Permit process note
The City's residential permit page lists work for which "building permits are required," including "Roof sheathing replacement," and says "The minimum permit fee due at the time of application is typically $50." It does not state whether a roof replacement that leaves the sheathing in place requires a permit. Inspections are scheduled by calling the Government Center line.
Adopted code
Ordinance No. 2024-4872 (Bill No. 4934), passed by the City Council on May 16, 2024, repealed and replaced Article XI of Chapter 6 of the Municipal Code. New Section 6-351 adopts the "International Residential Code, 2021 Edition," with Appendix chapters AH, AJ, AK, AM, AN, AP and AV, as the residential code of the City, with the changes in Section 6-352. The ordinance keeps the 2015 energy provisions: "All sections of Chapter 11 of the 2021 International Residential Code" are deleted and Chapter 11 references the 2015 edition. Section 6-352 was read in full. It amends administration (R101.1, R103, R104.11, R105.2 exemptions 3 and 8, a new R105.6.1 on contractor qualifications, R106.3.1, R108.3, a new R108.7 penalty fee), adds a retaining wall definition, fills in Table R301.2, and amends sections in Chapter 3 (R302, R303, R309, R311, R313), chimneys and fireplaces (R1005.7, R1006.2), Chapter 11, and mechanical, energy, plumbing and electrical sections. It amends nothing in Chapter 9, Roof Assemblies. The City's Residential Building Permits page says "The City recently adopted the 2021 International Code Council family of codes with the exception of the International Energy Code (which will remain 2015 as amended)."
Ice & water shield
Required — The City's own Table R301.2 entries in Section 6-352 of Ordinance No. 2024-4872 mark ice barrier underlayment required YES. Under the 2021 International Residential Code, a YES in that column brings in the ice barrier provisions for roof coverings in Section R905. About ice & water barrier
Wind design criteria
115 MPH, FROM THE CITY'S OWN TABLE R301.2 ENTRIES. Section 6-352 of Ordinance No. 2024-4872 revises Table R301.2, Climatic and Geographic Design Criteria, to read: ground snow load 20; wind speed 115 mph (51 m/s); topographic effects NO; special wind region NO; wind-borne debris zone NO; seismic design category C; weathering SEVERE; frost line depth 30; termite NO; ice barrier underlayment required YES; air freezing index 1000; mean annual temperature 55.2.
Roof layer limit / recover
TWO LAYERS MAXIMUM: ONE EXISTING LAYER MAY BE RECOVERED, A SECOND EXISTING LAYER MEANS TEAR-OFF. The City's local amendments to the 2021 International Residential Code, Section 6-352 of Ordinance No. 2024-4872, were read in full and do not touch the reroofing section, R908. The 2021 IRC, Section R908.3.1.1, bars a roof recover "Where the existing roof has two or more applications of any type of roof covering." So a roof with one existing layer may be recovered once, and a roof that already has a second layer must be torn off.

LOUIS COUNTY (Missouri Department of Revenue jurisdiction code 46586-189-000, listed as "MARYLAND HEIGHTS ST LOUIS COUNTY"), per the Department's Sales and Use Tax Rate Tables for October, November, December 2026 (updated 8/25/2026).
