- state_level: A ROOFING CONTRACTOR LICENSE, WITH NO DOLLAR THRESHOLD. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Two license classes exist under 2(h)-(i): a limited license for roofing residential properties of 8 units or less, and an unlimited license. 225 ILCS 335/5(a-3): a municipality or county that requires a building permit "may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State." Licensure requires public liability and property damage insurance, workers' compensation coverage, an unemployment-insurance account in good standing, and passing an examination (225 ILCS 335/3(2)). The Village's own Re-Roof Residential Single Family permit guide requires a copy of the State roofing license as a permit attachment. This Act is scheduled for repeal January 1, 2031 under the Regulatory Sunset Act, a recurring sunset date rather than a current expiration.
- city_level: A SEPARATE, LOCAL VILLAGE CONTRACTOR REGISTRATION, independent of the state roofing license. The Village's Statement of Acknowledgement for residential asphalt shingle re-roofing states plainly that "Roofing contractor needs both Village of Arlington Heights Contractor's License and State Roofer's License." The Village's own Register as a Contractor page states that contractor registrations are submitted online through its Civic Access system; general contractors are not required to carry a certificate of insurance or a surety bond (surety bonds apply only to demolition/excavation contractors, at $20,000, and sewer contractors, at $10,000); most contractor categories pay an annual registration fee of $130 (or $65 for a half-year starting in July); and all contractor registrations expire December 31 of each calendar year regardless of bond term or any state or other municipal license the contractor also holds. This is an independent local credential with its own fee and expiration date, not merely a filing of the state license.
Permit process note
The Village's Building & Life Safety Department maintains a stand-alone permit type, "RE-ROOF RESIDENTIAL SINGLE FAMILY" (its own application guide, revised October 2025), covering a house and its garage together. Permits are applied for online through the Village's Civic Access portal; required contacts are the applicant, a licensed roofing contractor, and the owner. Required attachments include the contractor's proposal, a signed "Statement of Acknowledgement for Residential One- and Two-Family Dwelling Asphalt Shingle Re-Roof Requirements," and a copy of the roofer's State of Illinois roofing license. This is processed as an over-the-counter permit, typically issued within one day, except that any skylight work adds up to five business days of review. On completion, the contractor and permit holder must sign and return a "Single-family Residential Roofing Installation Affidavit" (revised April 2024) certifying the work conformed to the 2018 IRC as adopted and amended by the Village, with the State of Illinois license number recorded, before the permit is closed out. No minimum project area, valuation, or repair-versus-replacement threshold is stated anywhere in these materials; the permit and its acknowledgement form apply to the reroofing job as such.

The 2018 International Residential Code for One- and Two-Family Dwellings, adopted by Municipal Code Section 23-201 and modified by Section 23-202 (Chapter 23, Article II), codified through Ordinance No. 2026-27 (enacted June 15, 2024) per the Village's current Municode supplement; the Chapter 23 IRC-adoption article itself carries a footnote citing Ordinance No. 2021-056 as an amending instrument. Section 23-202, read in full (14,035 characters), amends R101.1, R101.2, R105.2 (work exempt from permit), several R109 and R110 inspection and certificate provisions, R112 (deletes the Board of Appeals section), Table R301.2(1) climatic and geographic design criteria, R302.14, and R802.3 (ridge). It contains no amendment to R905 (roof coverings), R806 (roof ventilation, apart from a cross-reference in the Village's own acknowledgement form), R803 (roof sheathing), or R908 (reroofing); those base 2018 IRC provisions apply unmodified in the Village. This record does not adjudicate any two-year gap in enforcement of a roofing permit requirement before 2021 -- codified text shows only the current, currently-enacted rule, and no prior superseded version of Chapter 23 was located to confirm or date such a gap independently; the current requirement is stated as current, sourced to the Village's own live permit materials and codified ordinance.

