Town of Blue River - Building Department
The building permit authority for the Town of Blue River, Summit County. The Town runs its own Building Department rather than delegating to Summit County (unlike Dillon and Keystone); the Building Official function is contracted to Charles Abbott Associates (CAA), per the same CAA "[email protected]" model used by several other small Colorado towns. Permits are organized into Type A (new construction/additions/ subdivisions, requiring Planning & Zoning Commission approval), Type B (accessory structures/site work, Building Official approval), and Type C (roofs, siding, windows, interior remodel, plumbing/electrical/ mechanical, approvable by Town staff).
Town of Breckenridge Building Division - Community Development
The building permit authority for the Town of Breckenridge, Colorado. Reroof permits are required and may be applied for in person at 150 Ski Hill Road or through the town's CSS online portal. The town does not license general contractors, but contractors must hold a Town of Breckenridge business license to be listed on a building permit. The town has adopted the 2024 I-Codes, the 2023 NEC, and the 2025 Colorado Wildfire Resiliency Code.
Town of Dillon Community Development
The development permit authority for the Town of Dillon in Summit County. Most development and construction within town limits requires a Town of Dillon Development Permit, and in most circumstances a companion Summit County Building Permit; the town's Development Permit must be applied for and issued before submitting to Summit County, which runs its own separate application process and fee schedule.
Town of Frisco - Community Development Department
The building permit authority for the Town of Frisco in Summit County. Requires a permit for re-roofing, processes permit applications through the Town's CommunityCore online portal, and has contracted its building division's plan review and inspection functions to Comprehensive Building Code Services, LLC since the Town's Building Division was dissolved in August 2024.
Town of Keystone Community Development
The building permit authority for the Town of Keystone, Summit County. Keystone incorporated on February 8, 2024. Per its own site: "Once a development permit is issued by the Town of Keystone, additional building permit(s) may be required for a project. The Town of Keystone uses the Summit County Building Inspection Department for structural, electrical, plumbing and mechanical code review and inspections." A Town of Keystone development permit and town sign-off are still required before/alongside the county-issued building permit. Town of Montezuma - Building Permits
The building permit authority for the Town of Montezuma, a statutory town in eastern Summit County. Building permits are issued by the Town's Building Official under the Montezuma Land Use Code (adopted December 18, 2012; effective January 30, 2013), which adopts, by reference, the uniform construction codes as adopted with amendments by Summit County.
Town of Silverthorne - Community Development Department (Building Division)
