Minden adopts its building codes at section 14-51 of the Code of the City of Minden, in Chapter 14, Buildings and Building Regulations, Article III. The section provides that the mayor and city council adopt, "for the purpose of prescribing regulations governing the erection, construction, enlargement, altercation, repair, moving, removal, conversion, demolition, occupancy, equipment, use, height, area and maintenance of buildings or structures in the city, that certain codes known as the International Building Code (striking sec. 903) and the International Residential Code for One- and Two-Family Dwellings, published by the International Code Council, being the 2018 edition (striking sec. R313) or the most current edition on file in the office of the city clerk." So the residential code for a Minden house is the 2018 International Residential Code with its fire-sprinkler section R313 taken out, and the commercial code is the 2018 International Building Code with its automatic fire-suppression section 903 taken out. Neither strike touches a roof. TWO POINTS OF IMPRECISION IN THE CITY'S OWN TEXT THAT A ROOFER SHOULD KNOW BEFORE QUOTING A SECTION NUMBER, BOTH REPORTED HERE WITHOUT BEING RESOLVED. First, the adopting section names the 2018 edition and then adds "or the most current edition on file in the office of the city clerk", so the text names a dated edition and an open-ended alternative in the same sentence, and the clerk's shelf rather than the ordinance decides which applies. The codified adopting trail runs Ord. No. 1156 of 5-17-10, Ord. No. 1203 of 8-20-15, Ord. No. 1227 of 9-18-17, Ord. No. 1254 of 5-17-21 and Ord. No. 1292 of 6-17-24, so the section has been revisited as recently as 2024. Second, the surrounding sections still speak of the previous code. Section 14-52 opens "Any person desiring a permit required in the Uniform Building Code", and section 14-56, the amendment section, reads in full: "The code adopted in this article is amended and changed in the following respects: Part IV is deleted. Section 304 is amended to provide that building permit fees shall be in the amount as shall from time to time be determined by the mayor and city council by resolution." Section 304 is a Uniform Building Code fee section, and the editor's note under section 14-51 records that the title of that section was changed from "Adoption of Uniform Building Code" to "Adoption of International Building Code" by Ord. No. 1156 in 2010. So the amendment section is legacy text carried across the change of code and its numbering does not match the codes now adopted. Ask the Building Inspector at City Hall which text the City applies before relying on either.

Minden takes building permit applications at City Hall, 325 North Colorado Street, PO Box 239, Minden, Nebraska 68959, on 308-832-1820 or [email protected], and offers both a printed form and an online portal submission. The review path is set out in section 14-52 of the Code: the application goes to the mayor and council on a form furnished by the city clerk, "the building permit application will be reviewed by the city building inspector and any other department of the city to whom the building inspector refers said application", and if the inspector finds it meets all city requirements the inspector issues the permit. Where it does not, the inspector may deny it or refer it to the board of adjustments for a variance, and may refer it to any other commission or department. The same section requires the inspector to report all permits issued to the city council at least monthly, so a Minden permit is a matter of public record on the council agenda. Section 14-53 makes the building inspector the enforcement officer for the adopted codes, and section 14-57 gives a right of appeal to the city council within thirty days where the inspector refuses a permit or where it is claimed the code has been misconstrued. Permit fees are set by council resolution under section 14-56 rather than fixed in the Code. The City lists the Application to Demo or Raze a Structure separately from the building permit, both with an online portal option, and routes several other permits through the City Clerk rather than Code Enforcement.
