City of Effingham Building Official's Office

No, Effingham, IL does not require a permit for like-for-like roof replacement (City of Effingham Building Official's Office). THE CITY SAYS ROOFING AND RE-ROOFING REQUIRE NO PERMIT UNLESS THE RAFTERS ARE AFFECTED. The City's Projects that don’t require a building permit page says, under Roofing, "We don’t require a permit for roofing or re-roofing, but a permit may be required if the structure (rafters) is affected." The same page says "Even if a permit is not required, your project still needs to be inspected and follow all building codes and regulations." The City's enacted amendment to IRC Section R105.2, "Work exempt from permit," does not name roofing in its list of exempt building work, and amended Section R105.1 requires a permit for anyone who intends to "construct, enlarge, alter, repair, move, demolish or change the occupancy of a building," so a roofer whose job reaches the roof framing should confirm with the Building Official's Office. The office is reached at (217) 342-5300 extension 5005.

Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. Adopted code
THE 2024 INTERNATIONAL RESIDENTIAL CODE WITH CITY AMENDMENTS, PER THE AMENDMENT TEXT THE CITY POSTS. The City's Construction rules and regulations page says "Beginning January 1, 2025, the City of Effingham has adopted new building and fire safety codes" and lists "International Residential Code, 2024 with amendments." The City's posted copy of its 2024 International Residential Code Amendments says "Effective January 01, 2025, Article II of Chapter Seven of the Municipal Code of Effingham, Illinois, is hereby repealed and replaced," adopts by reference "the International Residential Code For One- and Two-Family Dwellings, 2024 Edition," and sets out the City's changes in Section 7-18. Those changes amend Chapters 1 through 4, delete Chapter 11 and the plumbing and electrical parts, and amend Chapters 42 and 44 and Appendix F; none amends Chapter 9, the IRC's roof assemblies chapter, so the IRC's own roofing provisions apply as published.
Ice & water shield
Required — REQUIRED, PER THE CITY'S AMENDED DESIGN TABLE. The City's amended Table R301.2(1), Climatic and Geographic Design Criteria, in its posted 2024 International Residential Code Amendments, marks ice barrier underlayment required with a YES. This rests on the amendment text as the City posts it on its own site. About ice & water barrier
Wind design criteria
The City's amended Table R301.2(1), Climatic and Geographic Design Criteria, in its posted 2024 International Residential Code Amendments, sets a ground snow load of 20, a wind speed of 90 mph, no topographic effects, no special wind region and no windborne debris zone, seismic design category C, severe weathering, a 36 inch frost line depth, a winter design temperature of -4, and ice barrier underlayment required. The table does not state units for the snow load.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Effingham job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.

Building permits in the City of Effingham, Illinois, in Effingham County, are handled by the City's Building Official's Office at City Hall, 201 E. Jefferson Avenue. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Effingham's roofing rules are its own: Article II of Chapter Seven of the City's Municipal Code, effective January 1, 2025, adopts the 2024 International Residential Code with City amendments. The City says it does not require a permit for roofing or re-roofing unless the rafters are affected; this listing covers the office's contact details, the City's own statements on code and permits, and the rules state law sets for every Illinois roofer.
