Contractor registration required
Registration details
  • state_level: A KANSAS ROOFING CONTRACTOR REGISTRATION CERTIFICATE FROM THE ATTORNEY GENERAL. K.S.A. 50-6,123(a)(1): "No person shall engage in the business of or act in the capacity of a roofing contractor within this state without having a valid registration certificate as required by this act." K.S.A. 50-6,122(a)(1) defines a roofing contractor as any person, including a subcontractor and nonresident contractor, who in the ordinary course of business "Engages in the business of commercial or residential roofing services for a fee" or offers or solicits roofing-related services. Section 50-6,122(a)(2) excludes a person doing demolition or debris cleanup, "a person working under the direct supervision of the roofing contractor and who is hired by such roofing contractor as an employee or day laborer," and an "exempt general contractor," a general contractor meeting the conditions of 50-6,122(e) (among them, that roofing is no more than 50% of the project cost, or that roofing is subcontracted to a registered roofer, and no door-to-door sales). This record does not decide whether a given reader falls inside any exclusion. Under K.S.A. 50-6,128 the annual fee is set by the Attorney General, may not exceed $500, and the certificate expires June 30 each year. Working unregistered carries civil penalties under K.S.A. 50-636 (50-6,123(b)).
  • city_level: The city's Building & Code Compliance page states: "Any person or corporation providing services within Ulysses must obtain a contractor license through the City of Ulysses, which includes all sub contractors." It lists Roofing-Limited Residential and Roofing-Unlimited among the skilled trade contractor licenses, at $200.00 for a new contractor license and $100.00 for a renewal. Chapter 4, Section 4-1001, qualifies a residential roofing contractor as a person "who is registered and certified by the Attorney General of the State of Kansas with a roofing contractor registration certificate" and who has at least one year of experience in the field.
Permit process note
Section 4-1100(a) of the Code of the City of Ulysses states: "It is unlawful for any person to construct, alter, remove, repair, demolish, locate, equip, use or occupy any building or structure in the City until a permit for any such purpose or purposes shall have been issued by the City." The city's Building & Code Compliance page states: "Permits are issued at City Hall during normal business hours."
Adopted code
Chapter 4 of the Code of the City of Ulysses, Section 4-202, adopts "that certain residential building code known as the International Residential Code for One- and Two-Family Dwellings, Edition of 2018", with Appendix Chapters A, B, C, D, E, F, G, J, K, L, M, N, O, P, Q, R, S and T, as the Residential Building Code of the City of Ulysses (official copy marked as adopted by Ordinance No. 1326); Section 4-203 lists the local amendments. The city's Adopted Building Codes page lists it as the "2018 Residential Building Code".
Drip edge
Required — Drip edge is required at eaves and rake edges of shingle roofs (IRC R905.2.8.5). The City adopted the 2018 International Residential Code via Section 4-202 of the Code of the City of Ulysses (Ordinance No. 1326); that instrument, read in full with its Section 4-203 amendments, does not amend R905.2.8.5, so the code's drip-edge requirement stands as enacted local law. None of the Section 4-203 amendments touches IRC Chapter 9, Roof Assemblies. About drip edge
Ice & water shield
Not required — Table R301.2(1) as amended by Section 4-203 of the Code of the City of Ulysses (adopting the International Residential Code, 2018 Edition) answers NO in the ice barrier underlayment required column. Under the table's own footnote h, the jurisdiction fills in "YES" only where there has been a history of local damage from the effects of ice damming. About ice & water barrier
Impact-resistant roofing
Not required — Chapter 4, Buildings and Building Regulations, of the Code of the City of Ulysses was read in full (Articles 1 through 12, 39 pages), including Section 4-202, which adopts the International Residential Code, 2018 Edition, and every Section 4-203 amendment to it. Counts across the whole chapter: "UL 2218" 0, "Class 4" 0, "impact" 0, "hail" 0. No provision requires impact-resistant roof coverings.
Wind design criteria
Table R301.2(1), Climatic and Geographic Design Criteria, as amended by Section 4-203 of the Code of the City of Ulysses: ground snow load 15; wind design speed 115 mph; topographic effects no; special wind region no; windborne debris zone no; seismic design category A; weathering severe; frost line depth 32 inches; termite moderate to heavy; winter design temperature 5 degrees; ice barrier underlayment required no; flood hazards 01/25/78 and 09/03/97; air freezing index 500-1000; mean annual temperature 55 degrees.
Roof layer limit / recover
Base-code rule, read at 2018 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. Sections 4-202 and 4-203 of the Code of the City of Ulysses make no amendment to Sections R907 or R908.
Sales & use tax
Ulysses' combined sales tax rate is 8.5% (Kansas state 6.5% + Grant County 0% + City of Ulysses 2%), per the Kansas Department of Revenue's Pub. 1700 jurisdiction rate table effective October 1, 2026. Per KDOR Pub. KS-1525, "Services performed to install or apply tangible personal property are exempt from sales tax when the services involve the original construction, reconstruction, restoration, remodeling, renovation, repair or replacement of a residence," so residential re-roof labor is exempt. Materials are not: contractors "are considered to be the final user or consumer of the materials they install for others, and must pay Kansas sales or use tax on them."
