No, Borough of Alpine, NJ does not require a permit for like-for-like roof replacement (Borough of Alpine - Building Department). No permit is needed under state law to reroof a detached one- or two-family house; a townhouse, other attached dwelling or any other building in Alpine needs one from the Borough's Building Department. Where a roof permit is required, Section 97-4 of the Borough Code sets the building subcode fee "For renovations, alterations, roofs, siding and repairs" at "$40 per $1,000 of estimated cost of the work, provided that the minimum residential fee shall be $100," and for commercial work "$60 per $1,000 of estimated cost of the work, provided that the minimum commercial fee shall be $200." The department's Construction Department Guidelines say "PERMITS ARE REQUIRED FOR ALL CONSTRUCTION IN THE BOROUGH OF ALPINE" and "ALL FEES MUST BE PAID - CHECKS ONLY." There is no online portal: "UCC Permit Applications may be obtained in the Alpine Building Dept." or from the State's forms page, with the building technical section "UCC F110- Building Subcode Technical Section - 4 copies required." The office is open "Monday - Friday 9:00 am - 3:30 pm" at (201) 784-2900, extension 222, the Borough Hall number with the Building Department's extension; "The Construction Official is available by appointment only or by email [email protected]," and "Inspections by Appointment only." For an inspection the department asks for the "Permit Number, Address & Type of Inspection Required.".

The Uniform Construction Code's permit rule, N.J.A.C. 5:23-2.15(b)9, reads: "If work involves a home improvement performed by a contractor, such contractor shall be registered pursuant to N.J.S.A. 56:8-136 et seq. The registration number of the contractor shall appear on the permit application."
