Hail belt

Yes — a permit is required to replace a roof in Hobbs, NM, issued by City of Hobbs, New Mexico - Building Safety & Permitting Services (Building Inspections, Planning/Engineering Department). Building Inspections is a unit of the Planning/Engineering Department at 200 E. Broadway St, Hobbs, NM 88240; phone (575) 391-8158, fax (575) 391-3061, email [email protected]. Staff named by the City: Scott Shed, Building Official; James Colvert, Building Inspector; Bo Williams, Electrical Inspector; Alex Aguirre, Plumbing/Mechanical Inspector; Mellisa Serrano, Building Inspections Administrative Assistant. Residential re-roofs do not require a counter visit by a licensed contractor: Hobbs runs an "OVER THE COUNTER-CALL-IN PERMIT PROGRAM" for residential work, "Contractors Only," whose building-permit column lists "REROOF PERMITS - See: ReRoof Guidelines" alongside window replacement. The published call procedure is that the "Permit application must be filled out and sent to [email protected] or: fax to 575-391-3061. If a permit application is not available, please call our office to receive the application needed. Our office will call for payment. Please print a copy of the approved permit and keep on the job site, along with any drawings, code instructions & manufactured specifications used for inspections." The City describes the general permit sequence as visit or call the Code Official, submit the application, wait during review ("The majority of residential permit applications are processed without delay and commercial permits are processed 1-10 working days"), receive results, receive the permit and arrange inspection visits, with the permit posted at the site. Inspection scope is set by state code, not a local schedule: Sec. 15.04.030(B) provides that "All work from which a permit is required shall be subject to inspections by the Building Inspections Department. The minimum inspections required shall be as stated in the current New Mexico Building Code." Permit fees are valuation-based under Sec. 15.28.010 and cover materials and labor; a re-inspection fee applies under Sec. 15.28.070 and an investigation fee for work started without a permit under Sec. 15.28.060. Jobs outside the city limits but inside the extra-territorial zone need a Lea County address and new-construction application approved by Lea County before Hobbs will issue a permit. Hobbs does not publish an online permit-application portal; applications are submitted by email or fax and payment is taken by phone. Hobbs, New Mexico sits in one of the country's most hail-prone regions. This hub aggregates Hobbs's roofing permit and contractor-registration requirements and impact-resistant material options — every fact linked to its sourced directory record.

Roofing permits & building code in Hobbs

Roofing permit and contractor-licensing rules in Hobbs are set locally by City of Hobbs, New Mexico - Building Safety & Permitting Services (Building Inspections, Planning/Engineering Department). New Mexico licenses roofing contractors at the state level through the Construction Industries Division, which issues a dedicated GS-21 “Roofing” classification under 14.6.6 NMAC requiring two years of foreman-level experience — roofing is also authorised inside the general GB-2 residential and GB-98 building classifications, which subsume the specialty scopes — and every CID licensee carries a flat $10,000 statewide surety bond under NMSA 1978 § 60-13-49, with no roofing-specific variance and no dollar threshold below which the licence stops applying; permitting is the part that varies, because New Mexico’s default is state permitting by CID and a city issues its own building permits only while it employs a certified building official — always confirm the current requirements with the authority before starting work.

