A residential builder, one who constructs or superintends the "construction, repair, improvement, or reimprovement of a residential building" when "the cost of the undertaking exceeds five thousand dollars", must be licensed (Sections 40-59-20(6) and 40-59-220(A)). The permit office "shall refuse to issue a permit for an undertaking which requires licensure or registration under this chapter unless the applicant has furnished evidence that he is either licensed or registered in accordance with this chapter or exempt from the requirements of this chapter" (Section 40-59-280). Section 40-59-260 states that the chapter "does not apply to an owner of residential property who improves the property" where the owner "does the work himself, with his own employees, or with licensed contractors or registered entities or individuals" and the structure is for the owner's or family's own occupancy and not for sale or rent, and Section 40-59-270 states that the chapter "does not apply to a person licensed under Chapter 11" for that work.

Town of James Island Code of Ordinances Chapter 150, Town Building Regulations, as amended by Ordinance 2026-03 (passed April 30, 2026, "Effective this 30th Day of April, 2026") and Ordinance 2026-10 (first reading May 21, 2026; second and final reading June 18, 2026, recorded in the Council minutes as passed unanimously). Sections 150.01 through 150.99 were read in full in the text placed before the Town Council with those two ordinances. Section 150.01(E)(1)(b) provides: "Exception: Detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories above grade plane in height with a separate means of egress and their accessory structures shall comply with the International Residential Code as adopted by the S.C. Building Code Council." The chapter names no edition year, and the Town has published no statement of which edition it enforces. Its Editor's note, as amended by Ordinance 2026-10, reads "The regulations set forth in this chapter are those adopted by the Town's Ordinance 2016-14 on January 19, 2017, as amended." The chapter contains no roofing provision of its own: its only roof references are the framing inspection sequence in Section 150.09(C)(5), the energy-compliance line in Section 150.05(B)(1)(f)3 and the maintenance standard in Section 150.13(C)(10), "Roofs shall be structurally sound and maintained in a safe manner and have no defects which might admit rain or cause dampness in the walls or interior portion of the building." At the state level, S.C. Code Section 6-9-10(A) requires every municipality to enforce the building codes the Building Codes Council adopts and provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications (S.C. Code of Regulations 8-1200 et seq.) is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council's list of approved local modifications carries no roofing modification for the Town. The one South Carolina change to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.) The Town's online Code of Ordinances returned a security challenge page when opened on September 30, 2026, so the Town's codified copy of Chapter 150 was not compared with the two ordinances above.
Mid-roof inspection
Not required — Section 150.09(C) of the Town of James Island's building chapter (as amended by Ordinances 2026-03 and 2026-10, read in full) lists the inspections the Building Official "shall make": footing and foundation, concrete slab and under-floor, lowest floor elevation in flood hazard areas, plumbing, mechanical, gas and electrical rough inspections, frame and masonry, fire-resistance-rated construction, reinforced masonry and concrete wall, fire-resistant penetrations, energy efficiency, other inspections, special inspections and final inspection. None is a mid-roof, roof deck or underlayment inspection; the frame and masonry inspection is made "after the roof deck or sheathing, all framing, fire blocking, bracing and masonry are in place", which is a step in new framing and not a reroof stage. Division (C)(10) adds that "the Building Official is authorized to make or require other inspections of any construction work to ascertain compliance with the provisions of this chapter", so an inspector may still ask to see roof work. The Town publishes no roof inspection procedure.
Impact-resistant roofing
Not required — Neither the Town of James Island's building chapter (Chapter 150, as amended by Ordinances 2026-03 and 2026-10, read in full) nor the South Carolina modifications to the 2021 International Residential Code amends the roofing chapter's impact provisions, and the Building Codes Council lists no approved roofing modification for the Town; no UL 2218 or Class 4 impact requirement appears in the Town's adopted code or its amendments. The Town's flood damage prevention chapter refers to "Class 4 or 5 materials resistant to flood damage" under FEMA Technical Bulletin 2, which is a flood-resistant materials classification and not a roof impact rating.

Wind design criteria
Between 140 and 150 mph, depending on where the job is in Charleston County, in which the Town lies. The Town's building chapter prints no design-criteria table of its own. The South Carolina modification to IRC Section R301.2.1 requires buildings to be "constructed in accordance with the previously published maps by the South Carolina Building Codes Council", allows the local building official to "delineate the wind design category within their jurisdiction provided that it does not surpass those provided on the Applied Technology Council (ATC) website", and states that "Asphalt shingles shall be designed for wind speeds in accordance with Section R905.2.4." The Council's wind and seismic map for Charleston County draws two wind lines, "140 MPH" through the inland part of the County and "150 MPH" along the coast. Its note reads: "Wind speed, shown in miles per hour, applies at all points along the length of its corresponding (blue) line. Interpolation between wind speed lines is determined by the AHJ as permitted by Figure R301.2(4) of the International Residential Code." The Town publishes no interpolated figure, so ask Building Services for the speed at the address. The Council's map page says the county maps were approved "for the 2021 code cycle based on the 2015 International Residential Code" and are "intended to be the primary source for defining the appropriate boundaries for wind and seismic design in South Carolina for single- and two-family dwellings".
