No, Borough of Haddonfield and Borough of Tavistock, NJ does not require a permit for like-for-like roof replacement (Borough of Haddonfield - Construction and Zoning Department). No permit is needed under state law to reroof a detached one- or two-family house; a townhouse, other attached dwelling or any other building needs one from the Borough of Haddonfield Construction and Zoning Department, Room 104, Borough Hall, 242 Kings Highway East, 856-429-4700 ext. 210, open Monday through Friday, 8:30 a.m. to 4:30 p.m. The Department of Community Affairs lists the same office for the Borough of Tavistock. Where a roof permit is required, the Haddonfield Borough Construction Fee Schedule (dated January 17, 2020) prices it: "The fee for roofing and siding work completed on structures of Group R-3 or R-5 shall be $65.00." Renovations, alterations and repairs are otherwise priced at $34.00 per $1,000 of estimated cost for the first $50,000. The Borough "DOES NOT accept electronic payment for permit application fees. Cash and checks are both accepted." Inspection requests go by email to [email protected] or through the Borough's online portal and must include the permit number. The Forms and Applications page also says "Exterior changes to properties in Haddonfield's Historic District require review and approval by the Historic Preservation Commission (HPC)" and "HPC approval is required prior to submission of Construction permits and commencement of work"; it does not say whether a reroof is such a change.

The Uniform Construction Code's permit rule, N.J.A.C. 5:23-2.15(b)9, reads: "If work involves a home improvement performed by a contractor, such contractor shall be registered pursuant to N.J.S.A. 56:8-136 et seq. The registration number of the contractor shall appear on the permit application."
