Impact-resistant roofing
Not required — The City of Gunnison's Ordinance No. 9, Series 2022, introduced and passed on first reading October 25, 2022 and adopted on second and final reading November 8, 2022, was read in full. It repeals and re-enacts Title 14, Technical Codes, of the City Code and adopts by reference the 2021 editions of the International Building, Residential, Existing Building, Energy Conservation, Mechanical, Fuel Gas, Fire and Property Maintenance Codes and the International Wildland-Urban Interface Code, each followed by the City's own itemized amendment list. Those amendments were read in full. On roofing they exempt re-roofing without alteration of the roof deck structure from the permit requirement, on both the Building Code and Residential Code sides; add a new Section 1502.5 providing that to the greatest extent practicable water, snow or ice draining from a roof shall not be allowed to flow or shed onto public or private property, rights-of-way or any area deemed a safety hazard; and set the climatic and geographic design criteria, under which ice barrier underlayment is required in roof valleys and eaves. No amendment touches Chapter 9 of the Residential Code or Chapter 15 of the Building Code beyond that drainage addition, and neither the adopted codes nor any City amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland- urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.
Repair permit threshold
There is no size threshold; the test is whether the roof deck structure is touched. The City of Gunnison amends the permit-exemption list by adding, as item 14, "Re-roofing without alteration of roof deck structure" (item 15 does the same for re-siding). A reroof of any area is therefore exempt from permit so long as the deck structure is left alone, and any work that alters the deck structure needs a permit.
