Registration details
  • state_level: A KANSAS ROOFING CONTRACTOR REGISTRATION CERTIFICATE FROM THE ATTORNEY GENERAL. K.S.A. 50-6,123(a)(1): "No person shall engage in the business of or act in the capacity of a roofing contractor within this state without having a valid registration certificate as required by this act." K.S.A. 50-6,122(a)(1) defines a roofing contractor as any person, including a subcontractor and nonresident contractor, who in the ordinary course of business "Engages in the business of commercial or residential roofing services for a fee" or offers or solicits roofing-related services. Section 50-6,122(a)(2) excludes a person doing demolition or debris cleanup, "a person working under the direct supervision of the roofing contractor and who is hired by such roofing contractor as an employee or day laborer," and an "exempt general contractor," a general contractor meeting the conditions of 50-6,122(e) (among them, that roofing is no more than 50% of the project cost, or that roofing is subcontracted to a registered roofer, and no door-to-door sales). This record does not decide whether a given reader falls inside any exclusion. Under K.S.A. 50-6,128 the annual fee is set by the Attorney General, may not exceed $500, and the certificate expires June 30 each year. Working unregistered carries civil penalties under K.S.A. 50-636 (50-6,123(b)).
  • city_level: The city's "Do I Need a Permit?" sheet states: "When you hire a contractor to work on your home or property, the contractor must carry a City of Augusta license and have a minimum of $300,000 general contractors' liability insurance coverage," and names roofing among the trades where the Inspection Department has seen unlicensed work. It adds: "It is the responsibility of the contractor to obtain the permits through the City Inspection Department before the contractor starts work on the job."
Adopted code
Augusta City Code Section 4-201 states: "The code known as the International Residential Code, 2003 Edition, recommended by the International Code Council, Incorporated, is hereby incorporated by reference herein and made a part of this article" (Ord. 1868), with the amendments, additions and deletions in Sections 4-202 through 4-204. The online code is stated to be current through Ordinance No. 2266, adopted May 18, 2026.
Impact-resistant roofing
Not required — Augusta City Code Chapter 4, Article 2, Sections 4-201 through 4-213, which incorporates the International Residential Code, 2003 Edition (Section 4-201) and lists every local amendment, addition and deletion to it (Sections 4-202 through 4-204), was read in full. Counts across the article: "UL 2218" 0, "Class 4" 0, "impact" 0, "hail" 0. Its only amendments touch wall water-resistive barriers (R703.2 and Table R703.4), fee, appeal and penalty cross-references, fences, and the R105.2 exemptions for fences and sidewalks; none reaches roof coverings, so it sets no impact-resistant roofing requirement.
Repair permit threshold
The city's "Do I Need a Permit?" sheet lists "Roofing (over 200 square feet)" among the projects that require a permit; roofing work of 200 square feet or less is not on that list.
Sales & use tax
Augusta's combined sales tax rate is 8.5% (Kansas state 6.5% + Butler County 0% + City of Augusta 2%), per the Kansas Department of Revenue's Pub. 1700 jurisdiction rate table effective October 1, 2026. Pub. 1700 also lists 3 special districts inside the city (community improvement, transportation development or STAR bond districts); 3 of them carry a higher combined rate at their listed addresses. Per KDOR Pub. KS-1525, "Services performed to install or apply tangible personal property are exempt from sales tax when the services involve the original construction, reconstruction, restoration, remodeling, renovation, repair or replacement of a residence," so residential re-roof labor is exempt. Materials are not: contractors "are considered to be the final user or consumer of the materials they install for others, and must pay Kansas sales or use tax on them."

The City of Augusta's Community Development Department, through its Inspection & Codes division, issues building permits in the City of Augusta, Kansas (Butler County), from 110 E. 6th Avenue. The city's code incorporates the International Residential Code, 2003 Edition. This listing covers the office's contact details, the Kansas roofing contractor registration rule and the local sales tax rate, and the code facts quoted below; it does not cover every local permit rule.
