City of Monett Building and Zoning Department

Building permits in the City of Monett, Missouri, in Barry and Lawrence Counties, are issued by the City's Building and Zoning Department, whose office is at 508 Bond Street, north of City Hall. Missouri leaves residential building codes to local adoption, so Monett's roofing rules are its own. The City's Information Guide lists the 2018 International Residential Code among its current adopted building codes, and its Residential Permit Application lists "Re-roof" among the descriptions of work. This listing covers the office's contact details, the City's own statements on code and permits, and the state's sales-tax treatment of roofing materials.

Permit process note
The City's Information Guide says the department's administrative duties include "Issue building permits and Floodplain Permits." Its Residential Permit Application lists "Re-roof" among the descriptions of work. The Common Questions handout's list of "Work Exempt from Permit" names "Window and siding replacement" and does not name roofing, and this record did not find a City statement that says in terms whether a re-roof requires a permit.
Adopted code
THE 2018 INTERNATIONAL RESIDENTIAL CODE, PER THE CITY'S OWN GUIDE. The City's Information Guide lists its "Current Adopted Building Codes" as including "2018 International Residential Code & all applicable Appendix" and "2018 Existing Building Code and all applicable Appendix," and its Common Questions handout says the City "currently uses the 2018 ICC Building Codes and the 2017 NEC." The City's adopted codes and ordinances, which the guide refers to for detail, were not read, so this record does not state whether the City has amended the IRC's roof provisions or which ordinance adopted these editions. Missouri law leaves building codes to local adoption: RSMo 67.280 provides that a community "may adopt or repeal an ordinance which incorporates by reference the provisions of any code."
Sales & use tax
Missouri taxes the roofer on materials, not the homeowner on the job, and the combined rate is not keyed to the Monett job address in this record. The Department of Revenue's Contractors Tax Matrix lists "Tangible personal property to be sold as an attachment to real property" as Taxable on purchases by contractors, so a roofing contractor pays sales or use tax on shingles and underlayment when buying them. The Department states that "The state use tax rate is 4.225%" and that "Cities and counties may impose an additional local use tax," with the amount due depending on "the combined (local and state) use tax rate in effect at the Missouri location where the tangible personal property is stored, used or consumed." The rate in effect at a given address, including any special district rates, is on the Department of Revenue's Sales and Use Tax Rate Chart, which this record does not reproduce.
