 inches apart it must be at least 5/8 inch net thick. Wood structural panels "shall be identified for grade, bond classification and performance category by a grade mark or certificate of inspection issued by an approved agency," and their spans "shall not exceed the values set forth in Table R503.2.1.1(1) or APA E30." For shingles, "Asphalt shingles shall be fastened to solidly sheathed decks" (R905.2.1), and on any reroof "The structural roof components shall be capable of supporting the roof covering system and the material and equipment loads that will be encountered during installation of the roof covering system" (R908.2). Sales & use tax
7% Rhode Island sales and use tax, the same in every city and town; the only local add-on in the sales tax chapter is a 1% tax on meals and beverages. On a reroof the roofer pays the tax on the materials. The statute sets the rate: "for the period commencing July 1, 1990, the tax rate is seven percent (7%)" (R.I. Gen. Laws 44-18-18), and the Division of Taxation says "The sales tax is imposed upon the retailer at the rate of 7% of the gross receipts from taxable sales." The local tax in the chapter is imposed on "each and every meal and/or beverage sold within the state of Rhode Island in or from an eating and/or drinking establishment" (44-18-18.1). For construction work the Division's rule, which names roofing contractors, says "A contractor shall pay the tax as a consumer on the purchase of all materials, supplies, tools and equipment ... used by him in fulfilling either a lump-sum contract, a cost-plus contract, a time and material contract with an upset or guaranteed price which may not be exceeded, or any other kind of construction contract," unless the contractor sells the materials at an agreed price separate from the service or is in the business of selling such materials at retail; in those cases the contractor collects the tax from the customer (280-RICR-20-70-54, section 54.6(A)).
