Yes, a permit is required to replace a roof in Moncks Corner, SC, issued by Town of Moncks Corner - Building Department (TOMC Inspections). The Town's online permitting guide lists "Roofing" among the "Residential One Stop" permit types in CommunityCore, the Town's permitting system. Permit valuation is "determined by the contract price" for permits other than new development (Town Code Section 8-210). The construction fee schedule charges a $25.00 administrative fee, no additional fee on work valued at less than $1,000, and $15.00 plus $5.00 per $1,000 over $1,000 for work valued from $1,001 to $50,000, plus a $50 software access fee per project; fees are doubled if work begins before the permit is obtained. Registration details
  • state_level: Roofing is a named Residential Specialty Contractor classification of the South Carolina Residential Builders Commission: "Roofers: the installation, alteration and repair of materials common to the residential building industry that form a watertight, weather resistant surface for roofs and decks, including all accessories, flashing, valleys, gravel stops and roof insulation panels above the roof deck." A residential specialty contractor is one who contracts to do "construction work, repairs, improvement, or reimprovement which requires special skills and involves the use of specialized construction trades or craft, when the undertakings exceed five hundred dollars" (S.C. Code Section 40-59-20), and "all residential specialty contractors must be registered, by the commission" (Section 40-59-220(A)). When the total cost of materials and labor for an undertaking for an individual property owner "exceeds five thousand dollars, the residential specialty contractor shall obtain an executed bond with a surety in an amount approved by the commission" (Section 40-59-220(D)). A residential builder, one who undertakes a residential building project when the cost of the undertaking exceeds five thousand dollars, must be licensed (Sections 40-59-20 and 40-59-220(A)). The permit office "shall refuse to issue a permit for an undertaking which requires licensure or registration under this chapter unless the applicant has furnished evidence that he is either licensed or registered in accordance with this chapter or exempt from the requirements of this chapter" (Section 40-59-280). Section 40-59-260 states that the chapter "does not apply to an owner of residential property who improves the property" where "the owner does the work himself, with his own employees, or with licensed contractors or registered entities or individuals" and the structure is for the owner's or the owner's family's occupancy and not for sale or rent, and Section 40-59-270 states that the chapter "does not apply to a person licensed under Chapter 11" for that work.
  • city_level: The Town sets up no contractor licence or registration class of its own; its steps rest on the state credential. Town Code Section 8-195 makes it "the duty of a chief building official to refuse to issue a permit for any undertaking which would classify the applicant as a contractor under this article unless the applicant has furnished evidence that he/she is licensed by the South Carolina Department of Labor, Licensing and Regulation." Section 8-205(b) provides that permits to construct, alter, or repair residential structures "must be obtained by an appropriately licensed contractor or the property owner. Should the property owner obtain the permit personally on behalf of a hired contractor, the owner shall provide the town with proof of the contractor's license." Section 8-205(c)(1) states that the section "shall not require a license for performance of any kind of construction, alteration, repairs or other work upon any property when such work is performed on owner-occupied residential property directly by the owner thereof", and Section 8-205(c)(3) adds: "Even where no license is required due to this exception, permits shall be secured and such work shall be inspected". To use CommunityCore, contractors file the Town's Contractor Software Application, which states: "A copy of the SC LLR license will need submitted with this form." Section 8-205(a) also requires a Moncks Corner business license before any person engages in work requiring a Town permit as a contractor, and an applicant for that business license "must provide the town with proof that the applicant has been certified as a contractor in their particular field by the State of South Carolina." The business license is a revenue license, not a contractor credential.
Permit process note
The Town's online permitting guide lists "Roofing" among the "Residential One Stop" permit types in CommunityCore, the Town's permitting system. Contractors must first submit the Town's Contractor Software Application, with "A copy of the SC LLR license", to obtain CommunityCore access; the Town's TOMC Inspections team confirms access by email. Credit card payments carry a 3% processing fee.
Inspection requirements
Town Code Section 8-223 lists the required inspections, including: "Exterior sheathing. Exterior wall sheathing and roof sheathing shall be inspected after the exterior wall sheathing is applied and before any energy wrap, siding or brick, roof covering is installed." and "Final inspection. Final inspection shall be made after the permitted work is complete and prior to occupancy." It also provides that "the chief building official is authorized to make or require other inspections of any construction work to ascertain compliance with the provisions of this code". Section 8-226 provides: "Work shall not be done beyond the point indicated in each successive inspection without first obtaining the approval of the chief building official." The Town has published no roofing-specific inspection sequence; confirm the inspections a reroof permit carries when the permit is issued.
Adopted code
Town Code Section 8-163 (Ord. No. 2019-05, 4-16-2019; Ord. No. 2020-08, 4-21-2020) adopts "The International Residential Code, including state adopted modifications as promulgated by the International Code Council and in the version most recently adopted by the State of South Carolina Department of Labor, Licensing and Regulation Building Codes Council", and provides that succeeding editions and modifications "shall become effective within the Town of Moncks Corner on the date specified as the effective date by the State of South Carolina. Prior to such effective date, the existing code standard shall remain in full force and effect." The adoption includes Appendices E, H, J and Q and the Town's own climatic and geographic design criteria for Table R301.2(1). The Permits & Inspections page lists the "2021 International Residential Code (IRC)" among the "Currently adopted codes" and states that "Building Codes used within the State of South Carolina are adopted through the South Carolina Department of Labor, Licensing and Regulation – Building Codes Council." At the state level, S.C. Code Section 6-9-10(A) requires every municipality to enforce the building codes the Building Codes Council adopts and provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications (S.C. Code of Regulations 8-1200 et seq.) is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council's list of approved local modifications carries no modification for Moncks Corner. The one South Carolina change to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.) The Town's building chapter (Town Code Chapter 8, read in full as codified through Ord. No. 2023-01, February 21, 2023, together with the seven later ordinances the Town has posted for codification, none of which amends Chapter 8) contains no roof-covering provision of its own; its only roof references are the roof-sheathing and framing inspections in Section 8-223 and the construction-document detail for wall intersections "at roof, eaves or parapets" in Section 8-22.
