Holdrege City Code § 9-601, "Building Code; Adopted by Reference" (2005 Code, § 9-601; Ord. 2317, passed 12-1-2009; Ord. 2421, passed 2-5-2019), adopts the 2018 International Residential Code for one- and two-family dwellings, excluding Appendixes A, B, C, D, E, G, H, I, K, L, M, N, O, P, Q, R, S and T and Sections R106.3, R106.3.1, R106.3.2, R109.1, R109.1.1, R109.1.2, R109.1.3, R109.1.4, R109.1.5, R109.1.5.1, R109.1.6, R110.1, R110.2, R110.3, R110.4, R110.5, Chapter 3 Section R313, and Chapters 12 through 43 (the Mechanical, Fuel Gas, Plumbing and Electrical parts, which the City adopts separately). It separately incorporates IRC Appendix F, limited to Sections AF103.4.4, AF103.6, AF103.6.1, AF103.6.2, AF103.9 and AF103.12 (its last sentence eliminated), and excludes Appendix J entirely. The section also rewrites Table R301.2(1), Climatic and Geographic Design Criteria, in full (see wind_design_criteria). Subsection (C) adopts the 2018 International Building Code (excluding all appendixes and the administrative Sections 101.4-101.4.7, 107.3-107.3.2 and 110.3-111.4), the 2018 International Energy Conservation Code, and the Nebraska Accessibility Guidelines, and states that "in the event conflict arises between the International Residential Code and/or the International Building Code and/or the Holdrege Municipal Code, the Holdrege Municipal Code and amendments shall govern." None of the excluded appendixes, sections or chapters reaches Part III Chapter 9 (Roof Assemblies) or Chapter 8 (Roof-Ceiling Construction) of the 2018 IRC, so those chapters apply as adopted with only the one table amendment noted above. The same Article 6 also adopts the 2018 Uniform Plumbing Code (§ 9-602), the National Electrical Code "latest edition and amendments as adopted by the state" (§ 9-603), and NFPA 58 for liquefied petroleum gas (§ 9-604); none of those three sections touches roofing.

Building permit applications and plans go to the Municipal Services Department, Building Inspection Division, at 502 East Avenue (P.O. Box 436), Holdrege, NE 68949-0436, phone 308-995-8681. The City's own Building Permit Applicants procedure calls for a completed application plus a detailed set of plans to 1/4 scale for any new building, structure, addition or alteration -- single- and two-family residential plans need not be stamped by an architect or engineer, but all others do, with a signed Affidavit of Code Compliance. Separate permits are required for signs/awnings, plumbing, and curb cuts, sidewalks, fences and parking lots. Resolution 2019-04 sets the building permit at a minimum fee of $20.00 (structural remodeling is tiered instead, by project valuation, from $20.00 up to $250.00 over $50,000), and doubles the fee where work begins before the permit issues. Its own words: "The payment if such double fees shall not relieve any person from fully complying with the requirements of this Code in the execution of the work or from any other penalties prescribed herein" (quoted verbatim, including the resolution's own "if" where "of" is meant). The same resolution extends its fees, unchanged, to the area "beyond the corporate limits" under its Two Mile Jurisdiction Fees clause, so a job just outside Holdrege can still be Holdrege's to permit. Required inspections carry a minimum 24-hour advance notice; the City's own required-inspections list (footings, rough-in plumbing, sanitary and storm sewer connection, building sewer, sidewalk forms, curb and gutter forms, and a final inspection) names no separate roofing or mid-roof stage. A completed and issued permit must be posted at the job site in a conspicuous place, along with an address identification sign visible from the street.
