K.S.A. 50-6,123(a)(1): "No person shall engage in the business of or act in the capacity of a roofing contractor within this state without having a valid registration certificate as required by this act." K.S.A. 50-6,122(a)(1) defines a roofing contractor as any person, including a subcontractor and nonresident contractor, who in the ordinary course of business "Engages in the business of commercial or residential roofing services for a fee" or offers or solicits roofing-related services. Section 50-6,122(a)(2) excludes a person doing demolition or debris cleanup, "a person working under the direct supervision of the roofing contractor and who is hired by such roofing contractor as an employee or day laborer," and an "exempt general contractor," a general contractor meeting the conditions of 50-6,122(e) (among them, that roofing is no more than 50% of the project cost, or that roofing is subcontracted to a registered roofer, and no door-to-door sales). This record does not decide whether a given reader falls inside any exclusion. Under K.S.A. 50-6,128 the annual fee is set by the Attorney General, may not exceed $500, and the certificate expires June 30 each year. Working unregistered carries civil penalties under K.S.A. 50-636 (50-6,123(b)).
  • city_level: Section 2-204(e) of the Code of the City of Abilene, Kansas states: "All roofing contractors must register with the City of Abilene and obtain a license to operate as a roofing contractor in the City of Abilene." The license is renewed annually, with fees as prescribed in section 1-310. The same subsection states: "All roofing contractors must show proof of certification through the State of Kansas Attorney General's office." No person may engage in business as a roofing contractor "without filing with the City evidence of a current policy of public liability insurance" in the amounts of $300,000 for bodily injury liability, $300,000 for loss, destruction or injury of property, and $300,000 of automobile liability insurance.
Permit process note
Section 2-204(e) of the city code states: "A roof permit shall be required for all projects involving the removal and replacement of roofing materials." It adds: "A new permit shall be required for each separate project." The City's roof permit application lists a permit fee of $25.00, asks for the contractor's State Registration Certificate number and the "Number of layers of existing covering," and states: "Work shall not commence until an approved permit has been issued." Its worksheet adds that "Minor repairs (e.g., shingle replacements) may not require a permit."
Adopted code
Section 2-201 of the Code of the City of Abilene, Kansas adopts by reference "The International Residential Code, 2018 Edition, promulgated and published by the International Code Council," excluding all of its appendices, with the City's amendments set out in Section 2-201B (Ord. 3052; Code 2014; Ord. 3437). The same section adopts the 2018 International Building Code and the 2018 International Existing Building Code.
Drip edge
Required — Drip edge is required at eaves and rake edges of shingle roofs (IRC R905.2.8.5). The City adopted the 2018 International Residential Code via Section 2-201 of the Code of the City of Abilene, Kansas, with amendments at Section 2-201B; that instrument, read in full, does not amend R905.2.8.5, so the code's drip-edge requirement stands as enacted local law. About drip edge
Mid-roof inspection
Not required — The City's roof permit handout, "Specifications and Inspections, Roof Permits," lists one required inspection: "Upon completion of the project." Its worksheet also asks for an initial inspection of the roof deck and materials before work begins on a full replacement, and says "Certain roofing projects may require a mid-project inspection, particularly for extensive structural work or unique materials." A mid-roof inspection is therefore not a standing requirement for an ordinary re-roof.
Impact-resistant roofing
Not required — Article 2, Building Code, of Chapter II of the Code of the City of Abilene, Kansas, read in full (Sections 2-201 through 2-218, including the International Residential Code amendments at Section 2-201B, items (1) through (28)). Counts across that whole article: "UL 2218" 0, "Class 4" 0, "impact" 0, "hail" 0. The amendments change no provision of IRC Chapter 9 (Roof Assemblies), so no impact-resistant roof covering is required by local law.
Roof layer limit / recover
Base-code rule, read at 2018 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. The City's amendments to the 2018 IRC (Section 2-201B) do not touch Sections R907 or R908, and the City's own roof permit handout repeats the rule: new residential roof coverings shall not be installed without first removing existing roof coverings "Where the existing roof has two or more applications of any type of roof covering."
Sales & use tax
Abilene's combined sales tax rate is 9.35% (Kansas state 6.5% + Dickinson County 1.75% + City of Abilene 1.1%), per the Kansas Department of Revenue's Pub. 1700 jurisdiction rate table effective October 1, 2026. Pub. 1700 also lists 6 special districts inside the city (community improvement, transportation development or STAR bond districts); 6 of them carry a higher combined rate at their listed addresses. Per KDOR Pub. KS-1525, "Services performed to install or apply tangible personal property are exempt from sales tax when the services involve the original construction, reconstruction, restoration, remodeling, renovation, repair or replacement of a residence," so residential re-roof labor is exempt. Materials are not: contractors "are considered to be the final user or consumer of the materials they install for others, and must pay Kansas sales or use tax on them."

The City of Abilene Community Development Department issues building permits in the City of Abilene, Kansas (Dickinson County), from 419 N. Broadway.
