The building permitting authority for the City of Missouri City, Texas. Chapter 14 of the City Code charges the director of development services or a designee with enforcing the chapter (Sec. 14-1), and Sec. 14-28 sets the rules for "any building or other permit that authorizes construction activity in the city," applying them to permits issued under the International Residential Code. Sec. 14-351 adopts the International Residential Code, 2021 Edition, as amended in Sec. 14-352 (Ord. No. O-24-07, February 19, 2024). A January 2024 council agenda item from the Development Services Department stated that the City then used the 2015 edition of the I-Codes and was reviewing amendments to adopt the 2021 I-Codes. Sec. 14-352 was read in full; it amends administrative sections, inserts the City's own Table R301.2 design criteria, deletes R313.2 and amends several plumbing sections, and none of its amendments touches the IRC's roof-assemblies chapter. Several fields below therefore rest on the unamended base 2021 IRC, and the City's inserted Table R301.2 is the source for wind speed and the ice-barrier answer.

- city_level: A CITY BUILDING CONTRACTOR'S REGISTRATION, WITH ITS OWN INSURANCE MINIMUM AND ANNUAL FEE. Sec. 14-12: "No building contractor shall do business in whole or in part within the corporate limits of the city without having first registered and received from the city a building contractor's registration." Sec. 14-11 defines a building contractor as any person or entity "engaged in, undertaking, or carrying on any business consisting of or related to the construction, demolition, repair, or renovation of any building, structure, swimming pool or sign." Under Sec. 14-13 the application must include, among other items, the contractor's state license in its area of service "if applicable," and "Proof of comprehensive general liability insurance, held with a company with a rating of B+ or better" with minimum limits of $300,000.00 for death or bodily injury and $300,000.00 for property damage, per occurrence. Sec. 14-14 sets an annual fee by council resolution, and every registration expires on the September 30 following initial registration. Sec. 14-16 lets the director of development services revoke or suspend a registration, and requires written notice and a hearing before the city manager prior to a revocation.

Sec. 14-351 provides: "The International Residential Code, 2021 Edition, including appendices AA, AB, AC, AD, AF, AG, AH, AJ, AK, AM, AN, AO, and AP, as published by the International Code Council, Inc., and as amended in section 14-352, is adopted." Its history note cites Ord. No. O-15-15 (March 2, 2015) and Ord. No. O-24-07, Section 9 (February 19, 2024); the code text read was codified through Ord. No. O-26-15 (May 14, 2026). Sec. 14-352 was read in full. Its 18 items amend R101.1 and R101.2; delete R103, R104.8, R104.8.1, R104.10, R105.3.2, R105.5, R108.2, R108.5, R112, R113.2 through R113.4, R114 and R313.2; rewrite R105.2, work exempt from permit; amend R105.3.1.1 (flood hazard areas) and R106.3.2; insert the City's Table R301.2 design criteria; and amend or delete plumbing sections P2603.5.1, P2904.1.1, P2910 through P2913 and P3009. Roof layer limit / recover
TWO LAYERS MAXIMUM, ON THE UNAMENDED BASE 2021 INTERNATIONAL RESIDENTIAL CODE. Sec. 14-351 adopts the 2021 IRC, and Sec. 14-352, the City's amendment section, was read in full (items 1 through 18) and names no R908 section and no reroofing or recover provision. So the base 2021 IRC reroofing rule applies. Section R908.3.1.1, "Roof recover not allowed," provides that "A roof recover shall not be permitted" where, among other conditions, "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a full tear-off before a new covering goes on.

NO LOCAL RULE ON ROOF SHEATHING; THE CITY'S AMENDMENTS MAKE NO CHANGE TO IT.
