Town of Lake City - Building Permits (Hinsdale County Building Department)

The building permit authority covering the Town of Lake City, the county seat and only incorporated municipality in Hinsdale County. Building permits for construction inside Lake City town limits are processed by the Hinsdale County Building Department under the same application process used countywide, though permit fees are paid to the Town of Lake City while use tax is paid to the County. The Town's own "Permits & Applications" page lists only non-building forms (business license, short-term rental, sign, special events, encroachment, Certificate of Appropriateness), confirming building permitting itself runs through the County.

Permit process note
The Hinsdale County Building Department page states: "Please Note that Building Permits inside Lake City Town Limits must be paid to the Town of Lake City" while "Use Tax will always be paid to Hinsdale County." Under "BUILDING PERMIT PROCESS": "ARE YOU PLANNING TO BUILD IN HINSDALE COUNTY OR TOWN OF LAKE CITY? ... Complete all three of the applications below [Project Development Checklist, Building Permit Application, Use Tax Declaration] and submit to Hinsdale County Building Department by mail, email, fax or in person... BUILDING CAN NOT COMMENCE BEFORE PERMIT APPROVAL by the Building Official and payment of fees." Electrical and plumbing permits are handled separately by the State of Colorado, not the County or Town.

Drip edge
Required — Unamended 2015 IRC Section R905.2.8.5, Drip edge, requires: "A drip edge shall be provided at eaves and rake edges of shingle roofs. Adjacent segments of drip edge shall be overlapped not less than 2 inches. Drip edges shall extend not less than 1/4 inch below the roof sheathing and extend up back onto the roof deck not less than 2 inches. Drip edges shall be mechanically fastened to the roof deck at not more than 12 inches o.c. with fasteners as specified in Section R905.2.5. Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges." The requirement is unconditional and Table A does not amend it. About drip edge
Ice & water shield
Required — The 2015 IRC conditions the ice barrier on a local designation: Section R905.1.2 requires one "In areas where there has been a history of ice forming along the eaves causing a backup of water as designated in Table R301.2(1)," consisting of "not fewer than two layers of underlayment cemented together, or a self-adhering polymer-modified bitumen sheet ... extend[ing] from the lowest edges of all roof surfaces to a point not less than 24 inches inside the exterior wall line of the building," with 36 inches measured along the slope where the roof pitch is 8:12 or greater, and an exception for detached accessory structures not containing conditioned floor area. Hinsdale County, which administers building permits for the Town, makes that designation in its published "Building Planning/Design Criteria (From IRC Table R301.2(1))," which states "Ice Barrier Underlayment: To 24" inside exterior wall." Impact-resistant roofing
Not required — The Town of Lake City adopts the 2015 International Building Code and the 2015 International Residential Code at Code of Ordinances Chapter 5, Buildings and Building Regulations, consistent with the Hinsdale County Building Department's statement that the 2015 International Code Council codes are in force. The chapter is codified through Ordinance No. 2026-03 and its amendment table was reviewed in full. The Town makes one roofing amendment: Sections R905.7 and R905.8 are amended so that wood shingles and wood shakes are not permitted as roofing material outside the historic district, and within the historic district fire-retardant wood shingles and shakes are permitted only to the extent that they replace existing wood shingles or shakes. That is a restriction on covering material and on fire retardancy, and it neither requires nor references an impact rating. The chapter contains no reference to UL 2218 or Class 4 roof coverings.
Wind design criteria
Hinsdale County, which administers building permits for the Town, publishes a "Building Planning/Design Criteria" sheet stating it is taken "From IRC Table R301.2(1)". It gives Wind Design Speed "90 mph", Seismic Design Category "C", Weathering "Severe", Winter Design Temp "-15 degrees F", Air Freezing Index "4000" and Mean Annual Temperature "39.7 degrees F", with Ground Snow Load 70 psf below 10,000 feet and 90 psf above, and frost protection of 36 inches below 10,000 feet and 48 inches above. The Town's own Table A independently amends IRC 301.2 to "add minimum snow load 70 pounds and minimum frost protection 36 inches," matching the County sheet's below-10,000-foot figures. NOTE: the County sheet does not state whether its 90 mph is a nominal (basic) or an ultimate design wind speed; the 2015 IRC Table R301.2(1) column is expressed as ultimate design wind speed, and the sheet carries a 2016 file date, so confirm which basis applies before using it for a wind-uplift calculation.
Roof layer limit / recover
The Town adopts the 2015 International Residential Code at Code of Ordinances Sec. 5-19(b), and its complete schedule of amendments (Sec. 5-118, Table A) does not amend Section R908. The unamended 2015 IRC Section R908.3.1.1, Roof re-cover not allowed, provides: "A roof recover shall not be permitted where any of the following conditions occur: ... 3. Where the existing roof has two or more applications of any type of roof covering." Section R908.3, Roof replacement, adds that "Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck," excepting an adhered ice barrier membrane, which may remain and be covered with an additional layer. A third layer therefore requires full tear-off.
Deck & sheathing requirements
The 2015 IRC applies unamended; Table A amends no sheathing provision. Section R905.2.1, Sheathing requirements, provides: "Asphalt shingles shall be fastened to solidly sheathed decks." Section R803.1, Lumber sheathing, sets allowable spans by Table R803.1, whose minimum net thickness is 5/8 inch at 24-inch rafter or beam spacing, rising to 1-1/2 inch tongue-and-groove at 48, 60 and 72 inches with increasing minimum bending-strength and stiffness ratings; spaced lumber sheathing is not allowed in Seismic Design Category D2. Section R803.2.1 requires wood structural panels to conform to DOC PS 1, DOC PS 2, CSA O437 or CSA O325 with an approved grade mark, Exposure 1 or better where permanently exposed, installed within the allowable spans of Table R503.2.1.1(1) or APA E30.
Sales & use tax
9.15% combined, and the fire district is the piece most easily missed. The components are the Colorado state rate of 2.9%, a Hinsdale County rate of 5.00%, and the Lake City Area Fire Protection District at 1.25%. The Town of Lake City itself levies no municipal sales tax: it appears on neither of the two city tables in Colorado Department of Revenue form DR 1002, the state-collected city table nor the home-rule city table, which between them enumerate every Colorado municipality that imposes one. Hinsdale County's 5.00% is one of the highest county rates in the state and is easy to understate if a figure is carried over from a neighbouring county. The fire district reaches the work here rather than only the surrounding county: DR 1002 gives its boundary as the "Lake City area including small surrounding areas of Hinsdale county," so a roof replaced inside town limits is within it. All three components are state-collected, so a single remittance covers them.
