City of Edwardsville Public Works Department

Building permits in the City of Edwardsville, Illinois, in Madison County, are handled by the City's Public Works Department at 200 E Park St, where building inspectors review permits. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Edwardsville's roofing rules are its own: Ordinance 6742-07-2022, which the City posts on its own site, adopts the 2021 International Residential Code with City amendments, effective January 1, 2023. This listing covers the office's contact details, the City's own statements on code and permits, and the rules state law sets for every Illinois roofer.

  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
Permit process note
The City publishes a Roof Permit Application that asks for the estimated cost of work, the scope of work and type of roof, and the roofing contractor's "Roofers License #," and says "Please provide a copy of your Illinois roofing contractor's license and government issued photo ID." It says "Illinois law requires all roofing work to be performed by state licensed roofing contractors. An exception is if a property owner is performing roofing on their own personal property." It adds "PERMITS ARE PROCESSED IN THE ORDER IN WHICH THEY ARE RECEIVED" and "PERMIT CARD MUST BE POSTED ONSITE," and notes that approval from a homeowner's association or the Historic Preservation Commission may also be needed. Ordinance 6742-07-2022 deletes the IRC's building permit exemptions: "Section R105.2 Work exempt from permit. Delete Buildings - exemptions 1 - 10." Neither document says in terms whether a roof replacement needs a permit, so this listing does not state a yes or no answer for a re-roof.
Adopted code
THE 2021 INTERNATIONAL RESIDENTIAL CODE WITH CITY AMENDMENTS, BY ORDINANCE 6742-07-2022, EFFECTIVE JANUARY 1, 2023. The City's codes page says "On July 7, 2022, City Council approved updating the following building codes. The updated International Codes will be in effect starting January 1, 2023," and lists "2021 International Residential Code with amendments (effective 1/1/2023)." The ordinance, adopted July 5, 2022 and posted on the City's site, amends Section 18-421 of the City Code to adopt "the International Residential Code, 2021 Edition, with City amendments." Its amendments in Section 18-422, read in full for this record, insert the City's Table R301.2(1), make fire sprinklers optional in one- and two-family dwellings and townhouses, delete the IRC's building permit exemptions and delete the plumbing chapters; none touches the IRC's roofing chapter. The rest of Chapter 18 of the City Code was not read.
Ice & water shield
Not required — NOT REQUIRED BY THE CITY'S DESIGN TABLE. The Table R301.2(1) that Ordinance 6742-07-2022 inserts into the 2021 International Residential Code answers the "Ice Shield" column "No." This rests on the enacted ordinance text as the City posts it. About ice & water barrier
Wind design criteria
The City's Table R301.2(1), inserted by Ordinance 6742-07-2022, gives a wind speed of "114 mph Topo effect No," a ground snow load of "20 lbs/sf," seismic design category C, weathering "Severe," a frost line depth of "40 inches," a winter design temperature of 8 degrees, an air freezing index of 1000 and a mean annual temperature of 55. The table states no wind exposure category.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Edwardsville job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.