Ice & water shield
Not required — The Town's climatic and geographic design criteria for Table R301.2(1), adopted in Town Code Section 8-163, state: "Ice barrier underlayment required: No." About ice & water barrier
Impact-resistant roofing
Not required — Neither the Town of Moncks Corner's building chapter (Town Code Chapter 8, including Section 8-163 adopting the state residential code) nor the South Carolina modifications to the 2021 International Residential Code amends the roofing chapter's impact provisions, and the Building Codes Council lists no approved modification for the Town; no UL 2218 or Class 4 impact requirement appears in the Town's adopted code or its amendments. The Town's statement that "Impact glazing is required for all areas" and its design criteria's "Wind-borne debris zone: Yes" concern protection of windows and other glazed openings from windborne debris, not the impact rating of roof coverings.
Repair permit threshold
The Town's online permitting guide lists "Roofing" as a permit type in the "Residential One Stop" category, alongside deck, electrical, plumbing, mechanical, gas and solar permits. Town Code Section 8-181 provides that "Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure ... shall first make application to the chief building official and obtain the required permit." The Town's list of work exempt from permit (Section 8-183, read in full) names no roof work; its residential building exemptions are small accessory structures, fences, retaining walls, water tanks, sidewalks and driveways, finish work ("Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work"), shallow prefabricated pools, playground equipment, small window awnings and small detached low decks. Section 8-185, headed "Repairs", states what repairs "shall not include" (cutting away walls, removing structural beams or load-bearing supports, changing egress, and work on piping, wiring or mechanical systems) and sets no dollar, area or percentage figure. Neither the Town code nor the Department's pages set a floor below which a roof repair needs no permit, so ask the Building Department before starting a small patch job. The Town's construction fee schedule charges "No Additional Fee" on work valued at less than $1,000 beyond the $25.00 administrative fee, and "PERMIT FEES SHALL BE DOUBLED IF CONSTRUCTION BEGINS PRIOR TO OBTAINING PERMITS" (see also Town Code Section 8-213).
Wind design criteria
The Town's own climatic and geographic design criteria, adopted as an addendum to the International Residential Code in Town Code Section 8-163 (Ord. No. 2019-05, 4-16-2019; Ord. No. 2020-08, 4-21-2020) for Table R301.2(1), list: "Wind speed: 140 mph." "Topographic effects: No." "Special wind region: No." "Wind-borne debris zone: Yes." "Seismic design category: D2." The Permits & Inspections page, which links its "IRC Table R301.2(1)" to that section, describes the Town as a "140-mph wind zone" and states that an "Ultimate design wind speed of 140 mph exceeds the limits of standard prescriptive residential codes (IRC)" for decks; under "Wind Load and Seismic Design Criteria" the same page states: "Design criteria for plan submittal must meet a minimum of 133-140 mph winds", with seismic design category D2 for residential work. South Carolina's modification to IRC Section R301.2.1 (Reg. 8-1202) provides that "Asphalt shingles shall be designed for wind speeds in accordance with Section R905.2.4." Confirm the design wind speed for the job address with the Building Department.
Roof layer limit / recover
Two layers maximum. The 2021 International Residential Code, Section R908.3.1.1 Roof recover not allowed, bars a roof recover "Where the existing roof has two or more applications of any type of roof covering", as well as where the existing roof or roof covering is water soaked or has deteriorated to the point that it is not adequate as a base for additional roofing, or where the existing roof covering is slate, clay, cement or asbestos-cement tile. The South Carolina modifications to the 2021 IRC do not change the reroofing section, and the Town of Moncks Corner's building chapter (Town Code Chapter 8, read in full) adds no reroofing rule of its own, so the base rule applies unmodified.
Deck & sheathing requirements
Neither the South Carolina modifications to the 2021 International Residential Code nor the Town of Moncks Corner's building chapter (Town Code Chapter 8, read in full) amends the roof sheathing sections (R803) or the asphalt shingle sheathing requirement (R905.2.1), so the base 2021 IRC provisions apply unmodified. The Town's list of required inspections (Section 8-223) provides that roof sheathing "shall be inspected after the exterior wall sheathing is applied and before any energy wrap, siding or brick, roof covering is installed."
Sales & use tax
9%. South Carolina Department of Revenue form ST-575, South Carolina Sales Tax Rate by Municipality (Rev. 2/5/26), lists Moncks Corner in Berkeley County with the 6% state sales tax plus the Education Capital Improvement, Transportation and Local Option taxes (codes 5081, 1008 and 2600), 9% in total. The form states: "If your sales or purchases are delivered within the municipal limits of an incorporated city or town, you must use the specific county or municipality code for that location." South Carolina taxes the roofer, not the homeowner's contract: Reg. 117-314.2 provides that building materials "when purchased by builders, contractors, or landowners for use in adding to, repairing or altering real property are subject to either the sales or use tax at the time of purchase by such builder, contractor, or landowner", and its list of building materials names "roofing materials". Repair and replacement work are treated alike.

The Town of Moncks Corner's Community Development Department, through its Chief Building Official and TOMC Inspections team, issues building permits and makes inspections for work inside the Town limits of Moncks Corner, in Berkeley County, South Carolina. Permit applications, plan uploads and inspection requests go through the Town's CommunityCore online permitting system.

Yes.

What building code does Moncks Corner, SC use?
