WHERE AND WHICH FORM. The Department of Building and Code Enforcement is at 166 Lincolnway, Valparaiso, IN 46383, on (219) 462-1161, fax (219) 464-4273, email [email protected]. A re-roof is filed on the Residential Alteration and Accessory permit application, one of six standard forms the City publishes, and Roof is a proposed-project box on it. Unlike deck, porch, shed, fence, addition, garage and pool, the Roof box carries no asterisk, so no site plan is required with it. INSPECTIONS are booked on a separate line, (219) 548-4825, with 48 hours notice. PAYMENT is by card through a PayGov portal, which adds a flat one dollar under thirty-three dollars or three percent above it, or in person. FEE BASIS, AND THE LIMIT OF WHAT CAN BE SAID. The City's fees page prices Remodels at five dollars per thousand for the first ten thousand and three dollars per thousand above that, plus an inspection fee of ten percent of the permit fee with a twenty-five dollar minimum and a one hundred and seventy-five dollar maximum, and describes that category as covering alterations, decks, porches, pools, signs and fences. Roof is not named in that list, although roofing is filed on the same application form as decks and fences, which are. So the most likely fee basis is that formula, but the City does not say so and this record does not assert it. No published review or turnaround time was found. Ask when you file.

THE CITY NAMES ITS CODES BUT NOT THE ORDINANCE THAT ADOPTED THEM, AND THAT GAP IS REPORTED RATHER THAN FILLED. The Building Department's own FAQ lists the codes in force, the residential one being the "2020 Indiana Residential Code (2018 International Residential Code with Indiana Amendments)", alongside the 2014 Indiana Building Code, 2009 Indiana Electric Code, 2012 Indiana Plumbing Code, 2014 Indiana Mechanical Code, 2014 Indiana Fuel Gas Code, 2014 Indiana Fire Code, 2010 Indiana Energy Conservation Code, the Indiana Swimming Pool Code, the Migrant Day Care Nursery Fire Safety Code and the Indiana Visitability Code. That residential figure matches the state rule exactly: 675 IAC 14-4.4. WHAT IS NOT ESTABLISHED. The City gives no ordinance number and no adoption date on that page, and its codified Chapter 155 is published on a vendor platform that serves a challenge page to automated access, so the adopting instrument itself has not been read for this record. Whether Valparaiso attaches any local amendment to the residential code is therefore unknown here rather than shown to be absent. What can be said without reading it is that IC 22-13-2-3(c) bars a city from an ordinance "that conflicts with or includes more stringent or detailed requirements than the commission's rules", so the scope for a lawful local technical amendment is narrow.

Required — REQUIRED BY THE STATE, NOT BY VALPARAISO. The Indiana State Building Commissioner's own memo reproduces the adopted provision: "R905.2.8.5 Drip edge. A drip edge shall be provided at eaves and rake edges of shingle roofs. Adjacent segments of drip edge shall be overlapped not less than 2 inches (51 mm). Drip edges shall extend not less than 1/4 inch (6.4 mm) below the roof sheathing and extend up back onto the roof deck not less than 2 inches (51 mm). Drip edges shall be mechanically fastened to the roof deck at not more than 12 inches (305 mm) o.c. with fasteners as specified in Section R905.2.5. Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges." 675 IAC 14-4.4 amends R905.2.8 only by deleting the word "approved" and does not touch R905.2.8.5, and IC 22-13-2-3(c) bars the City from varying it. Required — REQUIRED, AND PORTER IS ONE OF THE COUNTIES THE STATE TABLE NAMES - WHICH MOST OF INDIANA IS NOT. The Indiana Residential Code's Table R301.2(1) runs county by county, and the Porter row reads: wind speed 115, seismic design category A, ground snow load 30, frost depth 36, winter design temperature 1 degree, decay slight to moderate, termite moderate to heavy, weathering severe, ice shield underlayment required Yes, air freezing index 2000, mean annual temperature 49.6 degrees. The ice shield column reads Yes. The provision it triggers is R905.1.2: the barrier must consist of not fewer than two layers of underlayment cemented together, or a self-adhering polymer-modified bitumen sheet, and must extend from the lowest edges of all roof surfaces to a point not less than 24 inches inside the exterior wall line. THE PRACTICAL WARNING. Tippecanoe and Vigo counties both read No in that same column. An Indiana roofer moving between counties cannot carry a practice either way, and this is a state determination reaching Valparaiso through the code it adopts, not a rule the City wrote. Not required — NOT REQUIRED - AND THE CITY'S ITEMISED LIST GIVES A ROOF NO INSPECTION AT ALL, WHICH IS WORTH KNOWING. The City publishes an Inspection Schedule for Miscellaneous Projects, describing itself as the required inspection list for all other types of construction projects, and it names them project by project: deck, pre-pour footings and final; shed, final when work is complete; fence, final when work is complete; above-ground pool, electrical and final; in-ground pool, pre-pour footing or foundation, backfill, electrical and final; basement, roughs and final; garage, pre-pour footings and slab, roughs and final; room addition, pre-pour footings, under-floor plumbing, pre-backfill where applicable, roughs and final; interior alterations, roughs and final. Roof appears nowhere on that list - not as a mid-stage inspection and not even as a final - while every other permitted category on the same form gets at least one. That is an affirmative absence on an exhaustive list rather than a silence, so do not plan around an inspector attending a Valparaiso reroof; ask on 219-548-4825, the inspection line, which asks for 48 hours notice.