Required — Section 23-202 (read in full) does not amend R905.2.8.5, Drip edge, of the 2018 IRC, so the base code's drip edge requirement for asphalt shingle roofs applies unmodified in the Village.

Ice & water shield
Required — The Village's own local amendment to Table R301.2(1), Climatic and Geographic Design Criteria (Section 23-202), inserts the entry "Ice Barrier Underlayment Required" as "Yes." The Village's Statement of Acknowledgement for residential asphalt shingle re-roofing adds that roof extensions must be underlayed with ice/water shield to a point two feet past the inside of the wall, and valleys require a three-foot-wide ice/water underlayment strip.

Impact-resistant roofing
Not required — Section 23-202, read in full, contains no occurrence of "hail," "UL 2218," "Class 4," or "Class IV." Illinois statute and administrative rule likewise carry no such requirement statewide (the single "Class 4" hit in the state's Roofing Industry Licensing Act is a Class 4 felony penalty provision, unrelated to impact rating). No UL 2218 impact-resistance mandate is established at either the state or the Village level for this jurisdiction.
Repair permit threshold
No dollar-value or square-footage threshold appears in the Village's own Re-Roof Residential Single Family permit guide or its Statement of Acknowledgement: the permit and the acknowledgement's nine roofing requirements apply to the reroofing job regardless of size. Municipal Code Section 23-202 (read in full) amends R105.2, Work Exempt From Permit, of the 2018 IRC by deleting six of the Building category's listed exemptions outright and narrowing a seventh, but roof covering work is not named among either the items deleted or the items retained -- there is no local threshold statement to report either way for a reroof.
Wind design criteria
The Village's own local amendment to Table R301.2(1) (Section 23-202) sets: Wind Design Speed 115 mph; Topographic effects No; Special wind region No; Windborne debris zone No; Ground Snow Load 25 psf; Seismic Design Category A. The table amendment does not state whether 115 mph is an ultimate (ASCE 7 strength-level) or nominal (allowable-stress) design wind speed; the 2018 IRC's own Table R301.2(1) default basis is the ultimate design wind speed, and nothing in Section 23-202 changes that basis.
Roof layer limit / recover
Section 23-202 amends nothing in R908 of the 2018 IRC, so the base code's R908.3.1.1 "Roof recover not allowed" governs: a roof recover is not permitted where the existing roof has two or more applications of any type of roof covering, among other conditions unrelated to layer count (a water-soaked or deteriorated existing covering, or an existing slate, clay, cement or asbestos-cement tile covering). The Village's own Statement of Acknowledgement for residential asphalt shingle re-roofing restates this directly: "New roof coverings shall not be installed without first removing existing roof coverings when the existing roof has two or more applications of any type of roof covering," which agrees with the base 2018 IRC rule.
Deck & sheathing requirements
Section 23-202, read in full, does not amend R803 (roof sheathing) of the 2018 IRC and contains no occurrence of "sheathing"; the base 2018 IRC roof sheathing provisions apply unmodified in the Village.
Sales & use tax
Illinois does not tax the reroofing job itself; it taxes the roofing contractor's purchase of materials, and repair and replacement are taxed identically (86 Ill. Adm. Code 130.1940(a)(3), defining "construct" to include "repair"). The state Retailers' Occupation Tax base rate is 6.25% (86 Ill. Adm. Code 130.101(c)(1)). The combined rate that actually applies is the rate where the materials are purchased or where the contractor's place of business is located, NOT the rate at the job address (86 Ill. Adm. Code 130.2075(b)(3)). The Illinois Department of Revenue's own General Merchandise ordinance-rate file (the machine-readable dataset behind its MyTax Illinois Tax Rate Finder) lists the Village of Arlington Heights at a combined general-merchandise rate of 10.25% for its Cook County address range and 8.25% for its Lake County address range, both effective 2026-08-01. A roofer should confirm the current figure for a specific supplier or business address with the Department's Tax Rate Finder rather than relying on the job-site address.
