THE 2021 INTERNATIONAL RESIDENTIAL CODE (WITH THE 2024 INTERNATIONAL BUILDING CODE), MANDATORY STATEWIDE UNDER UTAH LAW -- NOT A LOCAL WEST JORDAN ADOPTION, AND CONFIRMED BY THE CITY'S OWN CURRENT STATEMENT. Utah Code 15A-2-103(1): "the following construction codes are incorporated by reference ... (a) the 2024 edition of the International Building Code ... (b) the 2021 edition of the International Residential Code." Utah Code 15A-1-204(1)(a): "The State Construction Code is the construction codes ... that the state and each political subdivision of the state shall follow." 15A-1-204(1)(b)(ii)(A) reaches an existing building whose owner is "voluntarily engaged in ... the repair, renovation, remodeling, alteration, enlargement, rehabilitation, conservation, or reconstruction of the building." West Jordan's own Building & Safety Division Design Criteria page (last revised 07/2026) independently states: "BUILDING CODES: The Building Division enforces the following building codes with State of Utah amendments. 2024 International Building Code (including Appendices C & J), 2021 International Residential Code (including Appendix AQ) ... City of West Jordan - Title 10 Building Regulations." The City's own local Title 10 layered on top of the state code was not independently reachable this session: its code host, codelibrary.amlegal.com, returned an access-denied response rather than content. The only codified local IRC Chapter 9 amendments the Legislature has authorized anywhere in Utah (Title 15A, Chapter 4, Part 2) apply to Park City and Sandy City only, both wildfire wood-roof or ignition-resistant construction provisions, and neither names West Jordan. Separately, Utah Code 65A-8-203(9)(a) (enacted by HB 48, effective 2026-01-01) requires every municipality to "adopt and enforce" the 2006 Utah Wildland Urban Interface Code (adopted at 15A-2-103(2)) in any area it designates as wildland-urban interface; nothing self-executes and no statewide registry of adopting jurisdictions exists, so this record does not establish whether West Jordan has declared a UWUIC zone under Section 301. Dated change, read 2026-09-23 in the enrolled bill and in the codified Title 15A Chapter 2: H.B. 41 (2026 General Session, Laws of Utah 2026 Chapter 386) will take effect on January 1, 2027 for Utah Code 15A-2-103, whose Subsection (2) then reads "the Legislature adopts the 2024 edition of the International Wildland-Urban Interface Code, issued by the International Code Council" in place of the 2006 Utah Wildland Urban Interface Code "that may be adopted by a local compliance agency by local ordinance or other similar action as a local amendment". The same act enacts Section 15A-3-1101, which amends that code's Section 302.1 and deletes its Section 602. Section 65A-8-203(9)(c), in its current codified text, provides that where "the state adopts a different wildland urban interface building standard", a county or municipality "has two years from the date the state adopts the different wildland urban interface building standard to adopt the appropriate wildland urban interface building standard." This record does not decide how Subsection (9)(a), which still speaks of an edition of the Utah Wildland Urban Interface Code, reads against the 2027 text, or what the 2024 code requires of a reroof. The City's own newsroom article (January 21, 2025) states publicly: "Is West Jordan vulnerable to a wildfire disaster? Thankfully, we sit well insulated from the wildland-urban interface." That is disclosed as the City's own public statement about its wildfire exposure, not as a Section 301 zone finding either way.

  • state_level: A roofing contractor in Utah must hold a state specialty contractor license before engaging in that trade anywhere in the state. Utah Code 58-55-301(1)(a): "A person engaged in the construction trades licensed under this chapter, as a contractor regulated under this chapter ... shall become licensed under this chapter before engaging in that trade or contracting activity in this state unless specifically exempted." Utah Admin. Code R156-55a-301ai defines the "S280 - Roofing Contractor" specialty classification, covering the application and installation of "asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate," any material attached to the roof, and roof conversion; a B100 General Building Contractor or R100 Residential and Small Commercial Contractor may also self-perform this scope. A person doing repair, remodeling or addition work valued under $7,000 including both labor and materials is exempt from licensure (58-55-305(1)(h)(i)); above $3,000 in total project value, an unlicensed exempt person must first file a one-time affirmation with the Division that they carry liability (and, if applicable, workers' compensation) insurance (58-55-305(1)(h)(ii)(H)). Roofing is not among the trade categories Utah law carves out of licensure (electrical, plumbing, gas appliances, water-based fire protection, alarms, HVAC and radon are the named exclusions).
