The building permit authority for the Town of Kremmling, Grand County. The Town of Kremmling handles zoning inspections, development approvals, fence and sign permits directly through the Town Manager, but partners with the Grand County Community Development Department to issue and inspect building permits for new construction within town limits.

Permit process note
The Town of Kremmling's site states: "The Town of Kremmling partners with the Grand County Community Department to assist with New Construction and Building Inspections." Zoning inspections (setbacks) for a building permit, and questions about annexation, subdivisions, zoning, fences, signs, and use by special review go through the Town Manager at 970-724-3249. Questions or inspections regarding building permits themselves go through the Grand County Community Development Department at 970-725-3255. Depending on the zoning of a project, a Use by Special Review approval may also be required before a permit is issued.

This is stated on the Town's own building permit page; the Grand County Community Development Department, which performs the actual building-permit review and inspections for Kremmling, may apply county-level code editions during that process.

Kremmling adopts Grand County's building code by reference, and both of the county amendment sets in the adoption chain require an ice barrier: the county's completed climatic and geographic design criteria table answers the ice barrier row affirmatively, and the county's roof-covering amendments carry ice barrier cross-references for asphalt shingles, metal shingles, mineral-surfaced roll roofing, slate, wood shingles and wood shakes alike.

Impact-resistant roofing
Not required — The Town of Kremmling's Ordinance No. 709, passed July 19, 2023, was read in full. It repeals and reenacts Section 15.04.010 of the Kremmling Municipal Code to adopt by reference the Grand County Building Code as most recently amended by Grand County Resolution No. 2018-5-31 and Ordinance No. 21, published in the Middle Park Times on May 31, 2018, and to adopt with it the secondary codes as the County amended and adopted them in that same instrument: the 2015 editions of the International Residential, Building, Mechanical, Plumbing, Fuel Gas, Energy Conservation, Existing Building and Fire Codes, and the 2017 National Electrical Code. Ordinance 709 carries no amendment text of its own beyond that adoption. The Grand County instrument it names was obtained from the County and read in full. Its roofing amendments require an ice barrier of self- adhering polymer modified bitumen in place of normal underlayment on all sloped roofs of habitable structures, carried through Sections R905.1.2, R905.2.7, R905.4.3.1, R905.5.3.1, R905.6.3.1, R905.7.3.1 and R905.8.3.1 and their Building Code counterparts at Sections 1507.1.1 and following; require mechanical barriers on metal roof shingles and panels to keep snow from shedding onto exits, sidewalks, streets and alleys, and to keep it from shedding above or in front of gas and electric meters; require complete removal of existing roof coverings before new coverings are installed where the existing roof is water-soaked or deteriorated, where the existing covering is wood shake, slate, clay, cement or asbestos-cement tile, where more than one application of covering is already in place, or, for asphalt shingles, where the building sits in an area subject to severe hail damage under Figure R903.5; and set a County snow load. Those provisions govern underlayment, snow shedding, tear-off and structural loading; none rates the covering material. Grand County's current 2021-edition local amendments were also read and likewise impose no impact-resistance requirement. Neither the adopted codes nor any amendment reaching Kremmling requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland-urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.
Wind design criteria
A design wind speed of 115 mph with no topographic effects, in Seismic Design Category B, and severe weathering probability for concrete. Kremmling adopts Grand County's building code by reference, and both county amendment sets in the adoption chain give these same figures. Roof snow load is not a single number: the county directs that it be taken from the Grand County snow load and snow zone map, the Grand County subdivision index, or the Structural Engineers Association of Colorado design snow loads, and notes that changing to roofing materials other than like materials may require a roof evaluation by a licensed Colorado engineer.
