Kearney City Code section 9-210 ("International Building Code; Adoption") adopts "the building code known as the 'International Residential Code, 2021 Edition and the International Building Code, 2021 Edition' recommended by the International Code Council, and the whole thereof except such portions as are hereinafter deleted, modified or amended," and applies it "within the corporate limits of the City and within two (2) miles thereof." The current editions came in by Ordinance No. 8593, section 2, adopted August 9, 2022. Section 9-211 adopts the 2021 International Property Maintenance Code (Ord. No. 8593, section 3) and section 9-213 the 2018 International Energy Conservation Code (Ord. No. 8484, adopted April 27, 2021, effective October 1, 2021). Kearney's local amendments are codified separately at sections 9-301 (International Building Code) and 9-302 (International Residential Code). Note section 9-212, which provides that subsequent editions of the International Building Code and International Property Maintenance Code are adopted "upon the approval thereof by the Council and the filing of one (1) copy thereof in the office of the City Clerk" -- so a later edition takes effect only on a further Council act, not automatically. Statewide context for a roofer working outside Kearney: Neb. Rev. Stat. 71-6403 adopts the 2018 International Residential Code (except section R313 and chapters 25 through 33) as the Nebraska state building code, and under 71-6406(1)(b) that state code applies in any county, city or village that has not adopted a local code, except for construction on a farm or for farm purposes.

Register before you start, then apply online. Kearney's Building Services Division states that "All plumbers, electricians and building contractors performing work in the City's jurisdiction are required to register with the Building Services Division prior to starting work," and City Code section 9-206 puts it in ordinance: "anyone applying for a building permit shall be considered a building contractor and shall be registered with the City. Homeowners working on their primary residence shall not be considered a building contractor." Section 9-207 allows the City to suspend a contractor's registration for continued code or zoning violations until the violations are corrected. Applications and plan review run through the City's CitizenServe portal, which Building Services links from its own Building Information page. The roofing permit is priced on the City's Development Services Fee Schedule at the minimum permit fee, and section 9-302 item (6) doubles the fee where the work starts before the permit issues. A separate point that catches out-of-town crews: section 9-201 applies this code not only inside the city limits but "within two (2) miles thereof," so a job just outside Kearney can still be a Kearney permit.
