Permit process note
Sec. 500.070/500.080 (2021 IRC as amended) does not list "reroofing" or "re-covering of asphalt shingle roofs" among the R105.2 Work Exempt From Permit "Building" items (the amended list covers only: (1) small detached accessory structures =120 sq ft; (2) fences, which the city's amendment affirmatively states DO require a permit ["All fences require a permit"]; and (11) flatwork other than driveways). No City of Wentzville document was found that either explicitly requires or explicitly exempts a permit for asphalt-shingle re-roofing specifically -- the Building Division's own "Building Permits" page lists a non-exhaustive "Miscellaneous Permits" list (accessory building, deck/ patio cover, driveway, fence, finished basement, pool/hot tub, electric/ plumbing/HVAC, retaining walls over 4', sewer/water, solar, remodels, building additions) that does not include roofing/reroofing, but the page states this list "is not all encompassing." Separately, Resolution No. 23-1953 (10-25-2023) sets workmanship/matching standards for repairs to damaged siding and shingles (see roof_layer_limit note) but does not state a repair-size permit threshold. ESCALATION: roofing_permit_required and repair_permit_threshold are OMITTED for Wentzville rather than guessed -- recommend an architect browser pass to check the SmartGov permit-type list directly or call the Building Division (636-327-5101) to confirm whether asphalt-shingle re-roofing requires a permit.
Adopted code
International Residential Code (IRC), 2021 Edition, adopted by Sec. 500.070 of the Wentzville Municipal Code (Ord. No. 3689, repealed and replaced/most recently amended by Ord. No. 4460, § 1, 1-24-2024), with local amendments in Sec. 500.080 (most recently amended by the same ordinance, 1-24-2024). ESCALATION/EDITION FLAG: the city's separate Resolution No. 23-1953 (adopted 10-25-2023, "Regarding the Policy of the City of Wentzville, Missouri, on Workmanship, Siding Repairs, and Water Resistive Barriers") cites "the 2015 International Property Maintenance Code (IPMC) and the 2015 International Residential Code (IRC)" -- that resolution predates the city's 1-24-2024 adoption of the 2021 IRC/IPMC editions (Sec. 500.070/500.270) by about three months and has not been updated to reference the current editions, even though it remains in effect. Its substantive content (workmanlike-repair standard, damaged plane/elevation matching requirement, fastener specs) does not depend on edition-specific section numbers that are known to have changed, but the citation itself is stale.
Drip edge
Required — Sec. 500.080(34), amending IRC R905.2.8.5 Drip Edge (currently codified, 2021 IRC as amended, most recently amended 1-24-2024): "A drip edge shall be provided at eaves and rake edges of shingle roofs. Adjacent segments of drip edge shall be overlapped not less than 2 inches (51 mm). Drip edges shall extend not less than 1/4 inch (6.4 mm) below the roof sheathing and extend up back onto the roof deck not less than 2 inches (51 mm). Drip edges shall be mechanically fastened to the roof deck at not more than 12 inches (305 mm) o.c. with fasteners as specified in Section R905.2.5. Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges. Exception: Unless the drip edge is specifically required by the manufacturer's installation instructions, metal wrapped fascia extending 1 inch under the roof covering with the underlayment installed over it shall be deemed to meet the requirements of this section." This is a local amendment (adds overlap/deck-extension detail and the fascia exception beyond stock IRC language) -- current and Wentzville-specific.

Numerous stacked CIDs and TDDs push the combined rate substantially higher on specific parcels: e.g. Wentzville Bluffs CID (78442-183-002) and Wentzville Parkway Regional CID (78442-183-011) raise it to 9.4500%; Bear Creek CID + Wentzville Parkway Regional CID (78442-183-001) raises it to 9.9500%; the most heavily stacked parcels found, Crown TDD + Crown CID (78442-183-009) and Junction CID + Junction TDD (78442-183-010), each reach 10.4500%.
