  • state_level: Roofing is a named Residential Specialty Contractor classification of the South Carolina Residential Builders Commission: "Roofers: the installation, alteration and repair of materials common to the residential building industry that form a watertight, weather resistant surface for roofs and decks, including all accessories, flashing, valleys, gravel stops and roof insulation panels above the roof deck." A residential specialty contractor is one who contracts to do "construction work, repairs, improvement, or reimprovement which requires special skills and involves the use of specialized construction trades or craft, when the undertakings exceed five hundred dollars" (S.C. Code Section 40-59-20(7)), and "all residential specialty contractors must be registered, by the commission" (Section 40-59-220(A)). When the cost of an undertaking for an individual property owner "exceeds five thousand dollars, the residential specialty contractor must obtain an executed bond" (Section 40-59-220(D)). A residential builder, one who constructs or superintends the "construction, repair, improvement, or reimprovement of a residential building" when "the cost of the undertaking exceeds five thousand dollars", must be licensed (Sections 40-59-20(6) and 40-59-220(A)). The permit office "shall refuse to issue a permit for an undertaking which requires licensure or registration under this chapter unless the applicant has furnished evidence that he is either licensed or registered in accordance with this chapter or exempt from the requirements of this chapter" (Section 40-59-280). Section 40-59-260 states that the chapter "does not apply to an owner of residential property who improves the property" if "the owner does the work himself, with his own employees, or with licensed contractors or registered entities or individuals" and the structure is for the owner's or family's own occupancy and not for sale or rent, and Section 40-59-270 states that the chapter "does not apply to a person licensed under Chapter 11" for that work.
  • city_level: The City's online Building Permit Application asks for the contractor's "SC State Contractor License #" and its expiration date and says "Contractors with expired licenses are not eligible to submit this form." Its closing notice reads: "before a permit can be issued, contractors are required to have both a valid South Carolina State Contractor’s License and a business license with the City of Fountain Inn." The City's Single-Family Residential Plan Review Requirements list "A City of Fountain Inn Business License for ALL contractors working on the job." The business license is a City tax certificate and is described here for the roofer's information. City Code Section 6-27 adds an insurance requirement: "At or before the time that the public works director issues a permit to build, repair, remodel or otherwise perform work upon a building or structure within the city, the building contractor or the owner, as the case may be, must produce and supply a copy of a certificate of liability insurance coverage to the public works director with a minimum amount of liability coverage of $300,000.00 per occurrence." The City Code sections on building permits and codes (Chapter 6, read in full) set no roofing contractor licence or registration of their own.

The City Code, the application and the fee schedule name no roofing exemption.
Adopted code
City of Fountain Inn Code of Ordinances Section 6-46(b)(1) adopts the "South Carolina Residential Code, 2021 edition", "as revised by that document entitled: 'Final Version 1.1.2023, South Carolina Building Codes Statewide Modifications Index.'" (last amended by Ord. No. 2023-1, 2-9-23), with these sections revised: "Section R101.1 Insert: City of Fountain Inn", "Table R301.2(5)(B) Insert: 115 mph with 3 second wind gust for exposure Category C" and "Section P2603.5.1 Insert: [12 inches]". The published codification is current through Ord. No. TX 2025-01, adopted October 9, 2025, and its Chapter 6 (Sections 6-1 through 6-77, read in full) contains no roofing provision of its own. The City's Single-Family Residential Plan Review Requirements likewise ask for a code summary "required by the 2021 SC Residential Code". At the state level, S.C. Code Section 6-9-10(A) requires every municipality to enforce the building codes the Building Codes Council adopts and provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications (S.C. Code of Regulations 8-1200 et seq.) is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council's list of approved local modifications carries no roofing modification for Fountain Inn. The one South Carolina change to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.)
Impact-resistant roofing
Not required — Neither Fountain Inn's Code of Ordinances Chapter 6 (Sections 6-1 through 6-77, read in full, including Section 6-46 adopting the 2021 South Carolina Residential Code) nor the South Carolina modifications to the 2021 International Residential Code amends the roofing chapter's impact provisions, and the Building Codes Council lists no approved roofing modification for the City; no UL 2218 or Class 4 impact requirement appears in the City's adopted code or its amendments.
Repair permit threshold
Fountain Inn's published instruments set no dollar, area or percentage threshold below which roof work is exempt from a permit. The City's online Building Permit Application lists "Reroof" as a Permit Type and "Re-roof" as a Type of Work. The City Code's building permit section (Section 6-26) says "Before a building is begun, the owner of the property shall apply to the public works director for a permit to build", and the adoption section (Section 6-46) revises only Sections R101.1 and P2603.5.1 and Table R301.2(5)(B) of the residential code; the residential code's own permit and exemption section is not restated here. The City's FY 2026-2027 fee schedule charges building permits by total valuation: "$0 - $2,000" is "$40 to include 1 inspection", and "$2,001 to $15,000" is "$40 for the first $2,000, plus $7.00 per each additional $1,000 of value, or fraction thereof", with a plan review fee of "½ Total Permit Fees". The schedule adds that "Permit fees shall be doubled for any work that is started prior to obtaining a permit."
Roof layer limit / recover
Two layers maximum. The 2021 International Residential Code, Section R908.3.1.1 Roof recover not allowed, bars a roof recover "Where the existing roof has two or more applications of any type of roof covering", as well as where the existing roof or covering is water soaked or deteriorated to the point it is not an adequate base, or is slate, clay, cement or asbestos-cement tile. The South Carolina modifications to the 2021 IRC do not change the reroofing section, and Fountain Inn's Chapter 6 (Sections 6-1 through 6-77, read in full, current through Ord. No. TX 2025-01) revises only the sections listed in its adoption section and adds no reroofing rule of its own, so the base rule applies unmodified. Section 6-46 adopts the code "as revised by" the Building Codes Council's statewide modifications index, which the ordinance names "Final Version 1.1.2023, South Carolina Building Codes Statewide Modifications Index"; the Council's published 2021 Modification Index, read in full, lists no change to the reroofing section (its one roofing-chapter entry is the drip-edge section, R905.2.8.5), though the copy read does not print that version label.
Deck & sheathing requirements
Fountain Inn applies the 2021 South Carolina Residential Code. Neither the City's Chapter 6 (Sections 6-1 through 6-77, read in full) nor the South Carolina modifications to the 2021 International Residential Code amend the roof sheathing provisions (Section R803), so the base IRC provisions on roof sheathing apply unmodified.
Sales & use tax
Fountain Inn lies in two counties, and SCDOR form ST-575, South Carolina Sales Tax Rate by Municipality (Rev. 2/5/26), lists it twice. The Greenville County portion of the city is listed at 6% (the 6% state sales tax, "No Local Tax Imposed"). The Laurens County portion is listed at 8% (the 6% state sales tax plus the Capital Projects tax, code 1030, and the Local Option tax, code 2316). Which row applies depends on the county in which the job site lies, and the form itself tells businesses in a municipality in more than one county to "check with your local municipal government". South Carolina taxes the roofer, not the homeowner's contract: Reg. 117-314.2 provides that "Building materials when purchased by builders, contractors, or landowners for use in adding to, repairing or altering real property are subject to either the sales or use tax at the time of purchase by such builder, contractor, or landowner", and its list of building materials names "roofing materials". Repair and replacement work are treated alike.

The City of Fountain Inn Planning and Development Department takes building permit applications, including the Reroof permit type, through the City's iWORQ online permitting portal and makes building inspections for work inside the city limits of Fountain Inn, South Carolina. The city limits lie in both Greenville County and Laurens County.