Adopted building code
Two instruments stack, and both must be read together. STATE LAYER: the 2021 New Mexico Residential Building Code, 14.7.3 NMAC, adopted at 14.7.3.8: "This rule adopts by reference the 2021 International Residential Code, as amended by this rule." Its stated objective at 14.7.3.6 is "to establish minimum standards for the general construction of residential buildings in New Mexico" - a floor, not a ceiling, so a New Mexico municipality may add to it but may not fall below it. Under 14.7.3.5 the rule took effect July 14, 2023 and after December 14, 2023 permits may be issued only under it; statutory authority is NMSA 1978 §§ 60-13-9 and 60-13-44. CITY LAYER: Hobbs adopts that state rule directly rather than a separate model code. Hobbs Municipal Code Sec. 15.04.010 (Building Codes) provides: "Articles 14.7.2 and 14.7.3 of the New Mexico Administrative Code, as amended from time to time, commonly cited as the Commercial Building Code and the Residential Building Code which encompasses the International Building Code, are hereby adopted as the City's Building Codes. A copy of the articles shall be available for inspection at the office of the City Clerk during the normal and regular business hours of the City Clerk." The same section separately adopts NMAC 14.10.4 (electrical) and NMAC 14.8.2, 14.9.2, 14.9.6 and 14.8.3 (plumbing, mechanical, solar energy, and swimming pool/spa/hot tub) as the City's plumbing and mechanical codes, and Sec. 15.04.020 makes the adopted building code enforceable by "the Building Official or authorized agent," in conjunction with the Fire Marshal under the International Fire Code, 2021 Edition as adopted in Chapter 8.32. Because Sec. 15.04.010 adopts the NMAC articles "as amended from time to time," the current 2021 New Mexico Residential Building Code applies in Hobbs automatically without a further local ordinance. The City's own Building Safety page independently corroborates the residential edition in force, listing among its current building codes "2021 New Mexico Residential Building Code - Effective Date Jan. 1, 2024" and linking directly to 14.7.3 NMAC. Hobbs Municipal Code Title 15 was read in full (Chapters 15.04 through 15.40) and contains no IRC section-level amendment to the roofing chapters; the local title is administrative (code adoption, definitions, permits and fees, house numbering, building moving, construction-site regulation, signs, floodplain management and landscaping).
Registration details
  • license: STATE LICENSE, administered by the New Mexico Regulation and Licensing Department's Construction Industries Division (CID) under the Construction Industries Licensing Act, NMSA 1978 ch. 60 art. 13. Roofing has its own dedicated specialty classification. 14.6.6.9 NMAC provides, verbatim: "(12) GS-21. Roofing. Requires two years of foreman level practical or related trade experience. Install, alter or repair roof systems on new or existing roof decks to create a weatherproof and waterproof protective membrane, with or without insulation, using asphalt, pitch, tar, sealants, felt, shakes, shingles, roof tile, slate, urethane or any other approved materials including the preparatory work necessary to bring a roof deck or an existing roof to a condition where roofing can be installed, and sealed or repaired; includes cutting, shaping, fabricating, and installing of sheet metal such as cornices, flashing, skylights (excluding alterations to structural framing), roof coatings, gutters, leaders, rainwater downspouts, pans, prefabricated chimneys, at or near roof lines, metal flues, or doing any part of any combination thereof, which relate to and are incidental to roofing projects." Roofing is also subsumed within the general building classifications, so a general contractor doing roofing inside a larger job does not require a separate GS-21. 14.6.6.9.B provides, verbatim: "(1) GB-2. Residential. Requires two years of foreman level practical or related trade experience. Erect, alter, repair or demolish residences and apartment houses accommodating not more than four family units… includes all work described by the GS specialty classifications, provided the work is limited to residential construction as defined under this provision. (2) GB-98. General building. Requires four years of foreman level practical or related trade experience of which at two years must be commercial experience. Erect, alter, repair or demolish residential and commercial buildings, and certain structures; includes all work authorized by the GB-2, GF-5, GF-7 and GS classifications…" BOND: NMSA 1978 § 60-13-49 applies to every classification, GS-21 included, with no roofing-specific variance - "B. Proof of responsibility shall be a bond of ten thousand dollars ($10,000) acceptable to the director and underwritten by a corporate surety authorized to transact business in New Mexico." A municipality may not stack a second bond on top of that one: NMSA 1978 § 60-13-51 provides "No municipality shall require any person or corporation licensed under the provisions of the Construction Industries Licensing Act to file or obtain as a condition of doing business as a licensed contractor within the municipality any additional license bond as proof of responsibility if the person or corporation has met the responsibility requirements of the commission." INSURANCE: workers' compensation coverage is required under the Workers' Compensation Act, and NMSA 1978 § 60-13-23(I) makes "failure to maintain workers' compensation insurance as required by the Workers' Compensation Act" a ground for revocation or suspension of the licence. THRESHOLD: there is no roofing-specific dollar threshold in New Mexico. The only no-licence path is the general casual-work exemption at NMSA 1978 § 60-13-3(D)(14), covering "an individual who works on one undertaking or project at a time that, in the aggregate or singly, does not exceed seven thousand two hundred dollars ($7,200) compensation a year, the work being casual, minor or inconsequential, such as handyman repairs…" - conditioned on the work not being held out as a contracting business (no advertising, annual declaration filed with CID), so it is not a rule that small roofing jobs may be done unlicensed. Owner-builder exemptions at § 60-13-3(D)(10)-(11) cover an individual working on their own owner-occupied dwelling, who must still comply with all codes and obtain all permits. CITY LAYER: Hobbs imposes no contractor licensing of its own, but it does require a business registration. Hobbs Municipal Code Sec. 5.04.030 provides: "There is imposed on each place of business located in the City an annual business registration fee of twenty-five dollars ($25.00) for each calendar year." Sec. 5.04.060 requires that "All persons proposing to engage in business within the municipal limits of the City shall apply for and pay a business registration fee for each outlet, branch or location within the municipal limits of the City prior to engaging in business," renewable before January 31 each year under Sec. 5.04.070, with a $10.00 late fee under Sec. 5.04.080; the application must carry a current State Taxation and Revenue Department taxpayer identification number (Sec. 5.04.090). The registration is keyed to having a "place of business," which Sec. 5.04.020 defines as "a location where business is primarily conducted in a non-temporary structure within the City." The City directs the public to the state licence lookup for contractor verification.
