Permit process note

Adopted code
The County Building Department page lists "Building Codes in Effect as of April 23, 2024," including the International Residential Code, 2021, with the County's own amendments. Section 4 of those amendments adopts "the International Residential Code for One- and Two-Family Dwellings 2021 and the Appendix Chapters E and J," and Section 5 sets out the County's additions, insertions, deletions and changes.
Drip edge
Required — Drip edge is required at eaves and rake edges of shingle roofs (IRC R905.2.8.5). The County adopted the 2021 International Residential Code via Sections 4 and 5 of its Amendments to the 2021 Residential One- and Two-Family Dwelling Code; that instrument, read in full, does not amend R905.2.8.5, so the code's drip-edge requirement stands as enacted local law.
About drip edge
Ice & water shield
Not required — The County's amendment to IRC Table R301.2 inserts "Ice Shield Under-Layment - Not required." (Amendments to the 2021 Residential One- and Two-Family Dwelling Code, Section 5.)
About ice & water barrier
Impact-resistant roofing
Not required — The County's Amendments to the 2021 Residential One- and Two-Family Dwelling Code (Sections 4 and 5, 26 pages, including the Table R301.2 insertions and Appendix E and J notes) were read in full. Counts across the whole instrument: "UL 2218" 0, "Class 4" 0, "impact" 0, "hail" 0. The amendments change no provision of IRC Chapter 9 (Roof Assemblies), so no impact-resistant roof covering is required by local law.
Wind design criteria
The County's amendment to IRC Table R301.2 inserts "Wind Speed 105 mph," with a ground snow load and roof snow load of 20 psf and Seismic Design Category C. The County also deletes Exceptions 1 and 2 of IRC Section R802.11 (roof tie-down).
Roof layer limit / recover
Base-code rule, read at 2021 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. The County's amendments to the 2021 IRC, read in full, do not touch Sections R907 or R908.
Deck & sheathing requirements
The County amends the IRC wood structural panel sheathing table: "R503.2.1.1 (1) Plywood Sheathing Table. Delete 3/8 from Roof and 19/32 and 5/8 from Sub floor."
Sales & use tax
The combined sales tax rate in unincorporated Franklin County is 6.475% (the use tax rate is the same), per the Missouri Department of Revenue's Jurisdiction and Total Rate Database for the fourth quarter of 2026 (jurisdiction code 00000-071-000). Cities inside the county add their own rates. The same table lists 12 smaller rate areas inside unincorporated Franklin County where special taxing districts (ambulance, community improvement and fire protection districts among them) add tax, at a combined sales rate of 6.85% to 7.975%. Missouri's own state rate is 4.225%; the rest is local. For a re-roof, 12 CSR 10-112.010(1) provides that "a contractor is the final user and consumer of the materials and supplies used and consumed in fulfilling a construction contract and which become part of a completed real property improvement," so the roofer pays tax when it buys the materials. Under 12 CSR 10-112.010(2)(A), "In general, title passes after installation is complete," and where title passes after attachment the contractor "does not collect tax on its transfer of ownership or title of the item."
