Apply online through the City's eTRAKiT portal for a Building Residential Reroof permit (Type Building Residential, Subtype Re-Roof). The City's roofing page lists what it needs: "The contractor needs to identify the type of roofing material used", "Identify if this is a complete tear off and replace", and "The value of work is based on the fair market value for labor and materials." Registration details
- state_level: Roofing is a named Residential Specialty Contractor classification of the South Carolina Residential Builders Commission: "Roofers: the installation, alteration and repair of materials common to the residential building industry that form a watertight, weather resistant surface for roofs and decks, including all accessories, flashing, valleys, gravel stops and roof insulation panels above the roof deck." A residential specialty contractor is one whose undertakings "exceed five hundred dollars" (S.C. Code Section 40-59-20), and "all residential specialty contractors must be registered" by the commission (Section 40-59-220(A)). When the cost of an undertaking for an individual property owner "exceeds five thousand dollars, the residential specialty contractor must obtain an executed bond" (Section 40-59-220). The permit office "shall refuse to issue a permit for an undertaking which requires licensure or registration under this chapter unless the applicant has furnished evidence" of that licence, registration or exemption (Section 40-59-280). Section 40-59-260 states that the chapter "does not apply to an owner of residential property who improves the property" where the owner does the work himself, with his own employees, or with licensed or registered contractors and the structure is for the owner's or family's own occupancy and not for sale or rent, and Section 40-59-270 states that the chapter "does not apply to a person licensed under Chapter 11" for that work.
- city_level: The City's Permit Types page states: "LLR requires that the contractor hold a Residential Builder or a specialty contractor with a Roofing Classification." New contractors in the city limits must contact the permits office to have an eTRAKiT account created, and the City's Roofing handout states: "We will verify your state license. The business office will issue a business license." The City of Greer business licence is a general business licence, not a contractor credential. The City's building chapter (Chapter 14 of the Code of Ordinances, read in full) sets no contractor licence or registration of its own; Section 14-3 lets the codes administrator require a permit applicant to post a bond of indemnity, or file a public liability insurance policy in lieu of it, "When the codes administrator shall so require". A homeowner acting as his own contractor must file a Homeowners Disclosure Statement with Greenville or Spartanburg County and return the recorded document to the City; the City's page states the disclosure "is linked to your property for two years" and that the owner "cannot sell or lease the property during this time frame".

Adopted code
The City of Greer's building chapter (Chapter 14 of the Code of Ordinances, codified through Ordinance No. 50-2024, enacted March 25, 2025) adopts the International Building Code and the other technical codes at "the edition of which shall be the most recently adopted by the state building codes council" (Sections 14-31 and 14-33 to 14-41), fixes the Energy Conservation Code at the 2009 edition (Section 14-38), and does not name the International Residential Code at all. The Building Division's Inspections page links "2021 Residential Building Codes" to the 2021 South Carolina Residential Code and "SC State Modifications to 2021 Codes" to the Building Codes Council's 2021 modifications. At the state level, S.C. Code Section 6-9-10(A) provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications (S.C. Code of Regulations 8-1200 et seq.) is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council's list of approved local modifications carries no modification for the City of Greer. The one South Carolina change to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.) The City's roofing permit page repeats that sentence word for word.
Mid-roof inspection
Not required — The City's Roofing handout lists, under "Inspections", only "Final Roofing to close the permit.", and the Roofing section of its Permit Types page states "Final Inspections are required." Neither names a tear-off, deck, underlayment or other in-progress roofing inspection.
Impact-resistant roofing
Not required — Neither the City of Greer's building chapter (Chapter 14 of the Code of Ordinances) nor the South Carolina modifications to the 2021 International Residential Code amends the roofing chapter's impact provisions, and the Building Codes Council lists no approved local modification for the City; no UL 2218 or Class 4 impact requirement appears in the City's adopted code or its amendments.
Repair permit threshold
The City of Greer sets no dollar, area or percentage threshold below which a reroof is exempt. Its Permit Types page states: "The City of Greer requires a permit for roof replacement." Its Permits page states that residential permits "are required for any new structure, addition, remodel, repair, interior demolition, demolition (removal of a structure), or moving a structure. This includes replacement water heaters, replacement roofs, new heating & air systems, siding, replacement windows, decks, garages, carports, & storage sheds." The City's handout "When is a Permit Required?" states "In the City of Greer, we permit all aspects of construction, remodels, additions & repairs including" a list that names "Re-Roofing", and its list of exceptions names cabinets, decorative trim, finish flooring, gutters, painting and wallpapering, and storage buildings under 200 square feet, not roofing. The building permit fee is set by construction value, "$50.00" for a job of "$0 - $2,000", under the City of Greer Comprehensive Fee Schedule effective July 1, 2026, with no separate roofing line.
Roof layer limit / recover
Two layers maximum. The 2021 International Residential Code, Section R908.3.1.1 Roof recover not allowed, bars a roof recover "Where the existing roof has two or more applications of any type of roof covering", as well as where the existing roof or covering is water soaked or deteriorated to the point it is not an adequate base, or is slate, clay, cement or asbestos-cement tile. The South Carolina modifications to the 2021 Residential Code do not change the reroofing section, and the City of Greer's building chapter (Chapter 14 of the Code of Ordinances, read in full) adds no reroofing rule of its own, so the base rule applies unmodified.
Deck & sheathing requirements
The City of Greer applies the 2021 International Residential Code with South Carolina modifications. Neither the City's building chapter (Chapter 14 of the Code of Ordinances, read in full) nor the South Carolina modifications amend the roof sheathing provisions (Section R803), so the base Residential Code provisions on roof sheathing apply unmodified.
Sales & use tax
Greer lies in two counties, and the rate depends on which one the job is in. In the Greenville County part of the City: 6%, the state sales tax with "No Local Tax Imposed". In the Spartanburg County part: 7% in total, the 6% state tax plus the Capital Projects local tax (CP, code 1042). Both rows are from SCDOR form ST-575, South Carolina Sales Tax Rate by Municipality (Rev. 2/5/26), which marks Greer as a municipality located in more than one county. South Carolina taxes the roofer, not the homeowner's contract: Reg. 117-314.2 provides that "Building materials when purchased by builders, contractors, or landowners for use in adding to, repairing or altering real property are subject to either the sales or use tax at the time of purchase", and its list of building materials names "roofing materials". Repair and replacement work are treated alike.