Not required — NOT REQUIRED. No impact-resistance, UL 2218, Class 4 or hail provision appears in anything the City publishes about building, nor in the state rule it adopts: 675 IAC 14-4.4 makes no impact-resistance amendment to the roofing chapter. IC 22-13-2-3(c) would in any event bar the City from imposing a requirement more stringent or more detailed than the commission's rules. BE CLEAR ABOUT THE BASIS: Valparaiso's codified Chapter 155 sits behind a vendor challenge page and was not read for this record, so this rests on the state ceiling and on the absence of any such requirement from the City's own published material, rather than on a confirmed reading of the ordinance. Asked "When don't I need a permit?", the City answers with an itemised list: painting and siding; trim work; flooring, landscaping and tree trimming; electrical or plumbing appliance and fixture replacement; and same-size exterior door and window replacement. Roofing and re-roofing appear nowhere on it, while siding - the work most often done alongside a roof - is exempt by name. That is an exhaustive list rather than a silence, which is what makes the absence meaningful. On the other side of the same question, "Roof" is one of the proposed-project boxes on the City's own Residential Alteration and Accessory permit application. WHAT IS NOT ESTABLISHED. No dollar figure and no square-footage floor for roofing was found anywhere the City publishes, and the codified building chapter sits on a vendor platform that refuses automated access, so a threshold buried in the ordinance itself would not have been seen. Treat a re-roof as permitted work and confirm on 219-462-1161 if the job is small enough that it might matter.

TWO OF THESE TRAVEL BADLY ACROSS COUNTY LINES AND ARE WORTH CHECKING BEFORE A BID. The ground snow load here is 30 psf where Tippecanoe and Vigo are 20, and the frost depth is 36 inches where Tippecanoe is 30 and Vigo 24. A footing or framing detail carried from another Indiana county will be wrong in one direction or the other. The City publishes no design criteria of its own and could not vary these under IC 22-13-2-3(c).

NO LOCAL LAYER RULE IS POSSIBLE IN INDIANA, WHICH IS WHAT CARRIES THIS ANSWER RATHER THAN A READ OF THE CITY'S CHAPTER. Indiana's residential rule is 675 IAC 14-4.4, the 2020 Indiana Residential Code incorporating the 2018 International Residential Code, and its only amendments anywhere in the roof assemblies chapter delete the word "approved" from two asphalt-shingle attachment and flashing sections, delete "printed" from a third and delete one sentence from the rooftop photovoltaic section. It makes no amendment to the model reroofing section. IC 22-13-2-3(c) then bars a city, town or county from an ordinance "that conflicts with or includes more stringent or detailed requirements than the commission's rules", and IC 22-13-2-3(a)(2) gives the state rules precedence over any local ordinance covering the same subject matter, so a Valparaiso layer rule would be void even if one existed. So the answer is the base 2018 International Residential Code rule. Base-code rule, read at 2018 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. BE CLEAR ABOUT THE BASIS.
